About Tandem

Tandem Inc. is the Victorian peak body of organisations and individuals that support carers of people with a mental illness. Its membership includes representatives of carer focused organisations, regional carer networks, local carer support groups and family carers.

Tandemadvocates for carer involvement in treatment and care planning and decision making, carer participation in policy, systems and service development and improvement and support for carers. It provides systemic advocacy, training for mental health professionals in how to work with families, and training for the carer workforce and carer representatives and undertakes research relevant to carers. Tandem also administers the Carer Support Fund.

The Carer Support Fund (CSF) is a $1.7 million dollar fund provided by the Department of Health (DoH) to assist carers of clients of the Victorian Mental Health Service in their role of caring for a person with a mental illness. The role of Tandem is to administer the Carer Support Fund (CSF) on behalf of the Area Mental Health Services in an equitable, transparent, timely and responsive way in accordance with the Carer Support Fund Guidelines

Position Summary

Thisposition includes administration of the Carer Support Fund (CSF), provision of financial administrative services for the CSF and analysis of the use of the fund with a view to its sustainability and future development in order to ensure that the financial burden for carers can be alleviated.

Key Responsibilities

Carer Support Fund Administrator Duties:

  • Work in a collegiate way to ensure the efficient, effective and responsive administration of the CSF
  • Implement the day to day operations of the CSF to ensure compliance with the CSF guidelines
  • Build and maintain positive relations with Area Mental Health Services (AMHS) and all stakeholders
  • Provide information about the purpose, use and function of the CSF and promote the use of the fund
  • Provide training and consultation to the AMHS on the use of the web based application system
  • Provide secretariat service to the quarterly CSF Advisory Group Meetings
  • Determine relevant data collection and analyse data to inform and support the use of the fund
  • Contribute to the 6 CSF e-Bulletins p.a. (minimum)
  • Attend quarterly meetings with the DoH to report on Tandem administration of the CSF and to review the functioning and use of the CSF
  • Prepare CSF reports by collecting, analyzing and summarizing data and voucher spreadsheets as required by the CSF guidelines and as requested by the Executive Director and the CSF Advisory Group
  • Improve the performance of the CSF database by identifying and clarifying problems, evaluating potential solutions, implementing selected solutions and consulting or advising Tandem management of problems and solutions as appropriate
  • Regular cross balancing of the CSF database records with those on MYOB to protect the integrity of the CSF systems and AMHS fund allocations.

Finance Management Duties

  • Maintain accounting controls by following policies and procedures, complying with Federal and State financial legal requirements
  • Reconcile general and subsidiary bank accounts by gathering and balancing information
  • Maintain general ledger accounts, prepare fixed assets, depreciation and accruals ready for audit
  • Secure financial information by completing programme backups and keeping information confidential
  • Advise Executive Director of any major changes that are required to systems and processes of the CSF and implement the necessary changes following consultation with Executive Director
  • Provide CSF financial reports and feedback to the Executive Director, the Board and the CSF Advisory Group through the Executive Director.

Accountability & Supervision:

Responsible to and supervised by the Executive Director.

Location:

The position is based in Abbotsford. Occasional travel to service sites or events within Melbourne may be required.

Classification, Hours & Basis of Employment:

This is a 0.8 EFT fixed contract position subject to satisfactory completion of a 3 month probationary period.

30.40 hours p.w. spread over 8 days. Hours will generally be within normal business hours, however, some flexibility will be both provided and required.

The successful applicant will be employed under the conditions of the SCHCADS award, in accordance with the National Employment Standards. Salary packaging is available.
