Admission Standards to the State Budgetary Educational Institution of Secondary Professional Education «SalavatIndustrialCollege» for 2013/2014 academic year

1. General Provisions

1.1 The Admission standards to SBEISPE «SalavatIndustrialCollege»

for 2013/2014 academic year have been elaborated in accordance with the following documents:

- The Federal Law «On Education»;

- The Law «On Education» of the Republic of Bashkortostan;

-The Standard regulations about educational institution of secondary Professional Education (secondary special educational establishment of the Russian Federation approved by The Decree № 543 of the Government of the Russian Federation dated 18.07.2008 )

- The College’s charter;

- The Provision Statements about the Admission Board of the SBEI SPE «SalavatIndustrialCollege»;

- Other standard legal documents of the Ministry of Education of Russia and other Government managing organizations of education.

1.2 The College declares admission for 2013/2014 academic year for the following specialties:

full time instruction

on the basis of basic general education (9 classes) at the expense of budgetary funds

Note: Students are admitted to the second year on the basis of secondary (complete) general education (full time instruction) if there are any vacancies in groups.

1.3The admission to teaching educational programs at the expense of budgetary fund is available.

1.4Questions which are not regulated by the given Standards are decided by the Admission board in accordance with the current legislation, the College’s Charter.

1.5All changes and additions to the given Standards are brought by the decisions of the College’s Council.

2 Acceptance of Documents

2.1 Admission to the college to professional educational programs is made according to the personal application of citizens.

The following information must be given in the application:

the name, surname and patronymic (the latter if available);

the date of birth;

the details of the certificate providing the person’s identity, when and by whom it is issued;

the information about the previous level of education and the certificate on education to confirm it;

the specialty the applicant plans to train at the educational institution, the terms of training , the forms of getting education (in the limits of control figures of admission, vacancies on contracts with payment of tuition ) ;

the need in the college’s hostel.

The fact of acknowledgement (also through the public information systems) with the copies of the License of the educational activities and the Certificate of State Accreditation and its appendices or their lack is also to be written in the application.

The fact of the acknowledgement is to be certified by the applicant’s signature.

The following data is also certified by the applicant’s signature:

the fact of getting secondary education for the first time;

the acknowledgement (also through the public information systems) with the date of submission of the original certificate of education.

In case of submitting the entrant’s application without all the necessary information according to this point and (or) if it is not true, then the educational institution gives back the documents.

2.2 The terms of acceptance of applicationsfor the full time education is up to July, 20 and in case of vacancies the terms can be prolonged till July, 31of the current year.

The terms of acceptanceof applicationsfor the education by correspondence can be prolonged till December, 25 of the current year.

2.3 When applying (in Russian) for admission to the educational institutionany person is to submit the following documents at his own discretion:

Citizens:

the original or a copy of the document proving the applicant’s identity,

the citizenship;

the original certificate of the state standard of education or its x-copy;

2.4 If the applicants claim to the privileges stated by the legislation, they are to submit some more documents. According to the article 1of the Federal law №159-FL “About additional guaranties on social defence of orphans and children left without parental care”dated 21/12/96:

2.5 Applications and required documents may be sent by common mail or also by E-mail (hereinafter by mail) in accordance with the Federal Law No. 63-FL “On electronic signature” dated April 6, 2011,the Federal law No. 149-FL “On information, information technologies and information security” dated July 27, 2006, the Federal Law No. 126- FL “On communication” dated July 7, 2003.

Documents sent by mail are accepted by the educational institution not later the terms set by point 2.2 of the given Standards till the acceptance deadline of documents.

2.6 The applicants are allowed to certify x-copies of the original documents by the college if they submit them personally.

The applicant is given a receipt of acceptance of the documents in case of personal granting.

2.7 The original certificate of education and other documents submitted must be returned on the written request within the next working day after the day the application has been made.

3. Enrolment to the College

3.1 The Applicants to the fulltime education submit original certificates of the state standards on education till the 15th of July, in other cases in terms, established by the point 2.2 of the given Standards.

3.2 When the terms of submitting the original documents are over the Principal of the College will make an order on enrolment of the persons recommended by the Admission Board to be enrolled and having submitted the originals of corresponding documents .The appendix to the order about enrolment is a name list of the specified persons. The order on enrolment with the Appendix is placed on the Information board and at the official site within the next working day.

3.3 If there is a competition the most capable and prepared applicants for learning main professional educational programs of the secondary professional education of basic and profound training are recommended for enrolment. The Admission Board may organize a competition of interview results with every applicant and their parents (lawful representatives)for this purpose.

3.4 Without competition the following persons are admitted:

-orphans and children left without parental care, as well as persons up to the age of 23 from a group of children-orphans and children left without parental care;

-disabled children, disabled persons of the 1st and 2nd groups who are allowed to study in the corresponding educational institutions by the resolution of the Federal Institution of medical-social expert examination;

-citizens up to 20 years , having only one parent –a disabled person of the first group , if the average per capita income is less of the size of living wage which was established in the corresponding subject of the Russian Federation;

-citizens of other categories, provided by the legislation of the Russian Federation.

3.5 Enrolment to the college may be done up to January, 31 of the current year if there are vacancies.

4. Acceptance of foreign citizens

4.1 Acceptance of foreign citizens for training according to educational programs is carried out in compliance with the present standards and international contracts of the Russian Federation at the expense of corresponding budget as well as contracts of payment for training.

4.2 Foreign citizens, citizens without nationality as well as compatriots , living abroad represent an application , a document which identifies the personality of a foreign citizen in the Russian Federation in accordance with the Article 10 of the Federal Law №115-FL «On Legal Status of foreign citizens in the Russian Federation» dated July,25 2002;

- an original certificate of the state standard on education (or its copy certified according to the established procedure) or an original certificate of education issued by a foreign country and considered equivalent in the Russian Federation to the certificate on education of the state standard (or its copy certified according to the established procedure) as well as in the case provided by the legislation of the Russian Federation, a copy of a certificate acknowledgement of this document,

-a duly certified translation into the Russian language of the certificate of education or qualification of a foreign country and an appendix to it (if the latter is provided by the legislation of the state in which this certificate is given);

-copies of documents and other certificates that confirm the fact of belonging of a compatriot residing abroad to the groups specified in the Article 17 of the Federal Law №99-FL « On the state policy of the Russian Federation in respect of the compatriots residing abroad» dated May 24;

-4 photos.

All translations into the Russian language are to be made for the name and surnamespecified in the document which identifies the personality of the foreign citizen in the Russian Federation.
