SPECIAL DRIVE LED TO ARREST FOUR AUTO-LIFTERS BY P.P Sec.3, DWARKA NORTH

HIGHLIGHTS:-

ALERT PATROLLING BY STAFF OF P.P SEC.3 DWARKA NORTH RESULTING IN ARREST OF FOUR AUTOLIFTERS.

THREE STOLEN MOTOCYCLES RECOVERED.

THREE CASES OF MV THEFT WORKED OUT.

OPERATION

To maintain a check on MV theft in the area of South West District, extensive drive for apprehension of criminals has been initiated in the district through checking. Special emphasis has been given to foot/group patrolling, motor-cycles patrolling as well as picket checking. Sincere efforts are also being made for gathering criminal intelligence. During this exercise, various suspects have been interrogated and listed criminals of similar modus operandi are being questioned.

On 09/08/13, an information from reliable sources was received by SI Sandeep Yadav, H.Ct. Pratap Singh, Ct. Shambu Dayal & Ct. Dinesh who were at picket duty in P.P Sec.3 regarding movement of four autolifters in the area. Information was further developed and it turned out that the suspects would come to Sec- 4 Dwarka on two stolen motor cycles. The picket staff laid a trap by installing barricades near N K Bagrodia Public School Sec- 4, Dwarka. Checking of vehicles was intensified. At around 08:30 PM, four motor cycle borne persons on two motor cycles bearing No.- DL-10SA-4983 & DL-3SAX-5003 came from Rajapuri, Dabri, which were signaled to stop. However instead of stopping, both M/Cycle sped up and tried to flee from the spot. The team swopped upon them and overpowered, whose identities revealed as 1) Kapil @ Azgar Zorrat (23 yrs.) 2) Pankaj Mahto @ Bhatu (19 Yrs.) 3) Ramdas @ Raju (22 yrs.) and 4) Vikas @ Neta (22 yrs.). Team asked them to show the documents of both motor cycles. Initially, they tried to trick the police by saying that they are local of this area and are going to workshop. Team persisted inchecking the documents and having no satisfactorily reply details of recovered M/Cycles were got checked and both were found to be stolen from the area of P.S Bindapur vide FIR No. 357/13 & 359/13 u/s 379 IPC.

INTERROGATION AND MODUS OPERANDI

On sustained interrogation, accused persons revealed that they have a perfect team and developed expertise in the crime of MV theft. Accused Vikas @ Neta is their kingpin and previously involved in five cases of MV theft. Vikas@Neta mastered all his four associates in this MV theft. Each member has assigned specific task according to his caliber. Accused Pankaj Mehta is a motor cycle mechanic and accused persons namely Kapil Sharma and Ramdas are expert in breaking locks of the bikes and they also reconnaissance the area and accused Vikas finalize the work after sensing its risk factor. They further spilled the beans that they used to commit MV Theft from residential areas. In pursuance of their disclosure, police succeeded in recovering one more motorcycle at their instance.

PROFILE OF SNATCHERS ARRESTED BY P.S DWARKA SOUTH

  1. Kapil Sharma @ Azgar Zorrat ( Aged-23yrs) s/o Sh. Rajkumar Sharma r/o B- 108, Guru Harkishan Nagar, Matiyala Extn. Uttam Nagar, New Delhi - is an illiterate and currently employed with Amul as Ice cream vendor. He is unmarried and has been residing on rent. His father is a Pandit who performs Pooja, Hawan in the vicinity.
  2. Pankaj Mahto @ Bhatu (Aged-19) s/o Sushil Mahto r/o Gulati Tent wali Gali, Guru Harkishan Nagar, Maityala Extn., Uttam Nagar, New Delhi -is an illiterate and is motorcycle mechanic by occupation. He is unmarried and is a drug addict. His father is a vegetable vendor.
  3. Ramdas @ Raju (Aged-22yrs) s/o Sh. Sita Ram r/o Bega Bond, Matiyala Extn., Uttam Nagar, New Delhi- is an illiterate. He is unmarried and working as a laborer at a tent house.
  4. Vikas @ Neta (Aged- 22 yrs.) s/o Mahender Singh r/o H No. 82, Budh Bazar Road, Guru Harkishan Nagar, Matiyala Extn. Uttam Nagar, New Delhi- is an illiterate and currently unemployed. He is unmarried and is a drug addict. His father expired in his early age and his mother has no control over his nefarious activities. He has following previous involvements:-

  • INTERSTATE SUPPLIER OF ILLEGAL ARMSAMMUNITIONS ARRESTED.
  • TWO COUNTRY MADE PISTOLS (315 BORE) & ONE PISTOL (9 MM) ALONGWITH 8 LIVE CARTRIDGES RECOVERED.

INTRODUCTION:-

The Crime Branch has arrested a supplier of illegal arms and ammunition and recovered two country made pistols of 315 bore & one pistol of 9 mm alongwith 8 live cartridges.

INFORMATION:-

Inputs were receivedthat illegal weapons are being smuggled into Delhi from Western UP and to develop this information, a team of HC Jaleshwar and Ct Sanjay was deputed to activate sources. An input was received on 10.08.2013, that the arms supplier will come to ‘Khera Mor’,GT Karnal Road, Delhi. Immediately, a team comprising of Inspr Rajeev Kumar, ASIs Omprakash, Rajesh Tyagi, HCs Jaleshwar, Harbir, Consts Sanjay, Sharanvir, Sandeep and Amit Kumar was constituted under the close supervision of ACP Satish Chander Yadav & overall guidance of Addl.DCP Bhisham Singh.

OPERATION:-

A trap was laid at Khera Mor, GT Karnal Road, Delhi and a tempo No.DL-IM-6691 was stopped at the instance of the informer. The tempo was meant to supply grocery items. The person driving the tempo was identified asGaffar Ali @ Aliand during his personal search two country made pistols of 315 bore, alongwith four live cartridges were recovered. A case vide FIR No.139/13 dated 10.08.2013 u/s 25 Arms Act PS Crime Branch has been registered in this regard.

INTERROGATION:-

The accused was put to sustained interrogation. The accused revealed that he used to procure illegal country made weapons from one Mr Badal (Name changed) r/o Distt. Moradabad and was supplying them to earn easy money. He was working as a driver for the last two years on a tempo of “Amit Transport, Burari” being used for supplying ration quota to different ration shops from Siraspur godowns. He used to deliver illegal weapons in his tempo as there is least risk of checking of ration supply vehicle.

Police custody remand of accused Gaffar Ali @ Ali was also obtained and during police custody remand, one 9 mm pistol with four live cartridges, was also recovered at his instance.

PROFILE:-

Gaffar Ali @ Ali s/o Shri Sabuddin r/o School Colony, Village-Hiranki,PS Alipur, Delhi permanent r/o Village Kathamau, Distt. Baghpat, UP, Aged 24 years. Unmarried, fourth among the 6 siblings, he is a school dropout and indulged in the illegal supply of arms to earn quick money and to manage his future family life.

Further investigation of the case is in progress. Efforts are being made to arrest the other associates of the arrested accused.

A GANG OF DESPERATE ROBBERS BUSTED

With the arrest of four criminals, Police personnel of P.S. Mundka, West District, Delhi have busted a gang of desperate robbers. The gang was headed by one desperate criminal namely Salim @ Bhai. He was previously arrested many times. One gang member namely Shahzad Safi is a History Sheeter of Police Station- Kanjhawala. The gang was very active in the area of Delhi and NCR. The gang used to carry illegal weapons with them. The gang is found involved in more than one dozen incidents of robberies. Three motorcycles, one TATA Magic, two country made pistols with live cartridges, two button actuated knives and four robbed mobile phones were recovered from their possession.

INFORMATION AND OPERATION

To maintain a check on incidence of crime in West Distt., Insp. Rajkumar/SHO Mundka was assigned the task to collect intelligence about the criminals indulging in crime. Team from Police Station Mundka visited the scenes of various crimes and met the complainants. Through secret sources, it came to notice that one desperate criminal namely Salim @ Bhai has organized a new gang and is committing robberies at the point of country made pistol and knives. On this information, sources were deployed, intelligence about the probable hideouts of the gang and their latest activities were collected. On 11.08.2013, specific information was received that the gang members would come to commit robbery in Mundka Industrial area via Bakkarwala road on a Grameen Sewa Vehicle No. DL-2W-4583. It had also been informed that the gang members were carrying illegal weapons. On this information, a raiding party headed by Insp. Rajkumar/SHO Mundka consisting of SI Manoj Bhatia, SI Birpal, SI Shiv Charan, ASI Harpal, HC Narendra, HC Rajesh, HC Ashok, HC Devender, HC Sunil, Ct Vijay, Ct Joginder, Ct Naresh and Ct Jai Prakash was constitutedunder the supervision of Shri Raj kumar, ACP/Nangloi. A trap was laid near Mundka Industrial area, Rohtak Road. At about 1.00 PM, one Grameen Sewa bearing number DL-2W-4583 came and it was intercepted with the help of barricades. Fours persons were found sitting in the grameen sewa. They were apprehended and they disclosed their names as (1) Salim @ Bhai s/o Shahid r/o Jhuggi No. 338, Rakhi Market, Zakhira, Delhi. (2) Shahzad s/o Late Islamuddin r/o B-361, Meer Vihar, Madanpur, Dabas, Delhi, (3) Firoz s/o Sahid r/o D-129, Bhagya Vihar, Madanpur Dabas, Delhi and (4) Subhash s/o Joravar Singh r/o H-81, Adhyapak Nagar, Nangloi, Delhi. On the search of accused persons two country made pistols were recovered from accused Salim and Subhash. Two button actuated knives were recovered from Shahzad and Firoz. On this recovery, a case vide FIR No. 167/13 U/s 25/54/59 Arms Act was registered at PS Mundka, Delhi.

Background of accused arrested.

During interrogation, Salim @ Bhai disclosed that he originally hails from Bihar. He is an illiterate and came to Delhi in the year 1988 in search of a job. He started his career as a labourer. After some time he left this job and became a driver. But he was not satisfied from the job of driver also and came in contact with bad elements of the society and started committing thefts. He has gone to jail many times. Recently, he had formed a new gang and started committing robberies on the point of country made pistols, knives and daggers.

Subhash has poor economic back ground. He studied up to 3rd standard. He started his career as a labourer but he was not satisfied from this income. He was driving Grameen Sewa vehicle, when he came in contact with Salim and joined his gang.

Shahzad is a History Sheeter of PS- Kanjhawala and is a drug addict. He had formed in the new gang alongwith Firoz @ Fauji and started committing robberies.

Firoz@ Fauji hails from West Bengal. He had done many petty jobs but he was not satisfied from his income so he joined this gang and started committing robberies.

BRIEF DETAILS OF ROBBERIES COMMITTED BY THEM

1.On 03/05/13 accused persons robbed two persons travelling in a car on gun point in Sector-06 Noida, UP and took away cash Rs. 9.80 Lakhs. Case FIR No. 373/13 u/s 392/34 IPC was registered at P.S Sec-20, Noida, UP.

2.On 05/07/13 accused persons entered into a house in Tilak Nagar, Delhi and robbed a man on gun point of cash Rs. 20,000/-. Case FIR No. 342/13 U/s 392/394 IPC at PS Tilak Nagar was registered.

3.On 13/07/13 accused persons entered into a house in Janak Puri, Delhi and robbed a lady of jewellery, cash and mobile on gun point. Case FIR No. 244/13 U/s 394/34 IPC at PS Janak Puri, Delhi was registered.

4. On 15/07/13 accused persons entered into a godown at Mundka Industrial Area, Village Neelwal Road, Delhi and on gun point robbed Rs. 40,000/- cash, gold chain and mobile phone. Case FIR No. 138/13 U/s 392/34 IPC PS Mundka, Delhi was registered.

5. On 27/07/13 accused persons kidnapped a driver along with a loaded truck No. HR-55-A-4115 on gun point from Partapur, Meerut, UP and robbed the scrap and abandoned the truck and driver. Case FIR No. 498/13 U/s 365/392/34 IPC PS Partapur, Meerut, UP was registered.

Police personnel involved in good work are being rewarded suitably.

O R D E R

  1. Whereas a large number of NBFC (Non Banking Financial Companies) are operational in Delhi and other parts of the NCR which are handling huge transaction of cash and precious metals.
  2. And whereas, a large number of customers come to the said companies for day to day transaction, it thus becomes necessary to have a quality surveillance on their day to day functioning.
  3. And whereas it has come to notice that certain criminals and anti-social elements look for soft targets, particularly during the late evening hours and target employees carrying huge cash/jewellery items and are vulnerable to crime and criminal, if they are not guarded properly at their business premises and while in transit.
  4. And whereas it is imperative to put some regulatory checks on the activities of such NBFC (Non Banking Financial Companies) so that the anti Social and criminal elements do not cause danger to human life and effect loss of property.
  5. Now, therefore, in exercise of the powers conferred upon me by the virtue of section 144 Cr.P.C., 1973 (No.2 of 1974) read with Govt. of India, Ministry of Home Affairs, New Delhi’s is Notification No. U-11036/(i)UTL, dated 09.09.2010. I Ram Kumar, Assistant Commissioner of Police, Sub-Division Kamla Market, Central District, New Delhi do hereby make this written order that all such NBFC carrying huge transactions of money and jewellery items at their respective offices and their like establishments shall :-
  1. Maintain secure premises by installing CCTVs at their main access, entry in the office and inside and around the premises. Proper staff shall be deputed to monitor the CCTV coverage. A video backup of atleast 30 days of such recording be kept for further use.
  2. Maintain data base of all employees, security Guards, Cab Drivers and contractual workers working with them for access by the police as and when required, and ensure verification of antecedents of all their employees including contractual employees.
  3. The procedure of ‘KNOW YOUR CUSTOMER’ as issued by the Reserved Bank of India for Nationalized Banks be strictly followed and a data base of same shall be kept for access by the police as and when required.
  4. They shall maintain digital record of all the visitors with their photo identity.
  5. Deploy armed security guards at the main entry of such premises and at any other vulnerable point.
  6. Armed security guards must accompany the employees who carry huge cash/gold/jewellery from one place to another. All high values transaction must be done in a secured vehicle which must have CCTV installed.
  7. All such vehicles being used for transportation of cash or precious metal must be fitted with GPS for monitoring their movement.
  8. It must be ensured that there is no movement of large amount of cash or precious metal after sunset.
  1. These orders shall come into force with effect from 12.08.2013 and shall remain in force for a period of 47 days up to 27.09.2013 unless withdrawn earlier.
  2. Any person/employer/transporter etc. contravening these orders shall be liable to be punished in accordance with provisions of section 188 of the Indian Penal Code.
  3. As the notice cannot be served individually on all concerned, the order is hereby passed ex-parte. It shall be published for the information of public through the Press and by affixing copies on the Notice Boards of the office of all DCsP, Addl. DCsP, ACsP, Tehsil offices, all police stations concerned and the offices of the NDMC and MCD.
