1PURPOSE

1.1This procedure establishes the process to conduct annual evaluations of the human research protection program.

1.2The process begins the first business day of each November.

1.3The process ends when all evaluations have been completed and communicated to those evaluated.

3POLICY

3.1The human research protection program is evaluated annually.

3.2The subject outreach program for enhancing the understanding of subjects, prospective subjects, and communities is accomplished by making the document “BROCHURE - Should I Take Part in Research” available to the patient population.

4RESPONSIBILITIES

4.1PPHS staff ensure completion of these procedures.

5PROCEDURE

5.1Have the Organizational Official or designee evaluate the resources provided to the human research protection program and make adjustments as part of the budgeting process, have this evaluation include administrative resources, including:

5.1.1Space

5.1.2Personnel

5.1.3Overall resources to support an AAHRPP-accredited program to ensure accreditation standards can continue to be met

5.2Evaluate whether the number of IRBs is appropriate to the volume and types of research reviewed.

5.2.1Provide a copy of the evaluation to the Organizational Official or designee.

5.2.2If the number of IRBs is not appropriate to the volume and types of research reviewed, work with the Organizational Official or designee to modify the IRB structure.

5.3Have the IRB chair or IRB manager evaluate the knowledge, skills, and performance of each IRB member.

5.3.1Have the IRB chair assess reviewer comments and any attendance issues of board members in advance of each board meeting

5.3.2Have the IRB chair communicate any concerns identified with the individual IRB member

5.3.3Annually, have the IRB member complete the IRB member self-assessment

5.3.4Annually, have the IRB chair meet with the IRB member to discuss evaluation and provide feedback.

5.3.5If needed, work with the IRB member to develop a plan to improve the individual’s knowledge, skills, and performance.

5.3.6When a member term is expiring, assess composition and performance of each IRB, and evaluate if member reappointment, reassignment to consultant role, or end of term is appropriate based on attendance, contribution, meeting preparation, and projected needs of the IRB in the coming term.

5.4Have the Executive Director of the PPHS office ensure that the Dean for Translational and Biomedical Research (Dean), or designee, evaluates the knowledge, skills, and performance of each IRB chair.

5.4.1Have the IRB Chairs provide ongoing consultation and peer-feedback to each other.

5.4.2Ensure all feedback from the Dean is shared with the IRB chairs, as necessary.

5.4.3Annually, have the IRB member complete the IRB assessment and provide assessment to the IRB chair

5.4.4If needed, work with each IRB chair to develop a plan to improve the individual’s knowledge, skills, and performance.

5.5Follow the Human Resources annual employee evaluation process to evaluate the knowledge, skills, and performance of PPHS staff.

5.5.1Provide a copy of the evaluation to each IRB staff.

5.5.2If needed, work with each IRB staff person to develop a plan to improve the individual’s knowledge, skills, and performance.

5.6Complete the “WORKSHEET: IRB Composition” to evaluate whether the composition of the IRB meets regulatory and organizational requirements.

5.6.1Provide a copy of the evaluation to the Organizational Official.

5.6.2If the composition of an IRB does not meet regulatory and organizational requirements, work with the Organizational Official or designee to modify the IRB composition.

5.7Evaluate the subject outreach plan.

5.7.1Provide a copy of the evaluation to the Organizational Official or designee.

5.7.2If the subject outreach program is not meeting organizational goals, work with the Organizational Official or designee to modify the plan.

5.8Check when the last time each IRB was registered. If more than 2 years, update the registration.[1]

5.9Check when the last time the federalwide assurance (FWA) was updated or renewed. If more than 2 years, update/renew the FWA.[2]
