Proposal:

Following the recent granting of Listed Building Consent for works to the property, the applicants now seek permission to amend the approved design.

Relevant Information:

The Old Forge is a Grade II Listed cottage located within the village of Thurlaston. The site lies within the Thurlaston Conservation Area, immediately adjacent to the junction of Main Street and Biggin Hall Lane.

The property is of red brick and timber frame construction, and is mostly roofed with thatch, although the extensions to be replaced by the proposal are roofed with slate and felt.

The side elevation facing Biggin Hall Lane also forms part of the site boundary, with a sparse hedge and small pedestrian gate adjacent to it allowing access from the garden directly onto Biggin Hall Lane. This means that there is limited screening of the proposal site, except for when a wisteria plant and a buddleia bush close by are in leaf and flower during the spring and summer.

The existing timber lean to is in poor condition, and detracts from the traditional cottage appearance of the main dwelling. The single storey brick extension to which it is attached is more in keeping (with the exception of the slate roof).

Considerations:

The key consideration in determining this application is the impact of the proposed works on the character and appearance of a Grade II listed building.

Part 12 of the National Planning Policy Framework March 2012 highlights the importance of enabling the conservation and enjoyment of heritage assets.

The proposed works seek to remove extensions that are detracting from the character of the Listed Building and replacing them with a visually sympathetic extension and is in keeping with the building’s character and preserves its structural integrity as far as possible.

Minimal works will be required to remove the existing extensions, and any areas affected by either the removal of the existing extensions or the erection of the proposed extension will be made good as part of the construction process.

The result will be a sympathetic addition to the property that improves its visual appeal whilst retaining its traditional character.

The scheme therefore complies with Part 12 paragraphs 126 and 131 of the National Planning Policy Framework March 2012.

Recommendation:

Approve subject to appropriate conditions.
