  1. Armando Linares presented the problem ePermits is intended to solve, the value to Governmental agencies and to our customers, and the proposed solution.
  2. The permitting process is an impediment to construction and development in the County, thereby impacting jobs and our economy
  3. All Commercial and Residential applications for new construction or renovations must come to Broward County first
  4. Currently, only 50% of our customers upload their plans online.
  5. Goal is to get 100%
  6. The IT portion of theproposed solution is the IT ePermit Interface which consists of:
  7. An online web interface which allows applicant to enter the permitting application information, upload both initial and revised plans and documents and generates the SHA-1 signature file required for signing and sealing
  8. Central repository which allows permitting agencies to access the information and plans
  9. Notifications to permitting agencies that an application has been submitted for their review
  10. APIs that will interface the Central ePermits interface with existing agency Permitting systems to provide real time status
  11. Infrastructure and Security
  1. Discussion:
  2. Do we have a list of all the project types? Yes
  3. Who is custodian and has ownership of the documents?
  4. Inter-local Agreements between the County and the cities will need to be developed
  5. At what level will workflow be implemented?
  6. Initially, workflow will be handled by a “shotgun notification” to everyone that needs to review the application
  7. What happens when one agency is waiting on an approval from other agencies? This becomes important when reviews/approvals are time sensitive.
  8. This will be handled in the same way it is handled today. Each agency system needs to incorporate this into their agency system.
  9. How will updates to plans/revisions be handled? Will there be versioning?
  10. Updates/revisions will go through the single point of entry
  11. Everyone will get a notification that a revision was received(initially)
  12. All versions of the plans will be available (for legal purposes)
  13. There are often multiple units for one parcel.
  14. The Property Appraiser/GIS parcel layer handles this
  15. What are the statuses that need to be shared by the agency system with the ePermits Real Time Status Board?
  16. Building Officials will define/provide relevant statuses
  17. Property Appraiser has identified the need for CO date, so this needs to be one of the statuses
  18. Agency permitting system needs to send out status to the central ePermits interface
  19. What has the County been building?
  20. The County is developing an internal ePermits system that allows the customer to apply online, upload plans and documents, generate SHA-1 signature file required for signing and sealing and obtain status
  21. There will be a demo of the County’s ePermits system at the next meeting

  1. The initial phase of the ePermits Web interface will:
  2. Allow applicant to enter permitting application information
  3. Allow applicant or others to upload both initial and revised plans and documents and generates the SHA-1 signature file required for signing and sealing
  4. Be a Central repository which allows permitting agencies to access the information and plans
  5. Notify via e-mail theappropriate permitting agencies that an application has been submitted for their review (based on distribution list)
  1. Cities will develop APIs that will interface the their existing agency Permitting system with the Central ePermits interface to update statuses and receive plans and application information. If a vendor application is being purchased, the Cities will ensure APIs can be written to interface with the Central ePermits interface.
  2. Other than the updating of the status, the flow of information will be from the Central ePermits web interface to the agency system

  1. There will be a demo of the Broward County internal ePermits system at the next meeting
