APPROVAL OF A SMALL COMMUNITIES GRANT (SCG) FOR THE McCLOUD COMMUNITY SERVICES DISTRICT (MCSD), SEWER SYSTEM REPLACEMENT/ REHABILITATION PROJECT; PROJECT NO. SCG-808

DISCUSSION

In accordance with the State Water Resources Control Board's (SWRCB) Implementation Policy for the Small Communities Grant Program (Policy), adopted on January 23, 1997, and amended and reauthorized on June 15, 2000, projects on the adopted priority list need SWRCB approval to receive a SCG for construction. Construction grants can be approved by the SWRCB after the Division of Clean Water Programs (Division) has approved the final plans and specifications (P&S). The Division approved the MCSD’s Sewer System Replacement/Rehabilitation final P&S on February 27, 2001.

The MCSD is located in Siskiyou County, along State Highway 89 approximately 15 miles east of Interstate 5. The MCSD serves a population of approximately 1,600, and the 1996 median household income is $25,432. Based on the Policy’s funding formula, the MCSD qualifies for a 76 percent SCG.

The MCSD is requesting SCG funding because the sewer infrastructure, constructed by the McCloud River Lumber Company between 1930 and 1950, was not built to industry standards and is in very poor condition. The system requires significant maintenance and experiences numerous sewer blockages and overflows. The Central Valley Regional Water Quality Control Board (CVRWQCB) issued Cease & Desist Order No. 5-00-109 (CDO) on June15, 2000, prohibiting future connections until improvements are made. The proposed project will replace/rehabilitate the existing collection system, which will ensure compliance with the CDO, reduce maintenance requirements, and prevent sewer blockages and overflows.

The MCSD prepared a Draft Initial Study/Negative Declaration (IS/ND) for the proposed project, which was distributed to the public and circulated through the State Clearinghouse (SCH# 2000122064) from December 19, 2000, through January 17, 2001. During the review period, the MCSD received comments from the USDA-Rural Utilities Services, Department of Toxic Substances Control, and the Division. No environmental issues were raised. The MCSD prepared adequate responses to comments. The MCSD Board of Directors approved the project, certified the Final IS/ND, and adopted a Mitigation Monitoring Program. A Notice of Determination was filed with the Governor’s Office of Planning and Research on February 8, 2001.

POLICY ISSUE

Should the SWRCB approve a SCG of $2,763,100 for the MCSD’s proposed Sewer System Replacement/Rehabilitation Project construction?

RWQCB IMPACT

The CVRWQCB adopted Cease & Desist Order No. 5-00-109 (CDO) on June 15, 2000, prohibiting future connections until improvements are made to the MCSD’s sewer system. This project will bring the MCSD into compliance with this CDO.

FOR THE SEWER SYSTEM REPLACEMENT/REHABILITATION PROJECT

McCLOUD COMMUNITY SERVICES DISTRICT (MCSD)

PROJECT NO. SCG-808

WHEREAS:

  1. The Implementation Policy for the Small Communities Grant Program was adopted by the State Water Resources Control Board on January 23, 1997, and amended and reauthorized on June 15, 2000;
  2. The State Water Resources Control Board adopted the SCG Program Priority List on August 17, 2000, which included the MCSD’s Sewer System Replacement/ Rehabilitation Project in Priority Class A;
  3. The Division of Clean Water Programs (Division) approved the Facilities Plan, which includes the project report, environmental documents, and draft revenue program, on February 14, 2001, for the MCSD’s Sewer System Replacement/Rehabilitation Project;
  4. The Division approved the MCSD’s Sewer System Replacement/Rehabilitation plans and specifications on February 27, 2001; and
  5. The MCSD adopted a Mitigated Negative Declaration (State Clearinghouse No.2000122064), which has been reviewed and considered and it has been determined the project will not result in any significant environmental impacts.

THEREFORE BE IT RESOLVED THAT:

The State Water Resources Control Board approves a Small Communities Grant of $2,763,100 to the McCloud Community Services District for construction of the Sewer System Replacement/ Rehabilitation Project.
