MEMORANDUM OF UNDERSTANDING

By and Between

SAN DIEGO IMPERIAL COUNTIES COMMUNITY COLLEGES ASSOCIATION

CAREER TECHNICALEDUCATION/REGIONAL OCCUPATION PROGRAMS

SAN DIEGO AND IMPERIAL COUNTY OFFICES OF EDUCATION

IMPERIAL COUNTY WORKFORCE INVESTMENT BOARD

SAN DIEGO WORKFORCE PARTNERSHIP, INC.

This Memorandum of Understanding (MOU) is entered into between San Diego Imperial Counties Community Colleges Association (SDICCCA) Regional Consortium(Grossmont-Cuyamaca Community College District (GCCCD) serving as fiscal agent),Career Technical Education(CTE)/Regional Occupation Programs (ROP) San Diego and Imperial County Offices of Education (COE), Imperial County Workforce Investment Board (ICWIB), and the San Diego Workforce Partnership, Inc. (San Diego Workforce Investment Board) (SDWP) for the purpose of creating a partnership to regionally align the Community Colleges, ROP, and workforce development systems.

  1. Strategic Vision: The purpose of this MOU is to foster collaboration and regional alignment between the education and workforce development systems by working in partnership tocoordinate workforce development and occupational technical skills training for the San Diego and Imperial County regions.
  1. Objective: The partners in this MOU will develop a coordinated approach to industry sector analysis, through leveraging and braiding of resources. The primary objectives are to: 1) enhance regional capacity to support the growth and expansion of priority and emergent sectors; 2) create regional systems of data collection, knowledge development, and action planning; and 3) develop and enhance career pathway training programs.
  1. Partnership Participation:
  2. To facilitate exchange of information between SDICCCA, CTE/ROP, COE, ICWIB, and SDWP quarterly meetings will be held to ensure a high level of communication.
  3. Create and implement a shared schedule to coordinate industry sector studies and analysis over a five year period in each of the priority industry sectors of:
  4. Healthcare (SDICCCA & SDWP)
  5. Life Sciences/Biotechnology(SDICCCA & SDWP)
  6. Advanced Transportation and Renewable Energy(SDICCCA)
  7. Advanced Manufacturing(SDICCCA & SDWP)
  8. Information Communication Technologies/Digital Media (SDICCCA & SDWP)
  9. Green Jobs (SDWP)
  10. Specialty Foods and Microbreweries (SDWP)
  11. International Trade/Logistics
  12. Small Business/Entrepreneurship

The schedule and development of the studies/reports is subject to change based on funding availability or a shift in state or federal direction.[1]

  1. Work collaboratively to define the industry, based on NAICS Codes, etc.
  2. Work collaboratively to define the research approach, methodology, and data analysis.
  3. Leverage each other’s resources to decrease duplication and increase efficiency.
  4. Jointly publish industry sector reportsas agreed to by the MOU participants and as feasible, with the understanding that ownership of the report will belong to program from which it was financed (i.e. DOL or DOE). (Satement under revision)
  5. Identify and convene (new and existing) advisory boards/councils in collaboration for each of the sharedpriority industry sectors.
  6. Work in collaboration to develop career pathways designed to address the job skills gap in San Diego and Imperial Counties.
  7. Create an alignment of training programs specific to industry-required certifications.
  8. Work in partnership to improve student outcomes and employment in the priority industry sectors.
  9. Collaborate on grant applications to enhance regional capacity to support sector-based training.
  10. Collaborate on the dissemination and publication of sector information.
  1. Duration: The term of this MOU begins upon the execution of this MOU by all parties and ends June 30, 2014, and is renewable at the option of all parties. Any party to this MOU can terminate the MOU upon thirty (30) days prior written notice to the other parties. This MOU will be reviewed annually and updated as needed.
  1. Modification and Assignment: This MOU may be modified at any time by written agreement signed by all parties. Any modification not in writing will not be effective.
  1. Approval: This MOU is of no force or effect until signed by all parties. Once signed by all parties, this MOU will become part of the Local Workforce Board’s Five Year Strategic Plans and the SDICCCA “Doing What Matters” Regional Plan.
  1. Governing Law: This MOU is governed by, and shall be interpreted in accordance with, the laws of the State of California.
  1. Nondiscriminatory Services: The partners agree that all goods and services pursuant to this agreement shall be available to all persons regardless of age, sex, race, political affiliation, religion, ethnic background, marital status, or condition of physical or mental handicap.
  1. Americans with Disabilities Act Compliance: The partners agree to comply with the Americans with Disabilities Act (ADA) of 1990 (42 U.S.C. Section 12101 et seq.), Section 504 of the Rehabilitation Act of 1973 (29 U.S.C. Section 794), and the California Government Code Section 11135 et.seq., as well as the regulations which implement these statues, which prohibit discrimination on the basis of disability.
