  • Are the new TRs for EMC and LV available in English?
  • TRs are not yet officially translated, only Russian version
  • Are CU-TRs likely to be different to GOST-TRs?
  • CU-TRs are different, but to a little degree, and the procedure of certification is the same
  • How will EN 61010-1 (test and measurement) products be treated?
  • Measurement tools require Metrology certification. There is no yet a CU-TR for them, so for each country the manufacturer needs to obtain a separate certificate
  • Products used to be categorised by customs codes. Is this still applicable?
  • Yes, on a basis of HS Codes we categorise all the goods and equipment
  • Russia was to follow EU approach. Does/ will it allow self-declaration and assessment then?
  • Some of the equipment may require not a GOST TR certificate, but GOST TR Declaration of conformity. In this case, the manufacturer issues the declaration, and CB only has to register it
  • If I understand correctly, existing GOST-R and Pattern Approval for electrcial equipment remain valid until their expiry date. Then we must re-apply for new GOST-TR? What will be the changes in Pattern Approval certification?
  • There is no special TR for measurement tools, so the same approval will be needed
  • Is it obligatory to place the GOST mark on the certified product before it is imported to Russia, or at any time?
  • Marking with GOST R is obligatory only when the product is imported to Russia
  • Are all IEC 61010-1 products under metrology?
  • Metrology is needed only for measurement tools, while IEC 61010-1 covers control and laboratory equipment as well. Some of the equipment may not require the metrology certificate. Send us description to confirm
  • Can the representative for DoC be TUV SUD?
  • No, only your representative or distributor may be, because of special liability and agreement
  • An offshore platform in Russia wants to purchase our EXD equipment, they require GOST. Do we need representation in Russia or can we obtain GOST via TUV here in UK?
    GOST may be issued on a manufacturer’s name, please send us description of the equipment to confirm the quotation
  • We are looking to supply a wireless environmental monitoring system to museums and libraries in Russia - what certification / testing would we need?
  • Possibly: GOST R (GOST TR) for the whole system, Telecom approval for wireless modules, Fire safety approval. Please send a technical description of the system and we’ll prepare the final quotation
  • Is the declaration of conformity made by the manufacturer outside the new Russia union of countries, or does this need be by made by the distributor of the products? Is it like the CE marking declaration system?
  • Only Russian legal entity, which is representative company or distributor may apply for Declaration, because of special liability and agreement
  • Is there a time frame to harmonise the standards requirements with those of Europe rendering GOST-TR redundant
  • Russian Regulations will not be totally harmonised in the near future at least.
  • Is the GOST-R logo compulsory to be put on a product body? or it's only the certification compulsory?
  • If the product requires mandatory certification by GOST R or GOST TR – marking is obligatory as well.
  • Will requirements be harmonised with EN standards? So if we get a European certification, will it be easier to get the customs union certification?
  • The requirements will not be totally harmonised in the near future, but your existing reports and certificate might be useful, because in some cases we can recognize them and accept as a basis for Russian approvals. Thus we do not need testing in Russia.
  • For domestic gas and electric appliances, is the Electric TR mandatory and the Gas TR mandatory and can TUV-SUD use our CB test reports for the electric parts and EN reports for the gas parts?
  • It is possible to use your local testing reports. Please send us description of the equipment to confirm
  • What if the buyer gets the certifications himself? Is the manufacturer allowed to put the applicable marks or the buyer can do it himself?
  • The buyer can do it if only the manufacturer allow him with special Power of Attorney. There is special certification scheme for such cases.
  • Are commercial products classified differently to household products, such as vacuum cleaners?
    Yes, the classification is different
  • Where can we find a list of all the available technical regulations? Are they Free of charge and accessible?

  • How do you get around translation differences in manual's between regions.
  • Russian certification means that technical file should be translated in Russian language. We have a translation agency for the cases where we need to do it.
  • Are TRs free for view, and where can these be found?

  • Are there any Audits involved in the certification process?
  • It depends on the type of certificate, but your existing reports and certificate might be useful, because in some cases we can recognize them and accept as a basis for Russian approvals. Thus we do not need factory inspection. Send us description of the product to confirm
  • How are products determined under which TR they should fall under?
  • Each TR has a well-determined scope of application. Equipment is under TR if it is mentioned in the scope.
  • Do all our products (Fasteners & Tooling) require certification by law?
  • Yes, according to Technical Regulation on safety of machinery, probably. Send us description to confirm and for complete quotation
  • How long will the current GOST R standard be applied for prior to the demand of the new standard
  • GOST standards are being replaced by new TRs, which will be replaced by CU-TRs as well. This is a smooth procedure for next few years.
  • Who is responsible and approves the TR, does the buyer in Russia have to do this or the Seller? Can we ship to Russia without the TR?

Both manufacturer and buyer may apply for TR certification. If the product requires mandatory certification – you cannot ship without it.
