About GGAC

GGAC is an Aboriginal Community-controlled organisation delivering Allied Health, Home and Community Care, Youth and Community Justice, Aboriginal Family Convenor and Playgroup services.

Incorporated in 1982, GGAC has continued to grow and adapt to meet the needs of the local Aboriginal community. GGAC relocated to its current location, a purpose built health facility, in 2007. Since its inception GGAC has been funded to service Aboriginal people residing within the Grampians and Wimmera region of Victoria.

GGAC is proactive in developing innovative and creative programs and services in conjunction with mainstream services, as well as Indigenous specific agencies. The organisation continually grows and evolves to meet the needs of the local Indigenous community.

Position Overview

The role of Delkaia Aboriginal Best Start Facilitator will be responsible for the coordination, facilitation and implementation of the Delkaia Best Start Project within the Horsham and GGAC catchment. This will be achieved by following the guidelines and working towards the aims and objectives contained within the Delkaia Aboriginal Best Start Partnership Agreement.

Reporting Relationships

Reports to:Family and Community Services Manager and to the Delkaia Partners

Supervises:GGAC Early Childhood workers and others brought in to deliver the program

Internal relationships: All GGAC programs and personnel

External relationships:Funding agencies, health organisations, accreditation bodies and the Aboriginal community.

Key Responsibilities and Duties:

  1. Actively support and coordinate the Delkaia Aboriginal Best Start Partnership and Project activities
  2. Facilitate the engagement and continuous involvement of indigenous parents with children in Delkaia Aboriginal Best Start in Horsham and the wider GGAC catchment.
  3. Identify service development needs within the local indigenous community and facilitate a community response to identified needs in conjunction with the Delkaia Aboriginal Best Start Partnership.
  4. Facilitate and support the development of a range of activities, programs and initiatives in the community which:
  • Increase the participation of indigenous parents in the local community
  • Provide opportunities for indigenous children and their parents to build life skills.
  • Focus on strengthening and empowering indigenous families’ capacity to nurture children.
  • Enhance the health of indigenous children and parents.
  • Strengthen literacy and numeracy skills of indigenous parents
  1. Actively develop, support and foster networks within the local indigenous community in Horsham and the wider catchment area to enhance service delivery, support and sharing of information and knowledge in relation to indigenous families and their children.
  2. Coordinate and support community service providers, families and community groups/agencies in planning and implementing community capacity building processes to address the needs of local indigenous families.
  3. Coordinate the successful implementation of strategies in relation to the key objectives of Best Start in accordance with the Delkaia Best Start Action Plan.
  4. Support community advocacy in response to identified needs, especially in relation to community issues and service gaps with respect to families with young children.
  5. Monitor and document the achievements of the outcomes of the Delkaia Aboriginal Best Start Action Plan, in conjunction with Delkaia Aboriginal Best Start Partnership group and evaluation teams.
  6. Resource and facilitate local working groups to undertake and promote Best Start activities.
  7. Report implementation progress and review of the Delkaia Aboriginal Best Start Partnership Agreement in collaboration with the local indigenous community, parents, service providers, community groups/agencies and the Delkaia Aboriginal Best Start Partners Group.
  8. Identify and assist in the solution to any communication and workflow problems observed by suggesting improvements and enhancements to existing systems and processes in accordance with GGAC policies and procedures.
  9. Undertake other duties and functions as directed, commensurate with your current level of skills and classification.
  10. Regular attendance and participation at unit meetings, Goolum Goolum staff and other meetings
  11. Contribute to continuous improvement and quality accreditation in line with Goolum Goolum policy and procedure
  12. Have a demonstrated commitment to ongoing professional development.

KEY SELECTION CRITERIA: (qualifications, experience and skills)

Essential Requirements

  • Demonstrated experience in Community Health and Community team building
  • Demonstrated understanding of Aboriginal cultural beliefs and the major issues impacting on the health/education and wellbeing of Indigenous peoples.
  • Experience working with teams, children and families
  • Proven ability to work with a diverse range of people, including parents, service providers and members of the local indigenous community while forming strong networks with the community.
  • Demonstrated ability to research, develop and implement community development and community capacity building strategies.
  • Knowledge of child development theory and practice
  • Demonstrated experience in working on community projects
  • Proven ability to collect data and report on a variety of issues including the preparation of reports, briefing papers and submissions.
  • Proficient in the use of the Microsoft office suite of tools
  • Excellent written and oral communication skills
  • Excellent time management skills
  • Excellent interpersonal skills, including the ability to deal effectively at all levels of the organisation while maintaining confidentiality
  • Working with Children check
  • Police Check
  • Victorian Drivers License
  • Demonstrated ability to comply with all GGAC Health and Safety Policies.

  • Demonstrated ability to work with Aboriginal organisations, communities and individuals in culturally appropriate ways as well as mainstream health organisations.
