Good morning,

Responding to your questions and guiding the process of completing your FY16 Consolidated Federal Programs Application (CFPA) is important to the Office of Federal Programs. In an effort to ensure clear communication, we will release “MCAPS Briefs” every few days. These snippets of information will addressing key components of the system and build on one another. Today we are addressing User Access, LEA Roles, the Planning Tool, and the LEA Plan Needs Assessment.

  1. User Access – If you have submitted the MCAPS User Access Form and have not received an official notification from MCAPS you may want to contact your IT department and ensure the intranet system is not filtering emails from . Once you have receive the MCAPS.NoReply email as the district user administrator it is your responsibility to give user rights to other users within your district.
  1. LEA Roles – It is imperative that all appropriate roles are assigned prior to working in MCAPS. The assignment of LEA roles determines the users ability to edit and view various components of the system. Each Federal Program Director must be assigned the following roles: LEA Federal Program Director, LEA Plan Reviewer. You will also need to assign the roles of “Business Manager” and “Superintendent” to the appropriate personnel within your district. Please keep in mind, the delineation of roles is critical to ensuring sufficient internal controls.   1. Planning Tool – Federal dollars are primarily designed to add to the foundational programs established in all school districts. MCAPS is designed to assist all users in identifying and prioritizing district and school level needs then supporting these needs with the awarded funds.
  2. Step 1, work through support documentation sent to all users on May 8, 2015.
  3. Step 2, select the Planning Tool and then select the LEA Plan.
  4. Step 3, select the LEA Plan and change the application status to “draft started.”
  5. Step 4, identify the LEA (district) planning team members by position.
  6. Step 5, complete the LEA Needs Assessment.
  1. LEA Plan Need Assessment – consists of a series of data and text fields designed to capture data trend. Data and text information must be analyzed in order to identify data problems. This process will yield a series of needs that should be prioritized in order of greatest to least.

CFPA due date CHANGED: The Office of Federal Programs has adjusted the Consolidated Federal Programs Application due date to close of businessJuly 17, 2015. It is our intent to afford each district an ample amount of time to thoroughly address all key areas within the new application platform.
