RESOURCE WORK COOPERATIVE

Resource is a national leader in the waste minimisation industry, operating Tasmania's largest reuse centre, the Resource Tip Shop, and Resource Collectables at South Hobart. Resource is also aiming to consolidate and improve its eWaste facility and establish a deconstruction recycled-demolition wing to the business.

Deconstruction (or “decon”) is a method of harvesting what is commonly considered construction and demolition “waste” and reclaiming it into useful building materials. This means the selective dismantlement of buildings (usually by hand), specifically for re-use and recycling. Resource approaches this from “waste hierarchy” principles with reuse being of highest priority but where not practicable materials are recycled instead.

Resource seeks to work with the community to achieve viable, sustainable, best-practice waste minimisation and quality service through continuous improvement of the business and operations, complemented by innovative community education, within a safe and satisfying work environment.

DECONSTRUCTION COORDINATOR

Reports to:Resource Coordinator and Board

Wage:$35.00/hourpermanent part-time (for 6 months with potential for extension)

Hoursup to 8 hour per week

Work location:Resource Office, Tip Shop, South Hobart; other sites as appropriate e.g. deconstruction sites.

Position Description
  1. To be responsible for occupational health and safety and duty of care issues pertaining to the position description's area of work;
  2. To manage, in consultation with the Resource Board of Management, the deconstruction wing of the business inline with the current Resource Strategic Plan and Resource Work Cooperative values, seek new business opportunities (including tendering and quotations) to expand this area of Resource’s business to maximise financial return and environmental outcomes;
  3. To managedecon projects and the decon crew –from concept to completion, this includes (but is not limited to): creating a demolition plan and timeline (in consultation with Site Manager), contract negotiations, responsibility for all onsite WH&S and induction, HR requirements, reporting to the Board and General Membership, working alongside crew when needed on projects, etc.;
  4. To initiate and maintain stakeholder relationships i.e. with our registered builder, architects, government departments, subcontractors, customers, general public, etc.;
  5. To undertake other duties as directed by the Resource Board of Management

Duty Statement:

1. WorkplaceHealth and Safety

While WH&S is every worker’s responsibility it is essential that the Deconstruction Coordinator is aware that ultimately responsibility lies with them and the Board of Management to ensure that our deconstruction sites are safe work environments and that risks have been identified, addressed, and control measures have been evaluated and reviewed.

  • Ensure compliance to Work Health and Safety Act 2012 and Work Health and Safety Regulations 2012 (or superceding legislation);
  • To be aware of changes to relevant WH&S, as well as industry, legislation and implement to create a safe working environment and best work practice site;
  • Implementand monitoronsite WH&S directives (in conjunction with Site Manager) making sure that workers are working safely;
  • Possesses a current “white card” construction induction card from a Registered Training Organisation (RTO) that includes the national training unit "Work Safely in the Construction Industry" (CPCCOHS1001A)
  • Responsible for management, maintainance and implementation of relevant Safe Work Method Statements (SWMS) induction (when needed through Site Manager);
  • Be responsible (in conjunction with Site Manager) for sufficient facilities during projects including sanitary requirements, eating area, dry areas, fire extinguishers, first aid point and sufficient trainedonsite first aiders;
  • Responsible for management, maintenance and implementation plant register specific to deconstruction (i.e. test & tagging schedule)
  • Understand and fulfils all principles of 'duty of care’ to self, other staff members and stakeholders in all aspects of work;
  • Wears whenever practicable clean & presentable, hard wearing clothing including steel cap boots;
  • Wears and maintains personal protective equipment (PPE) as identified during risk assessment process;
  • Only uses tools (hand, power and plant) that is experienced/ trained to use for their correct safe usage– while being able to show co-workers how to correctly use tools (hand, power and plant) or gain knowledge to do so;
  • Only uses electrical equipment (for example generator, cables, tools, etc.) that are currently test and tagged;
  • Identifies hazards to self and/ or other staff in all work environments;
  • Immediately addresses and/ or reports hazards or other occupational health and safety issues and if needed communicate to Site Manager, Decon Crew, Project Superintendent, Registered Builder, customer or Workplace Standards;
  • Analyses reasonable alternatives and takes action in a timely manner;
  • Maintains a practicable safe level of cleanliness and tidiness onsite;
  • Drives vehicles in a safe and appropriate manner;
  • Adheres to all WH&S policies and procedures as they are developed and reviewed.

2. Project Managing

  • In consultation with Site Manager (and when necessary HR Officer, Resource Coordinator and Board of Management) plans, implements and achieves the timelines, key performance indicators, goals and outcomes of the deconstruction project – including giving guidance and directions to Site Manager and crew;
  • Plans deconstruction process safely and efficiently (including formulating and implementing risk assessment plans) with referral to professional consultant when needed;
  • Communicates on a regular basis to Board of Management (including verbal and written reports) any issues or suggestions regarding project timelines, WH&S, HR, stakeholders, approach to deconstruction, etc.;
  • Costs and budgets projects including preparing quotations and relevant documents for gaining business, internal reporting to Board/ Finance Officer, and tendering process;
  • Liaises with stakeholders (such as customers, architects, government departments, subcontractors, etc.) in a professional courteous way that reflects well on Resource;
  • Provides clear information to Finance Officer for invoicing;
  • Supports Site Manager in the day-to-day running of site;
  • Is regularly available to decon crew for communication;
  • Purchases tools (or delegates responsibility to coworker);
  • Is the first port of call for Board and project stakeholders to discuss the project;
  • Researches how to improve work practice, improve environmental outcomes to maximise the reuse/ recycling of materials, increase employment opportunities and new market opportunities;
  • Works in conjunction with HR Officerin worker appraisalsas needed;
  • Identifies WH&S and training needs of decon crew (including own position and Site Manager);
  • Is committed to consensus decision-making and Resource Work Cooperative’s core values of good environmental outcomes and employment creation.

3. Business Development

  • Actively seeks out new business opportunities (i.e. tenders, quotations, new markets, etc).
  • Works with Board of Management and Coordinator to promote Deconstruction
  • Develops stakeholder relationships and partnerships with businesses, community groups, and local government to facilitate business expansion
  • Works with Board and Coordinator to develop strategic direction for the Deconstruction business
  • Drives development of marketing and advertising strategies to develop Deconstruction business.
