REPORT ON SUMMARY OF PERFORMANCE ACROSS THE LEARNING THEME

  1. PURPOSE AND POLICY CONTEXT

1.1To provide Members with a summary of performance across the

Learning theme using the outturns from Best Value Performance Indicators

(BVPI’s) for 2002/03.

1.2To ask Members to consider how they might use this information to identify

areas of focus/in need of improvement.

That the Committee:

2.1Agree that overview reports on performance be presented to the Committee in June and December annually.

2.2Identify other key issues which should be explored further by this Committee or referred to another committee of the Council.

3.BACKGROUND

3.1The Council has a statutory duty to report against a number of BVPI’s. There were 97 across the whole organisation for 2002/03.

3.2The BVPI’s have been designed to provide a rounded view of performance across the Council. They endeavour to reflect the resources devoted to service, the efficiency with which those resources are used, the quality of the service and the service users’ experience of service delivery.

3.3For the Learning area, the BVPI’s are either in addition to or the same as performance standards or measures included in the Educational Development Plan, the Library Plan and the Youth Development Plan.

3.4Outturns for all BVPI’s for 2002/03 were published in the Councils Best Value

Performance Plan in June 2003.

3.5All financial outturns were reported as best estimates at that time and the completion of the recent external audit of the BVPI’s has led to some amendments to these and some of the original published actuals. Relevant amendments are shown in the table at appendix A.

4.0ANALYSIS OF PERFORMANCE

4.1The table at annexe A shows actual performance to target for 2002/03, Poole’s comparative quartile position in 2001/02 and performance trends from 2000/01 to 2002/03, where consistent historic data is available.

4.2Actual to Target

4.2.1The outturns for BVPI’s 40 and 41 (Key Stage 2 results) were notably off

target, although early indications for this summers results show an improvement in this area but waiting for confirmation from SASS.

4.2.2The Council saw performance significantly exceed targets against BVPI’s 30

(Education) and 117, 170a&b (Libraries and Museums).

4.3Quartile Position

4.3.1In 2001/02, 6 of the Education BVPI’s and 2 of the 4 Cultural BVPI’s were

either in or near to the top quartile and 4 in the Education area were in the lower quartile.

4.4Performance Trends

4.4.1Overall, the data shows a positive improvement in performance across the

Learning area.

4.5Future Reporting

4.5.1An updated report on performance can be prepared, to include the half yearly

position, audited actuals and the 2002/03 comparative positions against BVPI’s towards the end of the calendar year.
