1.AGENDA ITEM 1: MEETING ORGANIZATIONAL ISSUES

1.1The Working Group Rapporteur, Andy Colón, welcomed the participants to the 3rdmeeting of Working Group I of the ICAO Aeronautical Communications Panel (ACP). (Hereafter “the Meeting”). A list of participants is in Appendix C.

1.2The third meeting of Working Group I was held in Aarhus, Denmark from the8th to 12thofOctober 2007 at the offices of TietoEnator. WG I is responsible for continuing the work assigned by ACP/1 for the development of the ICAO ATN to be based on Internet Protocol Suite (IPS) standards.

1.3The meeting was attended by 11 experts and the Panel Secretary, Mr R. Witzen. The list of participants is in Appendix C of this report. Twelve working papers andsix information papers were presented at the meeting. The working papers are listed in Appendix B to this report. These papers are available on the ACP website (

2.AGENDA ITEM 2: APPROVAL OF THE AGENDA

2.1The draft agenda, as communicated by the Rapporteur to the memberswas approved. The agenda is in Appendix A to this report.

3.AGENDA ITEM 3: OUTCOME OF WG-I/02MEETING

3.1 Action Items from WG-I/02 Meeting

3.1.1The Secretary is planning tocoordinateworking group meetingsto be held in ICAO Regional Offices, subject to resources being available in ICAO. These meetings should preferably be aligned with regional implementation meeting schedules. This would enable back to back meetings to be conducted in order to improve efficiency and convenience for information exchange as well as to increase. The secretariat reported that Aerothai will sponsor an AMHS Implementation Planning Workshop from January 21-23, 2008, in Chiang Mai, Thailand. In coordination with the ICAO ASIA/PACIFIC Regional Office, the Secretariat has confirmed dates for the 5th ACP WG-I Meeting to be held from January 14-18, 2008 at the ICAO Regional Officein Bangkok, Thailand (tentative; subject to the availability of resources in ICAO).

3.1.2Vaughn Maiolla, of SITA has an action item to provide more detailed information on possible implementation plans to support XML. No such information has been presented yet.Greg Saccone, leading the Application Subgroup will follow-up with Vaughn on the issues of XML and report back at the next WG-I meeting.

3.1.3Terry Davis was not able to participate in the meeting. He will provide input on the ICAO request of allocating a block of IPv6 addresses and a b lock of 32 bit AS numbers to ICAO, at the next meeting.

3.2Review WG-I/02 Meeting Report

3.2.1The Rapporteur presented WG-I/02Meeting Report(WP0309 – Report of WG-I/02). The report was accepted as presented with no additions or corrections. As a result of some discussions during the review of the report, the following issues were addressed. .

3.2.2As a result of the panel’s interest in the presentation of Vaughn Maiolla on XML (re. ACP/1),the meeting discussed whether XML is a logical replacement for ASN.1. It was agreed that this may be a practical option, but some efficiency issues will need to be reviewed. The working group forwarded further action to the application subgroup to conduct some research and analysis.

3.2.3A concern arose about the responsibilities and position of subgroup leads. Presently four subgroups have been identified; Internet, Guidance Material and VoIP, Security and Mobility, and Applications. Due to the limited scope and members of these groups, there is no need foreseen to organize specific meetings. The groups will coordinate and progress work outside the normal working group I meeting and primarily through email and teleconferences.The outcome will be reported to the regular WG-I meetings. 3.2.4The issue of the IPv6 addressing plan was discussed and the question was raised whether ICAO should move forward with a request to IANA for a block of IPv6 addresses to support global implementation of IPS for the ATN. Setting out an address plan would simplify route aggregation and facilitate distribution of addresses to member states. It was eventually agreed to continue with submitting a request to IANA. In case the request will be countries will be required to individually request IPv6 addresses to the appropriate Regional Internet Registry (RIR).

3.2.5The secretary informed the meeting that a year ago he started to re-publish Doc. 9705 in separate parts in the new Doc. 9880. The publication of Doc. 9880 incorporates changes made by ACP since 2003. To date, Part I of Doc. 9705 has been re-issued in Doc. 9880 (CPDLC only) and the material in Doc. 9705 SV II (FIS and ADS) has been declared obsolete. The new material for CPDLC includes the protected mode CPDLC. This material still needs to be replaced with the protected mode equivalent. Part II of Doc. 9880, AIDC has been completed and part II ATSMHS is almost complete and expected to be available on the ACP website shortly. This part replaces Doc. 9705/SVIII. Significant work had to be undertaken on Part II, ULCS and all changes are now almost complete. Approval of this material in ICAO by the Secretary-General is expected in November. All volumes of Doc. 9880 approved so far are still pending formal editing and formal publication by ICAO. Due to insufficient resources available in ICAO further updating of the remaining material in Doc. 9705 has been stopped temporarily.

3.2.6The working group was informed that EUROCONTROL will be hosting two workshops in view of the preparation of (European) community specifications. AnOLDI workshophas been scheduled for October 26, 2007. and a AMHS workshop will take place on December 12, 2007. These workshops will be held in Brussels.

4.AGENDA ITEM 4: DEVELOPMENT OF TECHNICAL MATERIAL ARISING FROM ANY NEW/REVISED REQUIREMENTS

4.1 Receive status and discuss new material from Internet Subgroup

4.1.1Daniel Medina, of the German Aerospace Center, (DLR) Institute of Communication and Navigation presented WP308 on updates to the Manual on detailed technical specifications forincluding RFC-3135 on Performance Enhancing Proxies Intended to Mitigate Link-Related Degradations.(June 2001). This paper is a follow-up to WP208 (presented at WGI/2) and discusses transport layer issues and their implication on network layer technologies for the air/ground ATN/IPS, as investigated in the NEWSKY project. This RFC improves efficiency of connections and data throughput, adapted to the end to end TCP parameters. The inclusion of RFC 3135 was accepted for input to the baseline TMv12 by the group.

4.1.2The Rapporteur presented the IPS Technical Manual v12 WP0312. The paper was briefly reviewed to confirm content and changes from the previous meeting. The current baseline document of the Technical Manual is version 12.

4.2Receive status and discuss new material from GM and VoIP Subgroup

4.2.1Daniel Medina, of the German Aerospace Center, (DLR) Institute of Communication and Navigation presented WP306, which proposes to update to the Guidance Material with RFC 3135. As a result of the update to the Manual on detailed technical specifications with RFC 3135, supporting material was added to the Guidance Material to clarify and explain rational of RFC-3135. The proposal was accepted by the group and will be included in the next revision of the GM.

4.2.2Kelly Kitchens presented WP0306Guidance Material version 3. A number of comments were made to the document, including the additionof the following new sections to the document:

Multicast,

Transition,

Mobility,

QOS,

Routing (Local and Back-bone),

Addressing,

Sample Architecture, and

Prefix Advertisement.

The GM will be released internally for comments, among WG-I members.

4.3Receive status and discuss new material from Security and Mobility Subgroup

4.3.1Tom McParland presented WP0212 Local Mobility Management for ATN Communication and WP 304. WP212 provides a detailed consideration of Mobile IPv6 and presents an extension to Mobile IPv6 using local mobility management. The paper suggested that local mobility management be considered as a generic approach for ATN communications. WP 304 recommended network based local mobility management (NetLMM) as the local mobility management solution. This recommendation is under review by the working group. WP 304 further recommended a multi-homing control protocol as the global mobility management solution. This recommendation is also under review by the working group. WP304 suggested an aviation addressing structure consisting of a net LMM prefix, followed by an aircraft identifier, followed by a traffic type field. The group agreed that the LMM prefix and the aircraft identifier may be needed. It was not clear if the traffic type field would be needed.

4.3.2Albert Sayadian presented WP0305 Introduction to Aircraft Certification Concerns on Mobile IP Development for Air/ground Communications. This working paper describes the Aircraft certification issues and concerns regarding the Aeronautical Telecommunications Network (ATN) transition, to Mobile IPv6 technology evolution and for developing Air to Ground communications in future Air Traffic Management (ATM) Systems. The paper recommended the development of a Roadmap for IPS Mobility for certification issues. The request for development of this Roadmap is out of scope,of the Terms of Reference (TOR) for Aeronautical Communication Panel (ACP), but the information is relevant.

4.4Discuss status of Application work;

4.4.1Greg Saccone presented the paper on affects of IP on applications. It was agreed that a matrix should be created detailing a list of IP options for each of the applications, including Directory and System Management. This will be done for the next meeting.

The general approach to leave the current applications alone where possible and change the Dialog Service to interface with IPS this approach will be further explored at the next meeting. Initial changes to CM to allow carriage of IP addresses will also be done. For present, AMHS will not be changed although there will be a recommendation to use RFC1006 to support AMHS over IP. Other options, including an SMTP-based AMHS application and/or use of X.400-SMTP conversion RFCs will continue to be investigated. Likewise, it was noted that there are no current implementations of the ATN/OSI AIDC application. Technical implementation of IP/AIDC is being considered. Alternatively local applications may be performed over a generic TCP service such as Eurocontrol’s FMTP, but re-specifying the AIDC application for IP will be considered at the next meeting. Where to publish this and subsequent material was discussed, with an action on Robert to coordinate within ICAO and present a position for the next meeting.

4.5New Papers

4.5.1The Secretariat presented the proposed amendments to Annex 10.that were developed at ACP/1(WP0310). This paper contains the State letter from ICAO to Contracting States and international organizations states inviting comments on the proposed amendments.These comments are due to ICAO by October 15, 2007. The comments will be consolidated by the Secretariat and a review of the comments is foreseen at the next WG-I meeting in December 2007.

4.5.2The Rapporteur presented the ICAO Asia Pacific meeting schedule IP0303. The paper was presented to determine if a working group meeting can be coordinated at or around the same time that the AMHS Implementation Seminar. From the APANPIRG/18 Report, agenda item 5, Future Work Program, the AMHS Implementation Seminar is scheduled for February 2008. The Secretariat will contact Li Peng and determine if a joint meeting or feasible or possible.

4.5.3Eivan Cerasi from EUROCONTROL presented information paper 304 on EU IPv6 Regulations. This information paper describes a series of European regulatory initiatives that affect European Air Traffic Management. The paper focuses on the Coordination and Transfer (COTR) and the Flight Message Transfer Protocol (FMTP) implementing rules. EUROCONTROL has completed and has submitted corresponding draft implementing rules to the European Commission in the following fields: Flexible Use of Airspace, Airspace Design, including Airspace Classification, Charging Scheme and Interoperability Mandates (specifically: Co-ordination & Transfer (COTR), Flight Message Transfer Protocol (FMTP), and Initial Flight Plan). The COTR implementing rule has been published6 July 2006 as Commission Regulation (EC) No 1032/2006. It lays down the requirements on automatic systems for the exchange of flight data for the purpose of notification, coordination and transfer of flights between air traffic control units. The FMTP implementing rule has been published 7th June 2007 as Commission Regulation (EC) N° 633/2007. It lays down the requirements for the application of a flight message transfer protocol used for the purpose of notification, coordination, and transfer of flights between air traffic control units. The implementing rule for FMTP has requires the use of IPv6 for FMTP, specifically: All functions exchanged between flight message transfer entities shall use Transmission Control Protocol over Internet Protocol (TCP/IP), IP version 6.

4.5.4Vic Patel presented the paper titled Report of Second Meeting of the ATN Implementation Coordination Group of APANPIRG ATNICG WG/2, IP0305. The paper contains the minutes of the meeting that was held in September 2007 of the ATNICG. One area of interest to the group was the desire of the ATNICG to have a published IPS SARPS, to facilitate justification for IP connections within the Asia Pacific Region. The Secretary explained that the adoption procedure of the new SARPs needs to follow a strict protocol that cannot be changed. Adoption by Council of these amendments is foreseen in February/March 2008, with the new SARPs becoming applicable in November 2008.
