Regional Project Controller – Kwa Zulu-Natal

10 months – Fixed Term

The Wholesale and Retail Sector for Education and Training Authority (W&RSETA) seeks to employ a Regional Project Controller, who will report directly to the Regional Manager and be based at the Kwa Zulu-NatalRegional Office.

Key Performance Areas will include but not limited to the following:

  • Responsibility for the coordination of specific regional projects
  • Oversee registrations of learners by specified deadline dates
  • Effectively implement and manage contracts
  • Implement and manage to completion various learning programmes including Learnerships, Skills Programmes and other learning interventions within the region which includes but is not limited to the following:
  • Receive and record learner agreements in the region
  • Check received agreement to ensure compliance
  • Advise stakeholders within seven (7) days of receipt whether or not the learner agreement can be registered.
  • Ensure compliant agreements are registered
  • Conduct verification and monitoring stakeholder visits as per agreed SLA’s.
  • Prepare and submit learnership quarterly reports to the Team Leader and/or Regional Manager
  • Prepare and submit grants payment schedules to the Team Leader or Regional Manager, for approval.
  • Reconcile Grant Claim forms and process for approval by RM
  • Verification and submission of final documents for various projects to Head Office through the Team Leader or Regional Manager, i.e. documents for approval of payments, etc.
  • Coordinate verification and monitoring activities
  • Ensure adequate record keeping processes are implemented
  • Liaise with stakeholders and resolve queries
  • Conduct monitoring, verification and due diligence visits on all relevant projects (i.e. workplace evaluation, confirmation of learners, assessor/facilitator/ moderator verification etc.,)
  • Reconciling verified and monitored learners
  • Report on project progress to RM and stakeholders
  • Effect terminations and request external moderation and certification from QQA unit
  • Responsible for the coordination of monthly stakeholder project progress meetings (monthly and as required)
  • Assist in the preparation for internal and external audits (DHET/AG/Internal)
  • Perform any other duties that may be assigned from time to time.

Minimum Requirements

  • A three year relevant tertiary qualification at NQF-Level 6 or equivalent
  • Previous experience as a project coordinator / managing projects
  • 3 years skills development or training experience
  • Project Management certificate and experience is advantageous
  • Valid driver’s license and own reliable transport.
  • Experience in public sector will be an added advantage

Required Knowledge, Skills and Competencies

  • In depth knowledge and understanding of the NSDS, Skills Development Act and Skills Levies Act.
  • Computer literacy - proficient in Ms Word, Excel, PowerPoint & Ms Project.
  • Knowledge and understanding of SETA Management System (SMS) will be an advantage.
  • Excellent presentation and report writing skills.
  • Committed to meeting targets and deadlines
  • In depth knowledge of the W&R Sector.an advantage
