FREQUENCY BAND USING FOR ELECTRONIC NEWS GATHERING, OUTSIDE BROADCAST AND PROGRAM FIELD PRODUCTION

General

According to ITU-R Study Group 5carrying out studies on subject of effective spectrum use by electronic news gathering services, outside broadcast and program field production andcarrying out studies on development of new ReportsITU-R F[ENGTUNINGRANGES] “Consideration of issues with potential tuning ranges for ENG andthe potential regional/worldwide harmonization”, ITU-R F.[ENGSHARE] “Sharing and compatibility studies between ENG systems in frequency bands allocated to the fixed and mobile services”, ITU-R F.[ENGDEPLOYMENT] “System deployment and operational practices for electronic news gathering applications in the fixed and mobile services”. According to mentioned above Working Party WRC-12/RA-12 of Regional commonwealth in the field of Communications (RCC) during considering of WRC-12 Agenda item 1.5 had prepare the questionnaire on frequency band using for ENG systems in the RCC countries, that facilitate the defining of possible technical solutions on global/regional harmonization and/orrationalization of spectrum usage for ENG systems in corresponding frequency bands according to existing technologies that allows increase the efficiency and flexibility of frequency band use, new systems performance and operational practice, that may assist to the relevant technical solution implementation.

Questionnaire answering was received from Administrations of Republic of Kyrgyzstan, Republic of Armenia, Republic of Belarus, Republic of Moldova, Republic of Tajikistan, Republic of Uzbekistan, Russian Federation and Ukraine, Republic of Azerbaijan.

Relevant information was generalized and put in tables 1 and 2, containing the information from all Administrations, that take part in this studies within the RCC and provided the answers, and allows to obtain the current situation on frequency bands/sub-bands using for ENG/OB systems. In this tables was included information only that from RCC Administrations, that contain data either on current usage of relevant frequency bands/sub-bands and on inexpediency of usage of relevant frequency bands/sub-bands by given Administration at the present moment.

In column 2 of tables 1 and 2, status of SAP/SAB service application in frequency bands/sub-bands, defined in column 3, may be interpreted as follows:

–used – given frequency band/sub-band was considered by Administration and relevant service/application was introduced and used on present moment;

–planned to be used given frequency band/sub-band was considered by Administration and it planned to be used for relevant service/application introduction in near future;

–inexpediency of usage given frequency band/sub-band was considered by Administration and relevant service/application cannot be introduced on variety of reasons (that, in case of need, may be pointed in corresponding column for comments);

In addition, Administration of Moldova and Tajikistan was used following status:

–considered given frequency band/sub-band considered by Administration and in near future it may make decision on possible usage for relevant service/application introduction.

In Republic of Azerbaijan the frequency allocation for ENG is considered based on European Radio Communications Committee (ERC) Recommendation 25-10 for audio and video information transmission in SAP/SAB.

For services, pointed in column 5 of tables 1 and 2, was used following abbreviations:

AmS – Amateur Service;

AMatSat Amateur Satellite Service.

ANS – Air Navigation Service;

BS – Broadcasting Service;

BSS – Broadcasting Satellite Service;

EESS – Earth Exploration-Satellite Service;

FS – Fixed Service;

FSS – Fixed Satellite Service;

ISS – Inter-Satellite Service;

LMS – Land Mobile Service;

MetSat – Meteorological Satellite Service;

MMS – Maritime Mobile Service;

MS – Mobile Service;

MS (-ams) – Mobile Service, except of Air mobile Service;

MSS – Mobile Satellite Service;

MRS – Maritime Radionavigation Service;

RAS – Radio Astronomy Service;

RLS – Radiolocation Service;

SOS – Space Operations Service;

Following designations are introduced in the tables 1 and 2 where information being given by Administration of Ukraine on a questions of frequency band use by ENG applications is presented:

L01 – radio frequency bandwidth using is realized on the base of license for radio frequency resource use and radio electronic means allowance exploitation. The license for radio frequency resource use is laid down exclusive right for use with defined in it radio frequency resource within denoted districts;

L02 – radio frequency bandwidth using is realized on the base of license for radio frequency resource use and radio electronic means allowance exploitation. The bandwidth or part of denoted radio frequency band can be used within one region by several users provided electronic means electromagnetic compatibility assuring.

D01 – allowance for exploitation is given per each radio electronic means, installed in the place, having specific geographical coordinates with definition of electromagnetic compatibility conditions with other radio electronic means;

D02 allowance for exploitation is given per each radio electronic means for using on the marked territory with definition of electromagnetic compatibility conditions with other radio electronic means;

D03 allowance for exploitation is given per each radio electronic means installed in the place, having specific geographical coordinates or radioelectronic means, that operated on the pointed in the allowance territory without definition of electromagnetic compatibility conditions with other radio electronic means;

T01 radio frequency bandwidth using is realized by technological users on the base of operating grant (allowance) of radioelectronic means;

B01 – it is possible to use radioelectronic means without necessity of permission grant provided their inclusion into the list of radioelectronic means that needn’t be given permission (grant) of UkrainianState radiofrequency centre for their exploitation.

K01 radio frequency bandwidth using provides for spectrum conversion;

K02 – introduction of perspective radio technologies being planned for special users application, is realized, as a rule, in the special use radiofrequency bands according to National Table of Ukraine radiofrequency bands distribution. Introduction of special user perspective radio technologies in the common use frequency bands is fulfilled by agreement with National Commission on communication regulation.
