The Professional Standards Council (PSC) convened Monday, July 19, 2010, using MS Live technology. The meeting was called to order at 12:30 p.m.

DISCUSSION OF PI 34 EDUCATOR PREPARATION AND LICENSING FLEXIBILITY INITIATIVE

Sharon Suchla, Assistant Director, Teacher Education, Professional Development, and Licensing reviewed the proposed PI 34 rule changes related to educator preparation and licensing flexibility with members of the Professional Standards Council, providing them with an opportunity to ask questions.

Public hearings on PI 34 rules changes at which public testimony will be taken will be held from 9 to 11 a.m. on Friday, July 23, in GEF 3, Room 041, 125 South Webster Street, Madison, and again from 1 to 3 p.m. on Wednesday, August 4, at CESA 10, Room BC, 725 West Park Avenue, Chippewa Falls.

The proposed rule changes, fiscal note, and DPI hearing notice are available for review on the DPI web site at: under the Educator License Modifications and Charter School Instructional Staff Licenses and Permits section.

According to an email received from Frances Bohon in advance of the meeting, the proposals seem to be common sense modifications that reflect teacher licensing today. Flexibility is good, especially as some districts get smaller at the secondary level.

At the conclusion of Sharon’s preparation, two questions were raised. They follow below with responses in italics.

What type of examination(s) will be required to earn additional license(s) under the proposed flexibility option?

The examinations have not yet been selected.

What type of license will be allowed to teach in an at-risk charter school?

The alternative educator license, 952, is an acceptable license. A charter school may also request charter school instructional staff license(s), as long as the individual receiving the license(s) volunteers for that assignment.
