Submittal Requirements

Background

The Hillsborough County City-County Planning Commission and the Metropolitan Planning Organization provide long range planning services for four local governments including Unincorporated Hillsborough County, the City of Tampa, Plant City and Temple Terrace. Both agencies require population, employment and other demographic and scenario projections to the year 2045 to facilitate their state and federally mandated work efforts. The following outlines the tasks necessary to complete this project and anticipated to be completed by the consultants:

It is expected that the proposed deliverable or applicable portions of the deliverable can be adopted for all four jurisdictions in Hillsborough County.

A staff review committee, including staff from the Planning Commission and Metropolitan Planning Organization, along with the primary consultant will provide input throughout this project.

Applicant Instructions

Sealed proposals are invited for the work as defined, suggested, or implied in the RFP, as well as any addenda issued to applicants prior to the submission of proposals. All proposals shall be valid and effective for a minimum of 90 days following the Due Date.

The selected consultant shall promptly enter into negotiations after receiving written notice of the award. The Planning Commission expects to enter into a contract with the selected consultant within 20 days after receipt of notice of the award.

This RFP does not guarantee that a contract will be awarded. The Planning Commission expressly reserves the right to reject any or all proposals at any time and until such time a contract is executed. The Planning Commission reserves the right to waive any discrepancies or technicalities in any proposal received. The Planning Commission further reserves the right to request modification or supplementation of any or all Proposals.

RFP Requirements:

The proposal shall be delivered to the Planning Commission’s offices in a sealed envelope at or before the due date deadline, and shall include an original plus ten (10) copies. In addition, each proposal shall include one electronic copy. At a minimum, proposals shall include the following:

1)Letter of Interest

2)Consultant information form (1.2 Interview for Provision of Contractual Services Form)

3)Three client references

4)Relevant licenses and registrations to conduct business in Florida

5)Performance and experience with the preparation of real estate market analysis, including examples of real estate market analysis for public and private sectors

6)Performance and experience with facilitation projects

7)Experience with the planning and development of mixed use projects

8)Description of the approach to the project, including the projected timeline and project deliverables

9)Expertise of the team: team list, resumes, roles, qualifications, and experience of key personnel

10)Availability and capacity to respond to requests and meet scope timelines

11)The cost for the project, based on the Scope of Services attached as Exhibit “A” and a breakdown of the cost allocated to phases of the project in accordance with the tasks identified in the Scope of Services. The maximum proposal cost shall not exceed $ 100,000.

12)Potential conflicts of interest (e.g., other clients, investments, existing relationships with other local government boards, commissions, authorities, etc.)

13)Other relevant conditions or factors not specifically requested.

14)A copy of the DM/DWBE current certification or SBE’s current registration, if applicable or desired for consideration, together with a letter of intent from the DE/DWBE or SBE, signed by its Chief Operating Officer and referencing the project. The proposer shall also include a certification that a minimum of 10% of the total cost/fees will be subcontracted to the DM/DWBE or SBE.

15)All proposals must be signed by an authorized representative of the proposer.

Shortlist Interviews: Based on the preliminary scores, the Planning Commission may request that the top scoring Proposers conduct interviews (phone or in person) and/or submit a Best and Final Offer that may include revisions to the Technical Approach, Integration, and/or Cost. Be advised that the evaluators may revise the preliminary scores based on the interview, reference inquires, other information obtained through the Planning Commission’s investigations of past performance and/or submission of Best and Final Offers (if applicable).

Proposers are instructed not to contact Planning Commission employees’ other than the Project Manager regarding this Request for Proposal. Minimum Qualifications:

1)Be registered to conduct business in the State of Florida and Hillsborough County, as applicable.

2)The proposer’s cost proposal shall not exceed the budgeted amount of $100,000.

3)Five (5) years of experience of which three have been in the State of Florida with projects related to Real Estate Market Analysis.

Evaluation:

The Planning Commission anticipates awarding a contract upon determining which proposal is most advantageous to the agency. Members of the Planning Commission staff will comprise an evaluation committee and will review the submitted proposals. An evaluation committee will meet and score the proposals by group consensus based on the following evaluation criteria, and prepare a short list ranking the proposals for consideration by the Planning Commission:

1)Qualifications and Experience (40 points)

-special experience with the type of project

-qualifications of the firm

-qualifications of the staff designated for the project

-performance on similar projects

-failure on similar projects

2)Schedule and Budget (20 points)

-On time

-Cost

-Schedule

-Grasp of scope, needs and special circumstances

-firm’s current capability to undertake the project

3)Grasp of Scope (40 points)

-Quality of the written proposal submitted

-Originality on approach to project

-Sensitivity to local issues (e.g. citizen/political concerns)

-Conflicts of Interest – other clients, investments, relationships to interested boards, commissions, authorities, councils.

4)DM/DWBE/SBE Bonus Points (5 points)

The total number of points that may be awarded to a proposer is 105 points.

Miscellaneous:

  1. The Planning Commission reserves the right to request written clarification from any proposer after the proposals are opened. All proposers will be given equal treatment with respect to any such communications, and all information obtained is to secure the best offer for the Planning Commission.
  2. It is the responsibility of the proposer to deliver the sealed proposal to the Planning Commission’s offices, located at: the County Center Building, 18th Floor, 601 E.   1. Successful proposers may not assign any part of the work or the resulting contract without the express written consent of the Planning Commission, at its sole discretion.
  2. Minority Business Enterprises (MBE’s), Disadvantaged Minority Business Enterprises (DMBE’s), and Disadvantaged Women Business Enterprises (DWBE’s) will be afforded a full opportunity to participate in any award made by the Planning Commission pursuant to this RFP, and will not be subjected to discrimination on the basis of race, color, sex, or national origin. Qualified firms may receive up to a five (5) point bonus preference for DM/DWBE and SBE participation.
  3. To be eligible for the award of the bonus points, the applicant or applicable subcontractor must be certified or registered as a bona fide DM/DWBE or SBE with Hillsborough County or granted a reciprocal certification by Hillsborough County. It is the responsibility of the proposing firm to furnish all necessary information and documentation to the Planning Commission in order to receive the bonus points. A minimum participation rate of ten (10%) percent is required for any subcontractor meeting these qualifications.
  4. The Planning Commission reserves the right to reject any proposal made by a contractor or subcontractor who has been convicted of a public entity crime.
  5. All information disclosed in this RFP process is considered in the public domain and is a public record subject to inspection, unless an exemption applies.
  6. As a condition to entering into a contract with the Planning Commission, the successful proposer shall be required to procure and maintain commercial general liability insurance in an amount acceptable to the Planning Commission.
  7. The successful proposer may not subsequently change or substitute the team leader or other key members of the proposer’s team without the express written approval of the Planning Commission’s contract administrator.
