Purpose of the Role

To provide support to the Assets and Property Programme Manager for the development of new

contracts, contract management and contractor performance monitoring toachieve best value within the Property Services team.

To provide wider corporate support, advice and guidance across the Council in relation to the day to day running of the procurement function in accordance with all relevant legislationfor both building and non-building related contracts, including the use of the electronic procurement system.

To promote professional procurement throughout the council and determine the most efficient and cost effective method of providing the right contract for the client whilst maximising efficiencies, best value and cost savings for the Councils.

To lead on the development of corporate procurement policy and guidance to help ensure achievement of value for money on all procured goods, works and services while reducing the cost of the procurement process and enabling continuous improvement.

Key Result Areas

  1. Ensure that procurement is undertaken and managed in accordance with high professional and legal standards and probity in accordance with all prevailing legislation and the Council’s Constitution.
  2. Implement strategies to help deliver targeted benefits and forecasted financial savings, investigate opportunities for broader savings.
  3. Build and develop effective relationships with key internal (officers and Members) and external stakeholders, leading on influence and change.
  4. Responsible for developing corporate procurement policy and providing professional guidance and advice for procurement processes across the Council and specifically the Council’s Contract Procedure Rules.
  5. Influence over and indirect responsibility for in excess of £5 million of expenditure.
  6. Provide strategic advice on the procurement process and legislation as and when required to Council departments.
  7. Assist in managing and monitoring the timescales and procurement programme for

the production of tender and contract documentation.

  1. Prepare Invitation to Bid documents and specifications in conjunction with customers, manage the procurement process, analyse and evaluate bid responses, negotiate with potential suppliers, place purchase orders and let contracts for the supply of Works, Goods and Services for the councils and associated bodies.
  2. Undertake contract monitoring and reviews in conjunction with client departments
  3. and assist in the resolution of user complaints.
  4. Provide excellent levels of customer service to customers.
  5. Ensure all procurement activity takes account of sustainability, diversity and equality and workforce issues.
  6. Manage and maintain the Contract Register, the procurement Forward Plan and all associated websites documents.
  7. Manage the use and development of the Council’s electronic procurement system supporting with training Council wide.
  8. Seek continued improvement opportunities that can be incorporated into existing and new supplier arrangements/contracts, in addition, identify potential risks, issues and barriers to the procurement.
  9. To keep up to date in terms of all current procurement legislation and best practice and to lead on the promotion of this within the Council
  10. To take responsibility for your own Health and Safety at work and that of other persons who may be affected by your actions.
  11. Any other work required and as directed within the confines of the existing grading and post.
