Jacobintroduced Ernie Gooding who will be the new lead teacher at Huttonsville starting July 1. Kenny Holbrook is retiring effective June 30.

Several people were having problems logging on to the webtop for the book study. Jacob went over the procedures for the webtop and talked about what would be expected from participants. The first 3 chapters will be completed this summer and discussion will be done online. There will be questions to answer on these chapters. Just follow the directions on the site.

Life Skills/Transition Curriculum – We want to get the life skills transition curriculum aligned throughout our facilities. Each regional jails teacher need to be teaching 99 Days. Focus needs to be placed on core curriculum. Everything else is electives. We will periodically ask for waiting lists to be sure DOC, as well as OIEP, are doing everything we need to do. If you have any questions or need help contact Kari. Look at what your life skills teacher is teaching. Make sure they are teaching the correct curriculum. Certificates need to say Teaching for a Change or it will not be entered in IMIS.

School brochures need to be updated before the start of school so they can be put online.

Data base specifics - Candi Legursky at the Beckley Center is theperson who is working with the new database. Make sure you send your forms to Candi. These are to be sent quarterly.

NCCER auditing – Keith – A copy of NCCER Craft Training Policies and Procedures was distributed as well as student and instructor course evaluation forms.

An audit from NCCER was conducted on April 12. Auditing process was for the purpose of OIEP becoming a recognized sponsor of NCCER training. Process was conducted at OIEP office and a site visit was conducted at Mt. Olive Correctional Center.

We have an in-house audit form that Keith will be using when he visits your facility. Release forms are kept on file either as one group or as individuals. Tests should be kept under lock and key, and only the instructor should have access. No TA will have access to the tests or records. Completers of a level do a required evaluation form on the course, how it was taught, and also on the instructor. These forms are sent directly to Keith, teachers do not keep. Exams will be closed book (includes electrical)

For written tests 70% is passing. If students are within 10 points of passing, they can retest after 48 hours.

Performance test are pass/fail with retesting at the instructors discretion.

Safety module in core equals 10 hour OSHA card (construction only)

Test security - keep records 3 years minimum (recommend 5)

New direction for ABE – Jacob – new vision and mission

IGOs to be aligned with common core content standards.

Exploration of new assessments – the GAIN assessment was just piloted for the last five months in five counties in WV.

We do not want anymoreABE classrooms that just give packets to students. We want real teaching and learning.

Discussion was held concerning moving ABE professional development online. (core and elective hours)

Fran went over the new state goals and how they pertain to individual school goals. The 4 new goals are as follows:

  1. To meet the personal needs of each student.
  2. To elevate the importance of great teachers and learning.
  3. To make the improvement of public education a moral imperative of every citizen and stakeholder.
  4. To accelerate innovation and transform school to address Global 21 demands.

Dewayne/Jacob - School goals and individual teacher goals –Send school goals electronically by July 15, 2011. Send a copy to Dewayne and Jacob.

Budgets – Duane Maxey distributedcopies of next years’ budget. Keep an eye on substitute costs, they are pretty high right now.

Purchasing – All purchases not on state contract, require 3 written, signed bids. Sign a non-conflict form (saying you don’t have an interest in what is being purchased). Purchasing affidavit and must be notarized.Hospitalities must be submitted four weeks before the event. If you intend on making a Pcard purchase make sure you call a day or two before you pick up items tomake sure Duane or Nicole will be in the office to approve. In July a new copier bid willdone.

Personnel budget - All salaries for employees have been calculated. This will be emailed to you today or tomorrow. Some counties may put in extra money for raises, if you hear of an increase in one of your counties, let Jacob know.

Certification – Jacob – Principals were given a list of teachers who needed to renew their certification in December. Most have sent in the necessary forms but some still have not. He is compiling a list of those who are still outstanding and will forward to the principal or lead teacher.

Ted Price - Continuation of the projectregarding Leadership, trying to do professional development online and create a virtual PLC just for site leaders and administrators. Discussion was held on the results of the recent survey. There will be additional discussion at the OIEP luncheon in July.

A policy and procedure for Graduation Exercises in Institutional Education Programs was gone over and will be on comment 30 days. Please notify central office when you will be having a graduation, allow enough time so someone can schedule to be there. Programs need to be printed in our print shop and needs to be to us at least 10 working days before the graduation date.

Reprimand letters – Jacob – certain language in these letters that gives the person information concerning their rights to a grievance. Adult, regional jails approved by the Department/Superintendent of Schools. All others are approved by the State Board. Department legal department needs to approve any reprimand letters before going out. Juvenile letters need to be reviewed by Dewayne, adult letters reviewed by Jacob.

School calendars – minor modifications to calendars, have to have paid day before or after a holiday so that employees can be paid for a holiday. All OS days must be used during regular school term. Email new calendar by next Friday, will go on July board meeting.

CEA conference – If you have people who will need a cash advance, email Duane. Fill out form in blue ink and mail to Vickie Rose.

Life skills classes – Kari/Dewayne - This type of training needs to be utilized in juvenile facilities.

Gary – Ewalk- retraining on this process. Everyone brought their handheld and received retraining on the process and uploading their information. Lisa Hoskins demonstrated the various reports that could be run to gather information on what areas are weak and may need additional training.

Year end reports – Kellie emailed the participants a copy of the form to use when doing the year end reports. These are due July 30th.

After regular meeting concluded Kellie met with juvenile principals for a WESTEST wrap up and discussion on WV Writes.

Gloria Burdette gave a presentation on WV On Target which is a credit recovery program.

Jared – Special education updates. ARRA funding expires September 20, 2011. These positions are being consolidated into 4 state funded positions who will work within 4 OIEP regions and will continue building statewide support structure. There will be a special education session at the conference in July. Example of an internal monitoring document was shown that could be revised to meet our needs.

After the regular meeting adjourned Dewayne met with Title I principals to give them N & D updates.

The next principals meeting will be held on September 29-30.
