  1. Minutes of previous meeting

It was agreed that the minutes from the last meeting was accurate.

Peter Buck to email slides on the wider determinants of Health to Patricia to circulate to the group (PH – JSNA)

Jan Matthews/Jill Prescott to organise training on procurement (Bravo Software)

Patricia to invite the provider network chairs to attend this training.

4.PMS Review and Commissioning Intentions

Jan Matthews informed the group that the GP contracts are as follows:

  • 1 GMS
  • 5 APMS
  • 34 PMS

Greenwich was one of the PCTs that already did a PMS review. KPIs was required at the time but it is now a requirement. A London regional review is being carried out in London. The London offer is still under development. The premium will be negotiated by the CCG. They have asked for an extension which has been granted and this will happen in July 2016.

JM assured the group that she will feedback to the group once everything has been agreed.

GU suggested that NHS Greenwich CCG need to develop an engagement plan for the PRG to comment on.

Actions:

  • Simon Hall to prepare an engagement plan for the PMS Review and Commissioning Intensions.
  • JM to update the group on progress.

5.Patient Participation Group (PPG) Report from Picker Institute.

AR presented the PPG report from Picker Institute. Greenwich CCG were concerned that Patient Participation Groups in Greenwich were not all working effectively or meeting current contractual requirements.

As PPGs are now a mandatory element of the FP contract, Greenwich CCG commissioned Picker to carry out a research to identify ways in which practices and groups could be supported to both meet the contractual requirements and to work effectively to make improvements to patients’ experiences of their GP surgery.

The report concluded the following:

The findings highlight scope for improvements in how PPGs operate across the borough, particularly in terms of ensuring that good practice is sustained and spread.

Two approaches have been identified to address the issue of PPG effectiveness.

The first approach is to ensure that all practices are able to meet the minimum requirements set out by NHS England for developing and maintaining a PPG.

The second approach is to invest more resources in providing practical support and guidance to staff responsible for PPGs, to ensure that groups are genuinely effective and offer real benefit to practices

Discussions

The group decided to hold a summit in the first quarter of 2016 (April) to

Discuss the following:

  • To ensure that patients knew precisely what the purpose of the PPG is.
  • To develop a template set of TOR for all PPGs to take to the summit
  • To agree contents of the PPG leaflet
  • To setup a working group to agree the theme of the summit

Actions:

  • AR to find out from Picker the full references of the report and send to PK-F to circulate to the group
  • PK-F to setup a working group to organise the summit
  • PK-F to invite GP, Practice Managers and PPG Members

6.Terms of Reference

GU suggested that we review the current ToR. It was suggested that we

Liaise with the other 5 boroughs and meet with them to find out how their

PPGs are doing.

7. AOB:

CM from Healthwatch updated the group that they have completed a project commissioned by the CCG. The project was on Dementia in the BME Groups, elderly

PB from Public Health updated the group on the Borough’s Stay Warm, stay safe Campaign run by Charlton Athletics Club

Actions:

  • PK-F to organise meetings for 2016 and send out invites to members of the group.
