Notice Inviting Tender for Printing, Packing & Distribution of Textbooks and Supply Of

NOTICE INVITING TENDER FOR PRINTING OF TEXTBOOKS FOR THE ACADEMIC SESSION-2011.

For and on behalf of the Governor of Sikkim, sealed tender on the basis of two bid system in separate bids i.e. Pre-Qualification(Technical) and Financial bid in the prescribed form/format are invited from the registered established printers for the works listed as under:-

Time Schedule:

(a)Date of issue of tender document/forms: 16/09/10 -20/09/10

(b)Last date of submission of completed forms:30/09/10

(c)Date, Time and Venue for opening of Pre-Qualification (Tech.) tender-30/09/10 at 1pm, office of the Special Secretary/H.R.D.Department, Government of Sikkim.

(d)Date, Time and Venue for opening of Financial bid will be notified to all bidders who qualify on the basis of Pre-qualification (Tech).

(e)Place from where to collect the tender forms: Office of the Joint Director, Textbook Unit, H.R.D.D., Government of Sikkim, Gangtok during office hour on production of BR/Challanfor Rs 30,000/- (Rupees Thirty Thousand) only, under the head :

0202-Education,Sports,Arts & Culture/102-Secondary Education/02-Text Book Receipts.

TERMS AND CONDITIONS

1.Only the Printers having their own established printing press and those having previous experience in textbook printing/publication works should quote in the prescribed form. The certified copies of documents of registered established printingpress, textbook printing/publication works and VAT clearance certificate and any other clearance required under SFR and the samples of papers mentioned below should be enclosed along with the Tender Form. The size of the sample papers and cover papers should be of 10" x 15" and signed by putting rubber stamp seal.

The sample papers required are:-

(a)Textbooks printing paper of 60 GSM.

(b)Cover paper of 250 GSM hard wide board.

  1. The Bidder/Agencies may be a Single Firm or a Joint Venture/ Consortium of two firms as Partners. However, one of the Partners has to be nominated as Lead Partner and the Joint Venture/Consortium partners shall have to submit a joint declaration by the intending members to participate in the package mentioning the name of Lead Partner/Firm with the joint signatories of all the members.
  2. In case the tender is submitted as Joint Venture / Consortium, any one of the Criteria for Technical Requirement of the concerned packagemust fulfilled jointly with other technical partners of the joint venture/ consortium.
  3. The Lead Partner shall be authorized to incur liabilities and receive instructions for and on behalf of any and all Partners of Joint Venture/ Consortium and the entire execution of the Contract including the receipt of payment shall be done exclusively through the Lead Partner.
  4. In case the tender is submitted as Joint Venture / Consortium, the turnover and working capital of each of the partners of the Joint Venture / Consortium shall be added together to determine the Bidders minimum average annual turnover.
  5. All the Partners of the Joint Venture/ Consortium shall be liable jointly and severally for the execution of the Contract in accordance with the Contract Terms and a copy of the Contract entered into by the Joint Venture/ Consortium Partners having such a provision shall be submitted with the Bid during the subsequent tendering.
  6. A firm/company shall be entitled to form only one joint venture/consortium for all the packages under this tender i.e one bidder forming more than one joint ventures/consortium shall not be admissible.

8.The tenderer (s) should quote NET RATE per copy INCLUDING the cost of the following:-

  1. Textbooks printing paper of 60 GSM.
  2. Cover Printing Paper.
  3. All type of art-works and art-pulls.
  4. Printing of text and covers in colours as per samples.
  5. Cover papers.
  6. Side-stitching.
  7. Cover binding & finishing.
  8. Composing/Calligraphy/Resetting/Illustrations etc.
  9. Processing-Negative/Plate/Blocks/Halftone etc. making.
  10. The chargeable taxes (VAT) should be quoted separately.

k. Transportation,unloading charge of printed textbooks at the stores located at district Headquarters viz. Gangtok, Namchi, Mangan and Gyalzing at the rates notified by the transport department.

9.The printing work should be completed within sixty (60) days from the date of issue of the work order with sample copies/manuscripts of the textbooks/exercise books. Printing and supply of textbooks is a time bound work and therefore extension of time shall not be given. Earnest Money shall be forfeited if the tenderer (s) fails to collect the printing work order within one week from the date of intimation of acceptance of rates. In that event, the tenderer (s) may be debarred from participating in tender for the printing and supply works of the Human Resource Development Department . In the event of failure to complete the total work after expiry of the said period, 5% penalty shall be imposed on the total amount of the incomplete work to be calculated on the approved rate and the number of title undelivered.

10.The successful tenderer (s) shall collect the sample copies/manuscripts of textbooks from the Textbook Section of H.R.D.Department, Government of Sikkim, Gangtok within seven (7) days of receipt of the work order. The printer (Textbook) shall obtain approval from the concerned subject experts of the H.R.D.Department for all the art works, art-pulls, proof copies of each title books before final printing is undertaken. Expenses involved in securing the proof copies have to be bornebytheprinter themselves. The printing of the textbooks/exercise books, binding, sidestitching, artworks, art-pulls, covers, size of letter and pages should be strictly as per samples of books and papers.

11.That the Government shall not liable to make payment for the textbooks which are defective and not according to the specification and samples of the books.

12.That the printer shall submit two specimen copies of printed textbooks of each title of the Textbook Section of H.R.D.Department for final scrutiny of the specifications of the books and quality of printing works, papers etc.

13.The tenderer (s) of the printing press already debarred by the H.R.D.Department, Government of Sikkim shall not be accepted at all.

14.The successful bidder for printing of textbooks should deliver the textbooks to the ware house/godown provided by the successful bidderfor packaging and distribution in all four district H.Q viz. Gangtok, Namchi, Mangan and Gyalzing.

15.The successful bidder for packaging and distribution should arrange for godown/ware house of adequate size in all four districts at suitable location to receive the textbooks from the Printer. The details of the location of the godown/ware house should be provided to the H.R.D.D. within Fifteen (15) days of receipt of the work order following which the department will officially intimate the Printer regarding the destination of delivery point.

16.The job involves working in tandem between the successful bidder for printing of textbooks and successful bidder for packaging and distribution of the same. For proper coordination, both the parties should submit their joint coordination plan for successful operation within 15 days of receipt of LOA to Joint Director (Text Book).

17.The tender will be opened by the Tender Opening Committee constituted by the government in presence of the tenderer (s) or their representatives (not more than one) who wish to be present on the date and time indicated above.

18.The concerned departmental officers from the Textbook Section, Language/Subject Experts of H.R.D.Department shall visit the printing press within 25 (twenty five) day from the date of issue of the printing works order of textbooks with samples books/manuscripts and specifications. The printing work order shall be cancelled with forfeiture of security money if the printing works isfound not started at the time of visit within a period of 20 (twenty) to 30 (thirty) days from the date of issue of work order. In that event, the manuscript shall have to be returned forthwith. If the manuscripts are not returned on cancellation of printing work order, the government shall be entitled to cover damages to cover the cost of preparation of another sample books/manuscripts, besides the forfeiture of the security deposit money. Besides this, the printing press is liable to be black-listed for issue of any further works by the government. The printing press shall also be liable to pay compensation for all losses that the government suffers on account of breach of the terms and conditions laid down in the ‘Notice Inviting Tender’ and bid document, letter of award and the agreement.

19.Successful bidder (s) shall have to submit a Bank guarantee towardscontract performance security @ 5% of the totalbid amount, in favour of Chief Account Officer (CAO), H.R.D.Department, Government of Sikkim, Gangtok valid upto 180 days from the date of singing of agreement.

20. Envelope containing sealed bids (both Technical and Financial separately) shall be submitted by hand delivery or sent by Registered post to the Secretary, HRDD so as to reach by the due date and time.

21.Human Resource Development Department, Government of Sikkim will not be responsible for non-receipt/late receipt or loss of tender documents in postal transit.

22.The department reserves the right to accept or reject any or all the tenders without assigning any reason thereof.
