National Disaster Management Coordinating Board: BAKORNAS PBP

National coordinated arrangement for natural disasters was initiated in 1966 by the establishment of Advisory Board for Natural Disaster Management; its activities were still focused on emergency relief for disaster victims. In 1979, the National Natural Disaster Management Coordinating Board known as BAKORNAS PBA was established to replace Advisory Board for Natural Disaster, directly responsible to the President and chaired by the Coordinating Minister for People Welfare. The 1979 Decree also includes the establishment of similar arrangement in provincial as well as in district levels. The President Decree No. 43/1990 issued as an amendment to the previous decree (28/1979) to improve and facilitate the integrated sectors related to disasters, included Armed Forces back up. The organization is called BAKORNAS PB. On 2 September 1999 was issued The Presidential Decree No. 106/1999, as an amendment to the previous President Decree No. 43/1990, which had not included the management of man-made disasters or social unrest. In order to facilitate this additional disaster scope, BAKORNAS PB becomes BAKORNAS PBP and the members of the BAKORNAS PBPwere extended up to 13 Ministers and related Governors (see Board). As the coordinating body, BAKORNAS does not have implementation or policy-making functions.

Central, Provincial and District Levels: Duties and responsibilities.

Central Level - BAKORNAS PBP:

Formulates disaster management policy, provides guidelines directives and coordinates disaster management in either before, during, and after disaster in integrated manner. Provides guidelines and directives on policy outlines in disaster management activities covering prevention, mitigation, rescue, rehabilitation, and reconstruction.

Provincial Level - SATKORLAK:

Non-structural group at provincial level to coordinate the disaster management execution within the catchments area as directed by Bakornas.

District Level - SATLAK:

Non-structural group at district level to execute the disaster execution within the catchments as directed by the Governor/Chairman of Satkorlak.

Task Forces - SATGAS:

Disaster Management Task Force directed by person assigned by SATLAK is responsible for executing operational activities planned and directed by Disaster Management Executing Unit.
