The San Francisco Municipal Transportation Agency (MTA) seeks to engage a qualified and experienced consultant ("Consultant") to assist the MTA in establishing requirements and specifications for a Parking Access and Revenue Control (“PARC”) System to be installed in the Garages and Parking Lots. The new PARC System will be implemented over several years to upgrade or replace existing revenue control systems. The selected Consultant will conduct a needs analysis for the MTA and a facility assessment of each Garage and Parking Lot to establish an overall systems design and specifications for a PARC System for each Garage and Parking Lot. The Consultant will then assist the MTA in competitive procurement processes to engage contractors who will procure and install PARC System equipment and software in each Garage and Parking Lot. The selected Consultant will be prohibited from bidding on or having any interest whatsoever in any firm that bids on the contract(s) to procure and implement the new PARC Systems. The Consultant may be required to work with other MTA consultants engaged to assist the MTA in making capital improvements in the Garages and Parking Lots. The contract for this work will be for a term of five (5) years, which may be renewed for an additional three years at the option of the MTA.

A pre-proposal conference will be held on Monday, October 1, 2007 at 9:00 A.M. at 1 South Van Ness Avenue, 3rd Floor, San Francisco, California, to discuss the proposed contract and the LBE Program requirements. There will not be site tours to the existing Garages and Parking Lots after the pre-proposal conference; however, Proposers who attend the Pre-Proposal Conference will be supplied with badges for access to visit the sites at their convenience.

A Selection Committee and the Diversity and Equal Opportunity Office will evaluate each submittal. The final selection of the Consultant for this Contract will be made based upon the evaluation of the proposals, the proposals’ responsiveness to the Request For Proposals, the oral interviews, and their compliance with LBE / Nondiscrimination requirements. The Selection Committee will be composed mainly of MTA / Parking Authority staff.

The successful proposer shall cooperate with the MTA in meeting its commitments and objectives with regard to ensuring nondiscrimination in the award and administration of contracts and shall use its best efforts to ensure that barriers to participation of LBE firms do not exist.

There is no LBE subconsulting participation goal for Phases 1, 2 and 3 of this Contract. In the event MTA increases the work to be performed by the consultant on an as-needed basis, the scope of work will be evaluated for establishment of a possible LBE goal on this additional portion of the contract, which will also include optional Contract Phase 4.

Firms submitting proposals are encouraged to include local small businesses that have been certified by the San Francisco Human Rights Commission as subconsultants/

The consultant (s) will be required to comply with all applicable Nondiscrimination/Equal Employment Opportunity laws and regulations, including Chapter 12B of the City and County of San Francisco Administrative Code.
