Calling to Order:
Mayor Greene called this meeting to order at 7:30pm.
Attendance:
Mayor Dennis Greene, Deputy Mayor Robert Moses, Councillors Philman Green, Darcy Russell, Wayne Sturgeon, Michael O’Neill, Peter Wilcox, Sherman Ross and Mark Ingersoll, Acting CAO Rob MacPherson, Clerk Natalie Parsons, Treasurer Raima Green, Corp Andy Cook, 2 GMTV Workers, Pastor Ron Ford, Theresa McFarland,7members of the public.

Pastor Ron Fordoffered prayer over Council and this meeting.
Opening Remarks:
Mayor Greene thanked the concerned public for voicing their concerns on the Light Keepers House at Swallow Tail. Also would like to thank those people for the meeting they conducted, they are to be commended on a fine meeting and I think that you can be rest assured that Council listened.
On another matter Mayor Greene congratulated the staff and students of the Grand Manan Community School on the annual report card of Atlantic Canadian High Schools.Out of 44 English speaking schools, Grand Manan was ranked number one. This is something that they should be congratulated for.

Pastor Ron Ford spoke concerning a certain individual returning to the island and the safety and concerns of the residents.
Corp Andy Cook addressed Pastor Ford’s concerns.

Grand Manan Committee-
Theresa MacFarland spoke on behalf of the concerned Citizens of the Grand Manan Committee. She presented petitions and survey information that oppose the sale of Swallowtail Light keeper’s House. She also presented what they propose to do with the permission of Council.

Gail Mackenzie has written a letter expressing her concern over the sale of Swallowtail Light Keeper’s House.

Letter received from Theresa McFarland representing the Grand Manan Chamber of Commerce and Tourism opposing the sale of Swallowtail Innkeeper’s House and lands.

Moved by Councillor Sturgeon, seconded by Deputy Mayor Moses to discuss the Swallow Tail Light Keeper’s House.

Moved by Councillor O’Neill, seconded by Councillor Russell that the Village of Grand Manan create a Local Historic Place Register, as a means of participating in the Historic Places Initiative, with the objective being to identify, document and designate and list historic places of local significance within the municipality of Grand Manan.

Moved by Councillor Michael O’Neill, seconded by Councillor Wayne Sturgeon that we send the following resolution to UMNB Zone 4 “That,
Whereas: Many low income citizens of the province of New Brunswick are greatly suffering from the escalating property assessments of their non improved homes, and
Whereas: the Municipalities act under 90.01(4) forbids Municipalities from issuing rebates to any groups or individuals,
Therefore, be it resolved that: the province of New Brunswick amend 90.01(4) of the Municipalities Act to read – forbids Municipalities from issuing rebates to any groups or companies.”

Correspondence:
Response form Minister of Public Safety-
Council has received a letter from Honourable John W Foran concerning the letter that was sent to him outlining the Council discussions about the review of events surrounding the Cedar Street incident of July 2006. He wanted to reassure the Village that The Department of Public Safety remains committed to maintaining a strong partnership with the village to work toward that end.
The International Awards for Livable Communities-
The improvement in the quality of life for its citizens is the declared objective of every community. The challenge is how to achieve this objective with many competing demands and limited resources. The International Awards for Livable Communities has demonstrated that the most effective way to achieve local environmental objectives and value for money is by sharing International Best Practice. Royal Canadian Legion-
The Royal Canadian Legion New Brunswick has sent out a copy of their annual “Military Service Recognition Book” recognizing New Brunswick’s Veterans who have served our Country so valiantly. They have also sent the Village a certificate of Appreciation acknowledging the support given for New Brunswick’s Veterans.
Pre-Earth Awareness Event-
New Brunswick Environment Industry Association in collaboration with Efficiency New Brunswick in recognizing Earth Day 2008 is holding an energy efficiency awareness event on Wednesday, April 16 at the WU Centre.
Veterans Affairs Canada-
The first Sunday in May marks the 65th Anniversary of the Battle of the Atlantic. In order to pay homage to the men and women who put their lives on the line and recognize that the values these Canadians fought for during the Battle of the Atlantic are the same values we uphold today-peace, truth, justice, freedom and knowledge- events and activities are being planned across the country. They are encouraging communities to become involved by planning their own activities to honour local Veterans.
Moved by Councillor Sturgeon, seconded by Councillor O’Neill that we mark the 65th Anniversary of the Battle of the Atlantic on May 4, 2008 at 2:30pm at the North Head Wharf by having a wreath toss ceremony.

Protection of Firefighters-
Minister Carmel Robichaud announced on March 19, 2008 that a bill was introduced in the Legislative Assembly to protect firefighters from being sued or criminally charged in relation to personal injuries or property damages incurred as a result of their actions in the course of duty. This bill will amend the Municipalities Act to limit firefighters’ liability to legal action, by providing that no action shall be commenced against then from anything done or not done in good faith in the course of their duties.
