MINUTES OF THE FEBRUARY MONTHLY MEETING OF NAVAN TOWN COUNCIL WHICH TOOK PLACE ON TUESDAY 1ST FEBRUARY 2011 AT 7.00PM IN THE COUNCIL CHAMBER, TOWN HALL, WATERGATE STREET, NAVAN, CO. MEATH.

(a) Confirmation of Minutes of the December Monthly Meeting of Navan Town Council held on 7th December 2010 at 7pm in the Town Council Chamber, Townhall, Watergate St, Navan, Co Meath.

The Minutes of the December Monthly Meeting of Navan Town Council held on 7th December 2010 at 7pm in the Town Council Chamber, Townhall, Watergate St, Navan, Co Meath were adopted on the proposal of Cllr A McCabe, seconded by Cllr P Brennan

(b) Confirmation of Minutes of Preliminary Budget Meeting of Navan Town Council which took place at 7pm on Thursday 6th January 2011 in the Council Chamber, Townhall, Watergate St, Navan, Co Meath

The Minutes of the Preliminary Budget Meeting of Navan Town Council which took place at 7pm on Thursday 6th January 2011 in the Council Chamber, Townhall, Watergate St, Navan, Co Meath were adopted on the proposal of Cllr P Brennan, seconded by Cllr A McCabe.

(c) Confirmation of Minutes of Statutory Budget Meeting of Navan Town Council for the financial year ending 31st December 2011 which took place at 6.30pm on Tuesday 11th January 2011 in the Council Chamber, Townhall, Watergate St, Navan, Co Meath.

(d) Confirmation of Minutes of January Monthly Meeting of NavanTown Council held on 11th January 2011 at 7pm in the Town Council Chamber, Townhall, Watergate St, Navan, Co Meath.

The Minutes of January Monthly Meeting of Navan Town Council held on 11th January 2011 at 7pm in the Town Council Chamber, Townhall, Watergate St, Navan, Co Meath were adopted on the proposal of Cllr J Reilly, seconded by Cllr F Deane.

Correspondence and Reports

Navan Shamrock Festival Committee

The Members received and noted correspondence from the Navan Shamrock Festival Committee in respect of their difficulty in holding the St Patricks Day festival this year.

Following a discussion on the matter it was agreed that, whilst Navan Town Council were not responsible for the holding of the event, the Town Clerk and Town Engineer would meet with some Members of the Committee to clarify any issues which they may have.

Office of Public Works – AthlumneyCastle

The Members received and noted correspondence from the OPW in relation to the completion of works to the Castle and also the illumination of the Castle/Abbey itself.

Each of the Members welcomed the response in relation to the completion of works to the Castle, eventhough it had taken a considerable length of time to have same carried out.

In relation to the illumination of Athlumney Castle/Abbey, the Members expressed there disappointment at the response received.

To receive a presentation from Johnstown Residents

The Members received and noted a presentation from Johnstown Resident in respect of possible uses of the large green area adjacent to Metges Rd which is currently under the control of Barcape Ltd.

Each of the Members thanked the group for making the presentation.

To consider the making of a declaration in accordance with Section 11 Roads Act 1993 and the Planning & Development Act 2000-2010 that the roads and services within the following estates be taken in charge of Navan Town Council:

oAthlumney Castle, Kentstown Rd, Navan, Co Meath

oAthlumney Village, Kentstown Rd, Navan, Co Meath

oBailis Manor, Kentstown Rd, Navan, Co Meath

The Members received and noted a report in relation to the making of a declaration in accordance with Section 11 Roads Act 1993 and the Planning & Development Act 2000-2010 that the roads and services within Athlumney Castle, Kentstown Rd, Navan, Co Meath, Athlumney Village, Kentstown Rd, Navan, Co Meath and Bailis Manor, Kentstown Rd, Navan, Co Meath be declared to be public roads and taken in the charge of Navan Town Council which was presented to them by the Town Clerk.

Each of the Members thanked the Town Clerk for his report.

During the discussion the Members asked it be highlighted the various issues concerning stop cocks and the positioning of same.

On the proposal of Cllr J Holloway, seconded by Cllr J Reilly it was resolved by the Members of Navan Town Council to make a declaration in accordance with Section 11 Roads Act 1993 and the Planning & Development Act 2000-2010 that the roads within Athlumney Castle, Kentstown Rd, Navan, Co Meath, Athlumney Village, Kentstown Rd, Navan, Co Meath and Bailis Manor, Kentstown Rd, Navan, Co Meath be declared to be public roads and said estates taken in the charge of Navan Town Councilas presented.

Notice of Question – Cllr Francis Deane

What is the up to date situation regarding renovations at St Francis Park, Windtown, Navan?

The Members received and noted a written response from the Town Manager in response to the Notice of Question from Cllr Francis Deane

Notice of Motion

Notice of Motion – Cllr Jim Holloway

“Navan Town Council will as a matter of urgency investigate the circumstances surrounding the overflow of sewerage from the foul water network at Blackcastle, which appears to have been recurring for some time, and will take whatever measures are necessary to deal with this problem.”

This Notice of Motion was proposed by Cllr J Holloway and seconded by Cllr S Jamal.

Following a discussion on the matter it was agreed that the Town Engineer would furnish the Members with a report at the March Monthly Meeting of Navan Town Council.

Notice of Motion –Cllr. Phil Brennan

“That Navan Town Council examine the possibility of providing a zebra crossing at a location near MercyConventSchool in the interest of pedestrian safety and increased Traffic.”

This Notice of Motion was proposed by Cllr P Brennan and seconded by Cllr P Toibin.

Following a discussion on the matter, it was resolved by the Members, on the proposal of Cllr P Brennan, seconded by Cllr P Toibin to include the said works as part of the 2011 Navan Town Council Roadworks Programme.

Notice of Motion – Cllr Padraig Fitzsimons

“ I call on Navan Town Council to set up a Joint Committee and invite the Navan Retailers Ass, Navan Chamber of Commerce, Traders and other interested parties to create a Joint Retail Strategy for Navan”

This Notice of Motion was proposed by Cllr P Fitzsimons and seconded by Cllr P Toibin.

Following a discussion on the matter it was agreed that the Members would submit details of various interested parties to the Town Clerk so as to enable him to arrange a meeting in relation to same.

On the proposal of Cllr J Reilly, seconded by Cllr F Deane it was resolved by the Members to discuss the following Notices of Motion submitted by Cllrs Deane and Reilly together.

Notice of Motion – Cllr Francis Deane

The Irish retail sector in general accounts for very significant employment nationally. The contribution of independent retailers is considerable in supplying jobs and generating revenue to the Irish economy.

In recent months, Navan has experienced 11 business closures on Trimgate Street. I have been informed by five other shop owners of their intentions to cease trading soon.

A solution must be found to address this issue in an effort to prevent even more business haemorrhaging from our town. I acknowledge that high rents are a big factor and landlords must be mindful of this unpleasant truth.

  • I call on Navan Town Council to support my motion of a rescue plan to help businesses survive, to prevent more closures and safeguard existing jobs.
  • I strongly propose the introduction of a pilot pedestrian plan for Trimgate Street.
  • In my opinion, and having taken on board the views of the business people in the area, Trimgate Street should be pedestrianised on Saturdays between the hours of 11am and 5pm during the months of July and August.
  • It would be encouraging to offer free parking to employees/employers in the Pairc Tailteann Car Park for this trial period.
  • A shop front enhancement grant to improve the attractiveness of businesses would also be most welcome.

May I also suggest consideration of permitting stalls each Saturday along the street outside the shops in order to give the retailers an extra marketing boost during the summer months.

This motion, I feel, would be in keeping with our vision for Smarter Travel in Navan. It would be my hope that this idealistic plan could greatly improve the atmosphere on Trimgate Street for consumers and increase the footfall to levels enjoyed by traders prior to the decline experienced in recent years.

Notice of Motion – Cllr Joe Reilly

"That Navan Town Council calls on the Department of Education and Science that on the completion of the CPO process of the lands in Johnstown, to give the premises, St Stephen's School to Navan Town Council/Meath Co Council for use by the community in the Johnstown/Athlumney area."

This Notice of Motion was proposed by Cllr J Reilly and seconded by Cllr P Toibin.

Following a discussion on both Motions it was agreed by the Members to discuss the issue further at the proposed meeting with the various stakeholders in respect of the creation of a Joint Retail Strategy for Navan.

Notice of Motion – Cllr Francis Deane & Cllr. Phil Brennan

“We call on Navan Town Council to extend the existing fence at the boundary between Abbeygrove and Ratholdren Road. This request follows many complaints by Abbeygrove residents who have reported incidents of anti social behaviour and undesirable events. Gaps in the hedging allows easy access to Abbeygrove and if community support funding could be made available to increase the size of the existing fence, the problem of anti-social behaviour in this well-established estate may well be completely eradicated”.

This Notice of Motion was proposed by Cllr’s F Deane/P Brennan and seconded by Cllr A McCabe.

Following a discussion on the matter it was agreed, subject to a costing being obtain by the Town Engineer to utilise the Community Support Funding included in the 2011 Navan Town Council Budget to carry out the works required.

Notice of Motion – Cllr Suzanne Jamal

“ I call on this Council to examine the possibility of extinguishing the public right way known as Linky Lane, Flowerhill, Navan”.

This Notice of Motion was proposed by Cllr S Jamal and seconded by Cllr J Holloway.

A discussion then took place in relation to the possibility of issues concerning access to the lane etc. On the proposal of Cllr S Jamal seconded by Cllr J Holloway it was agreed by the Members to allow the Town Council Engineer(s) to examine the matter and return with a report at the next meeting of the Town Council.

Managers Orders

The Members received and noted the Managers Orders as previously circulated

Any Other Business

  • Update required on Work Programme at the March Monthly Meeting.
  • The Members acknowledged the erection of a new fence at Reask Green.
  • The Members requested an update on the Navan Development Plan 2009-2015 from the Planning Department – in particular what has been achieved to date.
  • Road repairs required through-out the Town
  • Ongoing problems with the Traffic Lights in Navan ( especially at the various junctions with the Navan Inner Relief Rd 2A)

This concluded the business of the meeting.
