Minutes of the 282nd meeting of the Registration Committee

held on 02.11.2007 at 10.30 A.M. in Room No.142 , Krishi Bhawan, New Delhi.

The 282nd meeting of the Registration Committee (RC) was held under the Chairmanship of Dr. N.B. Singh, Agriculture Commissioner on 02.11.2007 at 10.30 A.M.. in Krishi Bhavan, New Delhi. Dr. P. S. Chandurkar, Plant Protection Adviser to the Govt. of India, Shri Madhav Chakraborty from Indian Institute of Packaging, New Delhi and Dr. (Mrs.) S. Kulshrestha, Secretary, CIB&RC attended the meeting. Shri P.N. Maji, Ex-Addl. Industrial Advisor, M/o. Chemicals & Petrochemicals attended the meeting as Special Invitee.

Since the quorum was not complete, so the meeting was adjourned for half an hour and was reconvened at 11.00 a.m.

Agenda item No.2.1 / Applications pending under various Sub-Sections of the Insecticides Act, 1968
The Committee appreciated the efforts of Sectt. of CIB&RC in reducing the pendency of registration applications under various sections of the Act.

Government Business

Agenda item No 3.1 / Information/ex-post facto approval for the procedure to be adopted for Accreditation of Star Export Houses and grant of Registration to them on fast track basis.

Approved and the Committee noted that the guidelines have been placed on the web-site for use by the stakeholders.

Agenda item No 3.2 /

Violation of Insecticides Act, 1968 in the manufacture of Imidacloprid 17.8% SL

The Committee deliberated the agenda in detail and decided that the legal position regarding the responsibility of the Registration Committee for taking any action in such circumstances as per the provisions of the Insecticides Act and Rules be brought out clearly in the next meeting of the Registration Committee.

Agenda item No 3.3 / Guidelines for enhancement of shelf life of Insecticides registered u/s 9(4) of the I/Act, 1968
The Committee deliberated the agenda and decided that the draft guidelines be placed in the next meeting of the Registration Committee for approval.
Agenda item No 3.4 / Acceptance of bioefficacy data generated at National /recognized laboratories for the registration of house hold insecticides.

The Committee deliberated the agenda and decided that status-quo be maintained at present and the matter requires further guidance as now many good private laboratories are coming up for the said purpose.

Agenda item No 3.7

/ Consideration and decision on the presentation made by M/s Airchem system Pvt. Ltd., Mumbai regarding guidelines for import of Pyrethrum extracts from other source than Kenya
The Committee deliberated the agenda in detail and approved the guidelines which at annexure I.
Agenda item No 3.8 / Consideration of Documentary proof of category of Industry in case of applications for registration u/s 9(4) formulation
Approved. Further the Committee decided that the applications which were rejected on the basis of the SSI Certificates in the form of acknowledgement mentioning the entrepreneur number may be processed accordingly on the receipt of request from the applicants.
Agenda item No 3.9 / Existence of patents in regard of manufacture of Pyrithiobac sodium Tech
The Committee noted that the decision on the appeal filed by M/s.UPL on the patent issue of Sulfosulfuron 75% & Metsulfuron Methyl 5% WG has not been received and accordingly decided to defer the decision on these applications till the decision of appeal is received.

The Committee reiterated that the final proforma which have been accepted in the last R.C. Meeting is final.
Agenda item No 3.12 / Consideration of draft guidelines for data requirement for registration of combination product of one registered Insecticides and one registered fungicide
The Committee deliberated the agenda in detail and decided that the guidelines be put up to ADG(PP), ICAR for examination and comments, if any.
Agenda item No 3.13 / Guidelines for data requirement for seed treatment products registration and extension of label claims for insecticides/fungicides for seed treatments already registered as foliar spray
The Committee deliberated the agenda in detail and decided that the views of the Sectt. be put up to ADG(PP) for comments.
Agenda item No 3.14 / Registration of Prallethrin tech u/s 9(4) TIM in favour of M/s Aura Chem Pvt. Ltd. and appeal filed by M/s Shogun Organics Pvt. Ltd.
The Committee deliberated the agenda in detail and in view of the observations of the appellate authority decided to reject the application of M/s.Aurachem Pvt. Ltd. for registration of indigenous manufacture of Prallethrin tech. under 9(4). However, the company may apply under 9(3)
Agenda item No 3.15 / Registration of Cypermethrin 1% DP of M/s V. Bhatia International, Mumbai
The Committee deliberated the agenda in detail and accepted the opinion of the Sub-Committee that the quantity of the product for use for control of cockroach in household environment is very minimal and as such may not pose any hazard to the inhabits and accordingly decided to approved the registration of Cypermethrin 1% dust in favour of M/s.V.Bhatia International.
Agenda item No 3.16 / Comments of the Pesticide Industry Associations on the proposed guidelines for registration of herbicides
The Committee discussed the comments received from Crop Life India and Crop Care Federation of India and finally decided to approve the guidelines as proposed by the Expert Group under the Chairmanship of Dr.P.S.Chandurkar, Plant Protection Adviser to GOI.
