Minutes of the 14th meeting of State Level Environmental Impact Assessment Authority (SEIAA) held on 18.05.2011 at 4.30 pm in the Conference Room of DPCC

The 14th meeting of the State Level Environmental Impact Assessment Authority (SEIAA) was held on 18-05-2011 in the conference room of DPCC. The meeting was held under the Chairmanship of Sh. Jagdish Sagar. The following members of SEIAA were present in the meeting:

The Chairman welcomed all the members of the Authority. The minutes of the 13th meeting of the SEIAA was confirmed by the members.

With due permission from the Chairman, cases were considered as per the placed agenda:

Case No. 53

Project Name :Construction of 750 beds Hospital Complex” at Sector-9, Dwarka, New Delhi: Modifications proposed in already accorded Environmental Clearance.

Project Proponent :Directorate of Health Services, Govt. of NCT of Delhi.

Project Consultant :----

The members took account of discussions held during the consideration of the modifications proposed in the already accorded Environmental Clearance issued vide letter no. 53/DPCC/SEIAA-SEAC/10/1048-52 dated 30.04.2010 by SEIAA-Delhi. The proposal for modification was considered in SEAC meeting held on 24.03.2011.The SEIAA approved and accorded the necessary modifications proposed in the already issued Environmental Clearance to the project.

Case No. 73

Project Name :Environmental Clearance for “Proposed Expansion of ESIC Hospital” at Sree Maa Anandmayee Marg, Okhla, Ph-I, New Delhi.

Project Proponent :M/s Employees State Insurance Corporation.

Project Consultant : M/s Environmental Engineers & Consultants Pvt. Ltd.

The members took account of discussions and environmental conditions imposed during the consideration of the project in SEAC meetings held on 29.03.2010, 21.04.2010, 29.09.2010, 26.11.2010, 27.01.2011 and 24.03.2011.The SEIAA approved and granted Environmental Clearance to the project.

Project Name :Environmental Clearance for Proposed “MID Market Hotel” Project at Asset-5A, Delhi Aerocity, Indira Gandhi International Airport, NewDelhi.

Project Name :Environmental Clearance for Proposed Hotel Project “Dusit D2” A Bird Hotel at Asset No. 10, Hospitality District, IGIAirport, New Delhi.

Project Proponent : M/s Bird Airport Hotel Pvt. Ltd., E-9, Connaught House, Connaught Place, New Delhi.

Project Consultant : M/s Enkay Enviro Services.

In continuation to the decision recorded in the minutes of 13th meeting held on 10.03.2011, the SEIAA took note of the reply of Ministry of Environment and Forests, GOI received vide no. J-11013/41/2006-IA.II(I) dated 15.04.2011 in respect of the clarification sought by the Authority on the procedure laid down in the Office Memorandum J-11013/41/2006-IA.II(I) dated 16.11.2010 regarding violation projects. The Authority also took note of the resolutions received from the project proponents of both case 85 and Case 86, stating stopping of construction work and commitment for no further violation of the Environment (Protection) Act 1986, as per the procedure laid down in the memorandum. The videography conducted by DPCC Officials further confirmed that construction work has stopped at respective project sites.

SEIAA, though not in agreement with the procedure as laid down in the Office Memorandum J-11013/41/2006-IA.II(I) dated 16.11.2010 of MOEF and its clarification, GOI, approves and grantEnvironmental Clearance to both the projects i.e, Case 85 and Case 86, as recommended by SEAC after project appraisal in the meetings held on 06.08.2010, 26.11.2010 and 27.01.2011

Project Name :Environmental Clearance for Proposed “Shri Agrasen International Hospital” Plot No. PSP, Sector-22, Rohini, New Delhi.

Project Proponent :M/s Shri Agrasen North - Ex Welfare Society.

Project Consultant : M/s Perfact Enviro Solutions Pvt. Ltd.

The members took account of discussions and environmental conditions imposed during the consideration of the project in SEAC meetings held on 20.12.2010, 15.02.2011, 24.03.2011 and 20.04.2011.The SEIAA approved and granted Environmental Clearance to the project.

Case No. 104

Project Name :Environmental Clearance for Addition/Alteration in Existing National Institute of Fashion Technology (NIFT) at Hauz Khas, New Delhi.

Project Proponent :National Institute of Fashion Technology, (Ministry of Textile, Govt. of India).

Project Consultant : M/s Min Mec Consultancy Pvt. Ltd.
