The Police emailed to offered their apologies for not attending, but had sent a report.

A short public forum was held for members of the public to ask questions or make short statements concerning matters to be discussed on the agenda.

Cllr Webb agreed to continue investigating the highway problems the village is experiencing. Poor road surfaces and misplaced road signs. Clerk to investigate the Horsemoor Drove speed limit sign and report to Highways. The Council thanked Cllr Webb for his support of earlier highway concerns which led to their improvement. Cllr Webb reported the proposals LCC had sent to Government requesting they have more control over some public services.

Cllr M Seymour reported the imminent loss of Gedney Hill's last Public House.
There will shortly be published consultation papers for SHDC Local Plan setting out the allocation of housing.

2 reports of Harecoursing in the area
1 incident of theft in the Sutton St Edmund area, Lincs alert message put out
1 incident of a suspicious vehicle, white Renault traffic van driving slowly up and down Broadgate Road, incident happened on the 15/08 but there have been no further reports.
There has been one report of fly tipping in the area, members of the public should report this to Environmental Protection at SHDC, if it is happening at the time please call Police, if there is a registration number gained then this can also be passed to Environmental Protection

There have been reports of harecoursing in the Suttons area, the vehicle is described as a blue Mondeo. Please could all residents be vigilant for any suspicious vehicles in the area and report to Police straight away.

We have had a report of a burglary in Sutton St James overnight. The suspect was seen in the area this morning and he is described as a white male, tall slim build. 20's, hi viz trousers, bright blue jacket and a base ball cap. He was last seen in the Baulkins Drove area. If you have any information which may assist with our enquiry please call in on 101 and quote inc 55 of 15/09/15.

a)Chairman's Report
Contact has been made by a local Spalding Scout group who are looking for a community project as part of their Millenium Hands initiative that would benefit from their help.
They are a group of between 10-20 young people aged between 10-14years and are seeking a project in and around the Spalding area. They would like to make a positive contribution to your organisation. In the past they have undertaken litter picks but in this instance they are looking for something more longer term. They would be able to start in Dec 2015 / Jan 2016.. Clerk to contact M Milchard with the suggestion that they clear the Hoyles Field Car Park.
b)Councillor's Report
It was proposed that further equipment for the Bells Drove Playground be considered at the next meeting.

e)Parish Magazine - RECOMMEND a contract be drawn up between the Printer and the Parish Council with payment dates set out and agreed to enable prompt payment of invoices.
It was RESOLVED that a list of payment be furnished to the Council with authority to the Clerk to pay direct on the recommended dates
f)E Garner recognition of service.
Cllr W Harrison knows of a Calligraphy Artist who could undertake to do a certificate and a basket of treats be made to accompany it.

The owner of the General Stores has requested support from the Council by means of a letter to assist the application of a Rural Gain Grant. AGREED
