MINUTES OF MEETING OF THE BIDS OPENING COMMITTEE FOR PUBLIC OPENING OFTECHNICAL BIDS SUBMITTED BY BIDDERS/FIRMSFOR PURCHASE OF I.T EQUIPMENT FOR OFFICE OF PUNJAB AIDSCONTROL PROGRAM (PACP)______

PROCEEDINGS:

A meeting of the Bids Opening Committee was held on 5th January, 2016in the Committee Room of Procurement Cell, Primary & Secondary Healthcare Department, Government of the Punjab, Lahore.

3.The Procurement Officer, Punjab AIDS Control Program informed the participants thatthe invitation for bids for purchase of I.T Equipment PACPwere advertised in press which appeared on21stDecember, 2016 in Daily Nawa-e-Waqat, Daily News, Daily “Raat” and Daily “Taqat” and also placed at PPRA and Health Departmentwebsite on 22nd December, 2016. He further stated that ten (10) Firms/bidderssubmitted their bids till the closing date i.e. 10thJanuary 2017at 11.00 am. These bids were sealed in the tender box for opening at 11:30 am on the same day. The detail of ten (10) bids submitted by the different firms/biddersis depicted as below:

4.The Chairman of the Committee informed the participants that the bids would be opened as per PPRA Rules. He made it clear that only those bids will be accepted that are submitted with a main envelope containing two separate sealed envelopes, each envelope containing the financial and technical proposal. He further informed that only the technical bids would be opened today. The technical bids shall be evaluated by the TechnicalCommittee and those bids which would not conform to the specified requirements would be rejected and the financial bids will not be opened and will be returned to the bidder. The financial bids of those organizations whose technical bids are accepted shall be opened publicly at a time and date to be communicated at a later date.

5.Each of the envelope containing the bids was shown to the participants and the name of the organization for which it was submitted was loudly announced. All the members of the committee signed the envelopes.

6.The Financial bids of all the firms were sealed in the Tender Box in presence of participants and the Committee. The meeting ended with the vote of thanks by the Chairman of the Committee.

DECISION:

The Committee decided to hand over all the Technical bids to Technical Committee for technical evaluation.
