Minutes of Meeting – 7 January 2004
The January 2004 meeting of the Old Car Council of Colorado was called to order by President Joe Baker at exactly 7:30 pm (plan to be there on time) at the Forney Transportation Museum, 4303 Brighton Blvd., Denver, Colorado. 31 member clubs were represented.
Minutes: Minutes of the December 3rd, 2003 meeting were corrected (treasurer’s report was as of the end of November) and then approved.
Legislation: Leo Boyle reported that he, Keith Hall, and Don Whissen had a very productive meeting with administrators of the Colorado Motor Vehicle Titles & Registration Division to talk about establishing appropriate year designation for component-built (kit) vehicles (avoiding emission equipment which a current-year title would require). The state officials are optimistic that an administrative decision to this effect can be obtained, avoiding the necessity of a bill in the legislature. Titles will identify such vehicles as kit-marque, rather than just the marque being replicated.
Leo also discussed the problems being encountered with Collector-Series and Year-of-Manufacture license plates, where interpretation by county clerks has not been consistent. Leo expects that there will be legislation proposed to deal with these problems and with the proliferation of specialty plates.
A policy letter from the Motor Vehicle Titles and Registration Section to Colorado county clerks regarding implementation of the Lost Title legislation has been issued; a copy of this and the official state form is to be included with these minutes.
Swap Meet: Shirley Zaner again reminded representatives to put the swap meet dates: June 5 and 6 on the calendar in their club newsletters. Long-lead advertising has gone out to publications such as The Latest Scoop and Old Cars Weekly. She also asked for volunteers to assist the committee chairpersons so as to share the organizing effort. We need to promote the car show (Sunday) to draw greater participation.
Food concessions at Swap Meet: Gary Canady of the Pontiac-Oakland Club invited other OCCC member clubs to join with the Pontiac Oakland Club and operate food concessions at the Meet. The invitation is to form a “food court” operated by car clubs and not commercial food vendors. The Pontiac Oakland Club would obtain a Retail Food License from the Tri-County Health Dept. for the Meet and other clubs could operate under this permit. All of the clubs operating food concessions would share in a fair and equitable manner the costs associated with operating the food court. The intention is to have a collaborative effort that benefits several car clubs. This effort would allow the offering of a variety of food and improved food service for vendors and buyers at the Meet. The Pontiac Oakland Club is willing to share their experience of operating a food concession. If your club is interested in operating a food concession, call Gary Canady at 303-744-5534 (days).
Appointed OCCC positions: The following individuals have been appointed to assume responsibility for the designated functions of the Council and have accepted the positions: Shirley Zaner, Swap Meet; Don Whissen, Legislative; and Rick Nelson, Car Show.
Budgets for 2004: Roger Zaner presented the summary of 2003 expenses and proposed budgets for the Operating, Legislative, and Swap Meet Accounts. These were discussed and minor corrections noted. The continuing deficit in the Legislative budget was recognized. The motion was made (Staples) and seconded (Bacon) to approve the budgets as presented and corrected with recognition that car show income and expenses are incorporated into the swap meet budget. Motion passed unanimously. Copies of the budgets will be available at the next OCCC meeting or can be mailed to any member club representative by calling the secretary.
It was proposed that the council should consider raising the per-member assessment. This will be considered in the future, but the same dues and assessment for 2004 was adopted at the November meeting.
Announcements: The FOMOCO Polar Bear Swap Meet is scheduled for January 24th at Adams County Fairgrounds.
