Invitation to Submit Bids

Roofing, Waterproofing and General Building Works

The South African Medical Research Council (MRC) invite submission of bids from capable and competent contractors for the supply all labour, material and equipment for the removal of the existing roofing material, waterproofing, repairs and renovations and general building works as directed from time-to-time at the MRC-Cape Town branch. Prospective bidders must provide sufficient documentation as requested in the bid document to support their bid, and have valid and active registration with CIDB, with a contractor designation of 3GB or higher.

It is compulsory that bidders obtain bid documents, available from 29 May to 18 June 2015 (08H00 to 16H00, Monday to Friday, excluding weekends and holidays) from Supply Chain Management/Operations Division at the physical address mentioned below. Tenderers that previously collected tender documents for this tender will be exempted from paying the deposit. A compulsory briefing session will be held at the MRC on the 9th of June 2015, 09H00, at the address mentioned below.

Completed bids must be submitted in a sealed envelope bearing bidder’s company name, address, bid description and number, and hand delivered or mailed to: Medical Research Council, Tender Box No. 1, Francie van Zijl Drive, Parow Valley, Tygerberg, 7580, Western Cape; and must arrive before the closing date and time. Late, faxed or e-mailed bids will not be accepted. One (1) original hard copy of completed bid document and 1 USB flash drive containing full and same tender information in the hard copy (PDF format) must be submitted.

All bids will be evaluated on a 90/10 preference point system in terms of the Preferential Procurement Policy Framework Act (Act 5 of 2000) and Regulations, as amended, on the basis of functionality.

Please note that:

This bid is valid for one hundred and twenty (120) days after closing date for the submission of bids;
Bids submitted without a valid original Tax Clearance Certificate will not be accepted;
Bids submitted without 1 original hard copy document and 1 USB flash drive, as indicated above in this advert, will be rejected;
Bid submissions from bidders who did not attend a compulsory briefing session will be disqualified;
MRC is not compelled to accept lowest or alternative bid, and reserves the right to accept part or the whole of any bid or cancel the bid;
Only bids from bidders who appear on the bid document collection list and submitted according to the terms herein shall be accepted;
Where a third party collects bid documents on behalf of another company, this should be indicated and recorded as such at the time of bid documents collection;
The MRC has appointed LWA Quantity Surveyors (Western Cape) toprovide the professional quantity surveying services for this project
Contract with successful bidder may be may require performance security (submission of financial institution guarantee or retention money on progress payment) as indicated in the bid document;
Bidder(s) must be in a position to supply all the required items as per the respective bid specifications;
Bidders or other vendors are requested to register on the MRC supplier database by login onto Negotiations for the bid award will only be concluded with the qualifying bidder(s) who is/are registered and accredited on the MRC supplier database.
Appointed contractor(s) may be retained on a contract of up to 3 years to perform building maintenance and minor building works.

The bid number should be quoted in all correspondence. No telephonic enquiries will be responded to.

The closing date and time for the submission of bids is Friday, 19 June 2015 at 11H00.
