Marine Vessel Survey Form: Arrival

Marine Vessel Survey Form: Arrival

The Government of Hong Kong Special Administrative Region

Port Facilities and Light Dues Incentive Scheme for Ocean Going Vessels using Cleaner Fuel

Fuel Switch Log Sheet

The purpose of this Log Sheet is to collect information related to fuel switching from Heavy Fuel Oil (HFO) to Marine Light Diesel (MLD) for vessels participating in the Government port facilities and light dues incentive scheme for estimating the emission benefits. The Log Sheet is designed for ship crew onboard, such as Ship Master or Chief Engineer to fill in the particulars.

Information collected in this Log Sheet will be used for the Environmental Protection Department of the Hong Kong Special Administrative Region Government to estimate the emission reduction from this voluntary fuel switch at berth programme. No information shall be released to any third parties without prior consent of the respondents.

Completed Log Sheet shall be emailed to EPDat , within 7 days of leaving Hong Kong waters. If you have any query, please feel free to contact us at 852 2594 6452 or by email. Please refer to the Explanatory Notes on page 3 when filling in the form.

4Remarks (e.g. fuel switching for other fuel consuming equipment, if applicable)

- Thank You for the Information–

Explanatory Notes:

  1. Fuel consumption data for boiler is collected to estimate boiler default energy. Hourly fuel consumption data is useful to determine boiler energy at berth, but if it is not available, please provide average daily fuel consumption for all boilers (in Section 1).
  2. If your vessel berthed at multiple berthing locations, please use separate sheets.
  3. If your berthing location is not Kwai Chung Container Terminals (e.g. KC10), please enter the full name of the location.
  4. Berthing start time is the time when vessel is securely moored or anchored in a port. This would typically be when “Finished With Engines” (i.e. vessel is safely alongside and main engine is no longer required) or equivalent (i.e. anchor crew stood down) is given.Berthing end time is the time when vessel is unmoored or its anchor lifted, and should be set on the basis of the time notified as when "engines required for hh:mm", or "ME Blow Through" (i.e. main engine is to be standby for use, 'blown thro' with compressed air to clean out the cylinders).
  5. Fuel switch start time is the time when changeover from HFO to MDO/MGO is completed for all system or group of main engines /auxiliary engines / boilers; fuel switch end time is the time when changeover from MDO/MGO to HFO is completed for all system or groups of main engines /auxiliary engines / boilers.
  6. The Form assumes that fuel switching is only performed for main engines / auxiliary engines / boilers. If fuel switching is also performed for other equipments like incinerators, etc., please fill in Section 4.
