Lower Murray Bowling Association By-Laws

BY-LAWS OF THE LOWER MURRAY BOWLING ASSOCIATION

1. Administration

1.1The objects and powers of the Lower Murray Bowling Association are as defined in the Rules and Regulations of the Association.

1.2The activities of men and women bowlers shall be controlled by separateExecutive Committees provided for that purpose.

1.2.1The Men’s Executive shall consist of the male members on the Lower Murray Executive and the Women’s Executive shall consist of the female members on the Lower Murray Executive. Members of the Lower MurrayExecutive shall be elected in accordance with Rule 5.1 of the Rules and Regulations of the Lower Murray Bowling Association.

1.3The Host Club shall be in the following order:

MenTailem Bend, Jervois, Karoonda, Mannum, Meningie, MurrayBridge and Murray Bridge RSL.

WomenMurray Bridge R.S.L., Murray Bridge, Tailem Bend, Jervois, Karoonda, Mannum and Meningie.

2.Match and Program

2.1The Men’s and Women’sExecutive Committees shall each have a Match and Program Committee whose duties shall include:

2.1.1drafting the programme of pennant matches for approval and adoption at a Delegates Meeting of the Association as prescribed in Rule 17 of the Rules andRegulations;

2.1.2preparing the programme of matches for Champion of Champions events;

2.1.3drafting the programme of tournaments for Member Clubs.

2.2No pennant matches are to be programmed for the Saturday of the Country Carnival week.

2.3The programme of pennant matches will provide, whenever possible, for a four (4) week breakover the Christmas period.

2.4The programmes of matches drafted and prepared by each Match and Programme Committee shall be submitted to the appropriate Executive Committee for approval.

3.Pennant Recording

3.1Each Pennant Competition shall have a Pennant Recorder whose duties shall include:

3.1.1maintaining a record of the results of all pennant matches conducted in their respective Pennant Competition and publishing a premiership table of pennant results;

3.1.2maintaining a record of players' names and number of games played for all pennant matches.

3.2The Thursday premiership table is to be submitted to the Standard each for publication each week.

3.3The LMBA will be responsible for the cost of Premiership Pennant Badges for all pennantcompetitions.

4.Programme Booklets

4.1The Association Secretary shall:

4.1.1oversee the preparation and printing of programme booklets for the Association;

4.1.2distribute the programme booklets to Member Clubs for subsequent distribution to members.

5.Opening Day of the Association

The Opening Day of the LMBA shall be hosted by each Member Club in rotation order. The rotation shall be as follows: Murray Bridge R.S.L., Murray Bridge, Tailem Bend, Jervois, Karoonda, Mannum and Meningie.

6.Expenditure Limits

6.1Any expenditure exceeding one thousand dollars ($1,000) shall require the priorapproval of members in accordance with Rule 18.7 of the Rules and Regulations.

6.2The Executive Committee shall, within the limit imposed by the abovementioned Rule,determine the maximum amount of expenditure which may be incurred by a committee or sub-committee without the prior approval of the Executive Committee.

7.Dress Code

Member Clubs within the Association in breach of Rule 1.34 of the Conditions of Pennant and Tournament Play shall be liable of such penalty as deemed appropriate by the Executive Committee of the Association.

8.Code of Conduct

8.1All officials of the Association and players and officials of Member Clubs within the Association are required to respect at all times the rights and dignity of fellow players, officials and spectators.

8.2Any player or official in breach of the Code of Conduct shall be liable to such penalty as deemed appropriate by the Executive Committee of the Association.

9.Champion of Champions

9.1The Men’s Champion of Champions events shall be conducted at theMen’s host club.

9.2The Women’s Champion of Champions events shall be conducted at the Women’s hostClub.

9.3Lunches to be provided by the host clubs at a cost of $12.00.

10.Forfeiture of Pennant Games.

A member Club that forfeits a pennant game without an explanation deemed acceptable by the Executive Committee may be fined an amount up to $100, such amount to be paid to the secretary of the Association within seven (7) days of receipt of the notice.

11.Permit Applications

11.1All permit application decisions under Rule 1.32.4 shall be communicated to all clubs within 24 hours of the decision being made.

11.2All permit application decisions under Rules 1.33.6.4, 1.33.14.4 and 1.33.22.3 shall be communicated to all clubs within 24 hours of the decision being made.

12.Finals

12.1Umpires officiating during finals matches are to be dressed in white tops.

12.2A Master Scoreboardsummarizing the results of each game shall displayed at all Grand Final games after the break.

These By-Laws were approved at a meeting of Executive Committee held at the Murray Bridge Bowling Club on Tuesday 5th June 2012.

Amended at a Special General Meeting of the LMBA held on 3rd December 2013.

Rule 10 was added by the Executive on 27th January 2014.

These By-Laws were amended at the Annual General Meeting held on 6th May 2014.
