Purpose of Job:

To lead the completion of Glasgow City Council’s active travel signage network and provide practical solutions to the removal of barriers to cycling and walking within the city. The post-holder will alsoplay a key role in helping to delivermany elements of the City Council’s strategic plan for cycling vision and encouraging both walking and cycling through community engagement.

Management Structure:

The postholder will be task managed by the Assistant Projects Manager within Land and Environmental Services at Glasgow City Council and will be line managed by Sustrans Partnerships Manager. Workload for the postholder will be steered jointly by Glasgow City Council/Sustrans Steering Board made up of senior staff from Glasgow City Council and Sustrans Scotland.

Key Responsibilities:

Delivery of Projects or Services

  • To undertake day to day management of the GCC wayfinding and signage database on GIS. Future development of the map and associated datasets.
  • To survey new and existing signage routes.
  • To produce signage schedules which adhere to the GCC specification utilising MS Excel, ArcGIS, Signplot and AutoCAD as required.
  • To develop of non-prescribed signage and ground markings, where required, including financial tracking of signage projects
  • To deal with requests for cycle parking, identifying sites and managing installation
  • To be responsible for reviewing the existing provision of cycle routes and ensuring that modern standards and expectations are met, reporting on potential future upgrades as required.
  • To act as primary liaison in matters of signage between GCC Outdoor Access Officer, LES Technical Services staff, Sustrans, Community Groups and neighbouring local authorities
  • To liaise with the Strategic Cycling PlanOfficer to identify gaps and network improvements
  • To undertake the design, procurement and site supervision of minor cycling improvement schemes
  • To attend and co-ordinate workshops, events and conferences on behalf of Sustrans and GCC

Communication and marketing

  • To contribute towards raising the profile of Sustrans, by representing the charity at meetings, activities and events, as required.
  • To support and comply with the charity’s guidance on branding, tone of voice and key messages, positively contributing towards raising Sustrans’ profile.

Training and personal development:

  • To attend essential Sustrans training as required by the Charity.
  • To ensure own personal development by working to objectives set as part of the Charity’s appraisal process.

Working Conditions:

The post-holder will be based at Glasgow City Council for at least four days a week, working as part of the Land and Environment Services team. Up to one day a week may be spent atSustrans offices in Edinburgh in order to undertake continuing training and development and to collaborate with other colleagues. The post-holder may also be expected to work weekends occasionally and have overnight stays away from home. Travel will be undertaken as sustainably as possible.

Criteria / Essential
Qualifications, education and training / Educated to degree level or equivalent in transport planning or engineering and development
Experience / Experience in transport planning/ land use planning / traffic engineering or equivalent with emphasis on planning, design and promotion of cycling and walking or integration with other modes of transport
Producing design proposals and outline designs and using statistical analysis to examine and evaluate relevant data
Experience of partnership working

ProjectVision

Although detailed project activities will evolve over time, the primary work streams in year one of the project will be focused on the following:

  • Mapping - of the existing, proposed and potential active travel network for Glasgow.
  • Monitoring – accessing and reporting on the cycle data that is collected by GCC
  • Communication and marketing – working with Glasgow City Counciland Sustrans’ staff; assisting with marketing and promotion activities.
  • Delivery – as feasible, beginning to roll out the active travel network identified through the work plan development progress.
  • Reviewing access to and from the city’s traffic-free cycle network – conducting a review of all formal and informal access points; identifying scope and outline costing for increasing visibility; identifying scope and outline costing for making more accessible to all users; reviewing potential new access points.
  • Ensuring integration across all travel and transport modes.
  • Community Engagement - participating in and resourcing a working group aimed at energising community ownership and use of the city’s traffic-free cycle network.
