Concern Worldwide is seeking aResearch and M & E Specialistfor ‘PROSHOMON’ project. The “PROmoting Sustainable Health and nutrition Opportunities for Marginalized urbanextreme poor PopulatiON” project focuses to improve the health and nutrition status of the urban extreme poor by increasing accessibility, coverage, comprehensiveness and sustainability of existing primary health and nutrition services. It will contribute in the Bangladesh Government’s commitments in reaching SDG target by increasing the Universal Health Coverage (UHC) through a combination of technology and innovative approach of alternative health financing scheme in a sustainable manner.

The Research and M & E Specialist – PROSHOMON Project is responsible for the quality of the M & E work, ensuring that it captures the impact, outcomes, outputs and activities of the projects under the Urban programme and to ensure that Research and M & E support is adequately provided to the project on M & E best practices, tools, and processes.The successful candidate will workMunicipalities, Ministries, health Service delivery NGOs to explore options and guide the project team for implementation of planned activities. S/he will be coordinating with partner Sajida Foundation and Municipalities (Chandpur and Feni) to ensure quality support to project partners. The successful candidate will also ensure quality technical support to project partners and other stakeholders to work for the sustainability of those initiatives. To ensure adequate support is provided to planning and designing of existing projects from the M & E perspective.
Key responsibilities :
  • Guide the project under the Urban Programme to develop annual and quarterly implementation plans
  • Support in developing the M&E and learning plans, and lead the various surveys within the action

  • Contribute to developing strategic plan of the project by providing coherent information and data

  • Coordinate programme staff’s routine activity and output monitoring data collection
  • Regularly analyse M&E data and feed back to the Programme Manager, project colleagues immediately on issues that need immediate attention
  • Manage the planning and implementation of outcome-level project monitoring, conduct analysis of data, and provide feedback to the Programme Manager and project colleagues on overall progress towards results and alignment, with theory of change underlying the approach

  • Visit projects periodically to strengthen the M & E element of the project and support the Programme Manager with the use of M&E findings

To ensure that urban health and nutrition project has an M & E system appropriately set up functioning effectively.
Key responsibilities :
  • Develop overall M&E frameworks capturing the Health and Nutrition project under the urban programme that ensure the annual project reviews, project impact and outcomes, process and lessons learnt are adequately captured

  • Ensure that the programme has a digitised system for M&E using the standard Concern iForm Builder system for Digital Data Gathering (DDG) in such a way, that the project can feed their M & E information regularly and analysis completed efficiently

  • Help revise, if necessary, the project log frames and indicators and monitoring mechanism of the project under the Urban Integrated Programme in line with Concern’s PQ Guide
  • Coordinate with the Concern Program Approaches and Learning Unit (PALU) on new indicators and tools needed to monitor the programme

To ensure that the project has appropriate M & E systems and Partner staffs are trained and proficient in using the tools.
Key responsibilities :
  • Develop plans for the project including capacity building of all staff responsible for M & E and data collection

  • Organise M & E trainings with partners to enhance their capacity in M & E through a participatory process and also provide regular post training follow up and mentoring support

  • Provide support to the project staff and partners to ensure that they are regularly reporting the outputs and outcomes on beneficiaries through the agreed M & E process

To ensure that the M & E findings and organisational learning of the programme are appropriately documented and disseminated at the different levels.
Key responsibilities :
  • Prepare M & E report regularly that captures outputs, outcomes and process of the project and recommend the points that need revision, attention or more examination

  • Disseminate report finding during review meetings at partner level, project level and partners level

  • Contribute regularly to newsletters by providing relevant learning from either a project or the programme

To ensure that the evaluations, researches, feasibility studies, cases studies are appropriately carried out.
Key responsibilities :
  • Identify issue based research topics and guide or undertake such research as and when necessary
  • Design appropriate research and conduct accordingly

  • Support the project and partner staffs to identify and to document case studies on health & nutrition and feed such case studies to the partners level
  • Ensure appropriate documentation and archiving of all related learning
  • Prepare and regularly update a roster of national and international consultants appropriate for the project
  • Prepare TOR for consultants to be hired to carry out issue based researches, baseline surveys, midterm reviews and end line evaluation.

As a member of the PROSHOMON Project, to work collaboratively with colleagues to ensure excellence within Project and Concern work is captured, promoted and disseminated. Including, but not limited to:
  • Support colleagues to ensure achievements of the project are identified, promoted and shared both within programme and also within Concern Worldwide, Bangladesh

  • Enabling a friendly collaborative working culture within the team, actively sharing information and knowledge to enable the team to ensure effective learning and sharing across the organisation

Contribute to the process of implementing quality programme by ensuring that the CHS standard of accountability is conceptualized and effectively implemented throughout the organization, and at the country programme level.

Key responsibilities

  • Orientating partner NGOs and other stakeholders on the CHS standards, and in particular the CRM
  • Ensuring the CRM is implemented within the project(s) and is being followed by the partner NGO(s)
  • Learn from experience through monitoring and evaluation so as to continually improve the programme quality


The Research and M & E Specialist - is accountable to the Programme Manager, PROSHOMON Project for performance. Feedback from project participants along with feedback from colleagues, together with the impact of the M & E system of the project will be used as the main means of assessing performance of this position holder.

Emergency Response Deployment

As part of Concern’s emergency response, you may be called upon a 24 - 48 hours notice to serve the organization anywhere in Bangladesh, In the event of this occurring, you will be briefed on your role and responsibilities by the Head of the RRRU and by the HR.

Recruitment REQUIREMENTS

Education and aptitude:
  • Masters’ Degree in social science from a recognised University with major in Research Methodology and M&E and or MIS system and or research related subject or training/diploma in Research and M&E system.
Job related experience and knowledge:
  • At least 5 years progressively responsible work experience in the area of Research and M & E in development organisations with a strong understanding of Research and M&E principles and processes, including results-based management, quantitative and qualitative tools and methodologies, reporting etc.
  • Strong understanding of research methodologies and the nature of evidence which will influence key decision makers in the area.

  • Competent in quantitative and qualitative research and statistical analysis, including the use of statistical analysis software such as SPSS, STATA, or R Programming
  • Competent in database management, including programmes such as ACCESS.
  • Experience with and understanding of Digital Data Gathering (DDG) systems

  • Competent in using qualitative data collection tools and technique such as PRA and participatory monitoring and evaluation (PME).
  • Experience of working with or providing support to partners and/or a partnership model of working.
  • Experience in nurturing of organisational programme learning.
  • Strong facilitation and training skills with diverse aid sector audience
