When I visited her in August of 2006, she mentioned of her fast-track-language course for Russian speaking people. Although it may not be specific to ICT field, it may be good for the beginners. Also, by the nature of the course, they may have some financial supporting program, too.

Dear Friends,
With this e-mail I am asking your advice, where I can find an
on-line ICT literacy e-course and/or ICT literacy online test, at
medium till advanced level, in English, suitable for self-learning.
At several of the local or provincional universities in Caucasus
and Central Asia we have a problem to train future network
adminstrators. Most probably the best way is to let them go via CCNA.
This however is not always possible, mostly because their entry
knowledge is not enough to study CCNA (or equivalent Microsoft course)
and there is an extra difficulty to ship students and/or instructors.
It seems that we need ICT literacy e-course (something like
IT-Essentials?) for self learning (although if needed we may assign a
tutor). Their current know how is only basic English understanding and
basic ICT skills (write/receive e-mail, browse web - may be in some
cases even not that...). This pre-training will be also a kind of
pre-selection of those capable for further trainings. May be there is
some self-test of ICT literacy, which might be used for pre-selection?
It is suppoused that people trained in this way, will later
pursue a standard way of training of future network technicians (i.e.
they will go through CCNA, Wireless, IPT, .... Cisco or equivalent
Microsoft courses). At their current level of know-how, CCNA is too
difficult, they cannot do it. We tried several times to train people,
sent by local universities, but in some cases it was waste of money -
they were unable to follow normal Cisco courses, even if done on f2f
basis. All NetAcademy Alliance training courses work beautiful in
capital cities, but once you move to province, the entry level of
people drastically falls down, and they are unable to enter this path
of education.
I would appreciate your hint where I can find suitable e-courses
(ICT literacy tests?) or contact data to people who may help me
further.

I have a short comment:
We have at this moment ready to use or almost ready IT Essentials and CCNA translated in the 6 United Nations languages, fully supported by Cisco, including assessments and tests.
It means that we have Russian versions. Also we have IT Essentials in Turkish.
ITE is suitable for BDL(Blended Distance Learning) or remote teaching and learning. Definitely must be under the coordination of an instructor. For ITE we can setup BDL instructors training practically at no cost. Having a tutor and assessments is essential for good education in IT.

Dear Jacek,
I had similar problem when challenged with a project to train ex-military officers released from the army in Bulgaria in 2002. We wanted them to become CCNA through Cisco Networking Academy training. However, they had no language skills. A special fast track English language course was developed by me reducing the training necessary for this language skill level from 480 hours to 70 hours. We organized for them an IT core skills course based on MS MOUS curriculum (MS Office User Specialist) of 40 hours, then the training continued with 70 hours of this course (called e-Reading Essentials) and then full CCNA Semester 1 to 4. Almost all completed the training successfully with a rate of 65% employment within 3 months after completion. The same approach was used with Roma minority project with the same success ratio.
I would also recommend the new Microsoft Unlimited Potential (MSUP) Curriculum as well as their new digital literacy e-Learning course.
