INTERNATIONAL RACKET OF ILLEGAL HUMAN TRAFFICKING BUSTED

THREE TRAVEL AGENTS ARRESTED.

THE ACCUSED PERSONS ARE INVOLVED IN ILLEGAL TRAFFICKING OF INDIAN & NEPALESE NATIONALS TO MALAYSIA AND USA VIA LATIN AMERICAN COUNTRIES BY USING FORGED/TAMPERED DOCUMENTS.

ACCUSED PERSONS WERE CHARGING HEFTY AMOUNTS OF RS. 25-30 LACS FOR THEIR SERVICES.

LARGE NUMBER OF INCRIMINATING MATERIAL INCLUDING 152 PASSPORTS, FAKE STAMPS, 4 COMPUTER SYSTEMS & CASH RS. 2.89 LACS SEIZED.

THE GROUP HAS ALREADY TRAFFICKED MORE THAN 100 PEOPLE THIS YEAR ALONE.

The Anti-Extortion Cell of Crime Branch has busted an International racket of Human Trafficking from Barakhamba Road, New Delhi and arrested three travel agents. A large amount of incriminating materials has been seized including 152 Passports, fake stamps, 4 computer systems etc. and cash Rs. 2.89 lacs. The accused persons were involved in trafficking of Indian & Nepalese nationals to USA via Latin American countries by using forged documents and were charging hefty amount of Rs. 25-30 lakhs for a prospective person who wish to travel USA.

The antecedents of the arrested accused persons are as under:

  1. Manoj Pandey (35 years) s/o Shri Shiv Prasad Pandey r/o Flat No. 111, Golden Night Apartment, Sector-12, Dwarka, Delhi.
  1. Jitender Mohan (49 years) s/o Late Shri Kundan Lal r/o Flat No. 66, Kanal View Apartment, Plot No. 7, Sector-15, Rohini, Delhi.
  1. Mohan Lal @ Kala (46 years) s/o Late Shri Goverdhan Lal r/o 21-B, 1st Floor, Bazar Marg, Old Rajender Nagar, Delhi.

The Anti-Extortion Cell of the Crime Branch of Delhi Police had received information that some Travel Agents of Delhi & Punjab are involved in the sending Indian & Nepalese Nationals to the USA through Latin American countries like Mexico, EcuadorGuatemala by using forged documents and are charging Rs. 25-30 lakhs from each person. The information was further developed by a team under the close supervision of Shri Jasvir Malik, ACP/Anti Extortion Cell which was led by Insp. Rajeev Kumar comprising of SI Sanjeev Yadav, ASI Jagat Kumar, HCs Santraj, Chander Prakash, Cts. Rajeev Sahrawat, Ramkumar and Ct. Sandeep Kumar.

On 23.06.2010, the Crime Branch team conducted a series of raids in the offices of travel agents at Barakhamba Road, New Delhi and arrested three travel agents Manoj Pandey, Jitender Mohan and Mohan Lal who were involved in this racket and seized a large number of incriminating material including 152 Passports, fake stamps, 4 Computer Systems etc. and cash Rs. 2.89 lacs.

The accused persons used to get Visas of South-Eastern countries of Asia like Malasiya, Singapore etc. for their clients after tampering with passports and using/preparing forged documents for enhancing the financial and personal profiles of their clients. Some such tampered passports have been recovered from the possession of the accused persons.

To facilitate the illegal entry of a person into the USA, the accused persons would send them to Latin American countries like Mexico, Guatemala, Ecuador etc. where ‘Visa on Arrival’ facility is available. Thereafter, they managed the illegal entry of their client into the USA through the US-Mexico border with the help of their local aides. It was only after the client gained entry into the US that this group would accept payment of Rs. 25-30 lakhs from the relatives/representative of the client. This group has been carrying out its activities for the last seven years and has sent more than 100 people abroad this year alone.

The accused Manoj Pandey hails from Bihar and Graduated from AllahabadUniversity in the year 1996 and came to Delhi. He worked for 3-4 years with one Upender Pandey who was running his Travel Agency in Delhi. After that, in the year 2001 he started his own business and established his travel agency in the name and style of “SPRITE TOURS & TRAVELS Pvt. Ltd.” At present he was running this agency from GF-34, InderPrakashBuilding, Barakhamba Road, New Delhi.

The accused Mohan Lal, aged 46 years, is residing in Delhi alone and has already settled his family in England. Accused Jitender Mohan, aged 49 years, hails from Distt. Jalandhar, Punjab and has been residing in Delhi since 1983. He is the proprietor of “JM Tours & Travels” since 1999 and is presently running his office from premises No. 1106, Prakash Deep Building Tolstoy Marg, New Delhi.

Further efforts are continuing to arrest the other associates of the arrested accused persons.

On 13.06.2010, a team of officers of Special Cell under the supervision of Sh Bhisham Singh, ACP led by Inspr. Sanjay Dutt arrested three accused persons Israil, Mohsin and Sameena all r/o Loni, Ghaziabad, UP. They are wanted in a case of murder registered vide FIR No. 2038/08 u/s 302/201 IPC PS Loni, Ghaziabad, UP. UP police has declared a cash reward of Rs 10,000/- on each for their apprehension. All the three accused persons were arrested from Nangloi, Delhi area where they were hiding in a rented accommodation.

During 2nd week of June 2010 an information was received that one Mohd Israil, his son Mohsin and his daughter Sameena @ Sabeena, all wanted in murder case of PS Loni, Ghaziabad, UP, are hiding in Nangloi, Delhi area. Accordingly, surveillance was mounted and sources were deployed in that area. On 13.06.2010 on the basis of specific input all the three accused persons were arrested from Nangloi, Delhi area near PragBhartiSchool.

They were subjected to sustained interrogation wherein Israil revealed that one Aamir @ Guddu r/o Maujpur, Delhi was continuously harassing and stalking his daughter. In December 2008, one day, Amir @ Guddu forcibly entered in Mohd Israil’s house to meet his daughter. Enraged with the blatant behaviour, Mohd. Israil alongwith his family members murdered Amir @ Guddu. After the incident his two sons Hashim and Tehsim were arrested by the police while he along with his other son Mohsin and daughter Sameena were evading arrest by hiding in a rented house in Nangloi, Delhi. They were arrested u/s 41.1 CrPC.UP Police has been informed about their apprehension.

2 AUTOLIFTERS POSING THEMSELVES AS MNC OFFICIALS ARRESTED: ONE STOLEN TOYOTA CAMRY CAR WORTH Rs.25 LACS. RECOVERED

South District Police has arrested two autolifters and recovered one Toyota Camry car worth Rs.25 lacs approximately which they had stolen with the help of original key from the area of Vasant Vihar in the night of 25.06.2010 and were trying to dispose off by posing themselves as officials of a Multi National Company.

ACCUSED ARRESTED:

INCIDENT, TEAM & ARREST

In the night of 25.06.2010, one Mr. Eklavya Kukreja r/o A-37, East of Kailash, New Delhi reported at Police Station Vasant Vihar that his Toyota Camry car No. DL-2F-GS-0051 has been stolen from Vasant Lok Market. On his complaint, a case vide FIR No.174/10 dated 26.06.2010 u/s 379 IPC was registered at Police Station Vasant Vihar and investigation taken up.

During the course of investigation, it came to notice that in the incident a unique modus-operandi was adopted by the thieves and the original key of the car was stolen from the Restro Bar where the complainant came to attend a party. It is pertinent to mention here that the worth of the car is around Rs.25 lacs. As the vehicle was equipped with latest security/ electronic gazettes, it was not possible to steal the vehicle without the help of original key.

In view of the gravity of incident and its unique modus-operandi, a special police team consisting of SIs Neeraj Chaudhary, Manoj Yadav, HCs Hari Singh, Gulab, Kavinder, Sanjeev, Constables Mahesh and Maaz Ahmed under the supervision of Inspector Ved Prakash, SHO/Vasant Vihar and Shri Mohd. Ali, ACP/Vasant Vihar was formed to solve this case.

The team geared up its resources and developed information regarding the visitors of the market on the date of incident. On the basis of the detailed analysis of the movements, the team zeroed on one Sandeep Sawant @ Sandy who is a teacher in a reputed institute of Bar Tenders and visited the area with one of his friends Karan Kaushik. The team also received a secret information tht both Sandeep and Karan are trying to dispose off the car by posing themselves as Manager in a Multi National Company. The team arrested both the accused by negotiating with them through a source for the sale of the stolen car. The stolen car was also recovered from them.

INTERROGATION & PROFILE:

On sustained interrogation, it was revealed that as SandeepSawant is in the business of hospitality and a teacher/ trainer by profession, he easily posed himself as a Manager in a Multi National Company. They both stole the kep of Toyota Camry car from a Restro Bar from Basant Lok Market, VasantVihar and with the help of original key committed theft of the above car from the parking area. After stealing the car, the were trying to dispose off the car on the basis of fake documents by posing themselves as officials of a Multi National Company.

SandeepSawant originally hails from Orissa. His father joined as Veterinary Doctor in Delhi and his family shifted to Mehrauli, Delhi before birth of Sandeep. After passing 12th standard, he got training of Bar Tender and joined an Institute of Training for Bar Tenders and started teaching there. For the last 4-5 years, has has been working as a teacher/trainer in a reputed institute in Mehrauli, New Delhi. His students are working in different Restro Bars in Delhi and he used to visit them frequently for want of free expensive liquor.

Accused Karan Kaushik is resident of Mehrauli. His father was an officer in Ministry of Defence. After passing 10th class from a school in SarojiniNagar, he purchased Tata Sumo vehicle for taxi purposes. After 2-3 years, he purchased another car and started driving the same as a Radio Taxi at IGIAirport. In Mehrauli, he came in contact with SandeepSawant.

RECOVERY

Stolen Toyota Camry Car No.DL-2F-GS-0051 alongwith the original key of the car.

Further investigation is in progress and efforts are being made to ascertain their other involvements.

  • ARREST OF KINGPIN OF MIRCHI GANG

A team of officers of Special Cell under the supervision of Sh. Bhisham Singh, ACP and led by Inspr. Sanjay Dutt has apprehended a notorious and desperate criminal, the kingpin of “Mirchi Gang”, Dinesh Tiwari @ Raju @ Pandit (aged 34 years) r/o Village Distt. Hardoi, UP near Tis Hazari Courts, Delhi. He was involved in several cases of Robbery, Murder and Arms Act etc. Recently, he was involved in a sensational case of day-light robbery in a DTC Bus near Gole Market, Delhi on 05.02.2010 in which he alongwith his associates robbed a Karol Bagh based jeweller. During the course of robbery upon resistance, DineshTiwari allegedly fired and injured the victim. A case vide FIR No. 20/10 u/s 394/397/34/120B-IPC, has been registered in this regard at PS Mandir Marg, New Delhi. A reward of Rs. 50,000/- had been declared for his arrest in the above mentioned case.

. Modus Operandi:

The sustained interrogation of the accused revealed that he is the king-pin of dreaded MIRCHI GANG, which was active in the year 1995-96 in Delhi. Accused DineshTiwari alongwith his other associates was involved in many cases of sensational day-light Robbery/Dacoity-cum-Murder. This gang used to threw Chilli Powder in the eyes of the victims and rob them. If victim resisted, they did not hesitate to fire at the victim. The accused DineshTiwari had been convicted for life imprisonment in a murder case registered vide FIR No. 584/95 u/s 302-IPC at PS Seelam Pur, Delhi. After spending 10 years in Tihar Jail he had been released on bail. After his release on bail, he regrouped his gang and again started indulging in crime in Delhi.

THREE WOMEN PICK-POCKETS ARRESTED

One Smt. Shobha w/o Shri Moti Lal r/o Govind Puri, Delhi reported that on 27.06.10, she along with her daughter-in-law Amita had come to attend a ‘satsung’ of Bapu Aasharam at Ramlila Ground. At about 2:30 PM, while both of them were moving to board in the bus of satsung organizers, some women covered her daughter-in-law and one of the women picked her gold chain on which she raised alarm. Three of the women were overpowered by the complainant with the help of public. They were identified as (1) Ranjana aged 35 years w/o Bunti; (2) Jamuna aged 45 years w/o Karan and (3) Vijeta aged 28 years w/o Bharat, all Vagabond of Railway Station Faridabad, Haryana. However, some of their accomplices managed to escape from the spot. Before, apprehending by the public, they had hand over the stolen chain to their accomplices. All the three apprehended women were handed over to the police. Consequently, a case vide FIR No. 156/10 was registered at Police Station Darya Ganj.
