IMPACT OF NEW FMR AREA DEFINITIONS ON VERY-LOW INCOME LIMITS

This table provides data supporting FR-4995-N-01, "Proposed Metropolitan Area Definitions for FY2006 Income Limits and Estimates of Median Family Income." Specifically, it provides information about the effect of the change in OMB metropolitan area definitions (as adjusted by HUD) on Very-Low Income Limits. The table shows what FY2005 Very-Low Income Limits would have been if the metropolitan area definition changes had been used to compute them. Data are provided down to the county level (towns, for New England) and show piece by piece the change in Income Limits due solely to the change in metropolitan area definitions.

Column one outlines the new area definition. It lists the new OMB Metropolitan area (Core-Based Metropolitan Statistical Areas, or MSAs), any sub-areas (HUD Metro FMR Areas or HMFAs) defined by HUD and all the counties, or towns, within the MSA or HMFA. This column also indicates whether the new Very-Low Income Limit is based on an MSA-wide median income or on the sub-area median income. Column two shows the published FY2005 Very-Low Income Limits which were based on old OMB metropolitan areas definitions. Column three shows the raw FY2005 Very-Low Income Limits (without application of any hold-harmless rules designed to avoid decreases in Income Limits) based on new OMB metropolitan area definitions as refined by HUD. Column four shows the FY2005 Income Limits after the application of a hold harmless policy that requires the new Very-Low Income Limit to be at least as high as the published FY2005 Very-Low Income Limit for the largest piece of the new metropolitan area. Columns five and six show the change from the published FY2005 Very-Low Income Limit to the raw FY2005 new area definition Income Limit and the published FY2005 Income Limit to the new area held-harmless Income Limit, respectively.

DEFINITIONS OF ABBREVIATIONS AND NOTES

In general, the Very-Low Income Limits are 50% of the local area medians.

(SMB) indicates that the Very-Low Income Limits are 50% of the state non-metropolitan median.

(MHH) indicates that the median used for FY2005 published Very-Low Income Limit is actually the FY2004 median, i.e., held harmless against FY2004 medians.

(HH) indicates that the Very-Low Income Limits are the FY2004 Very-Low income limit, i.e., held harmless.

(HH2) represents the new held-harmless provision. Where a new area is composed of pieces of old areas, the 2005 adjusted Very-Low Income Limit is held harmless against the published FY2005 Very-Low Income Limit of the largest piece.

(HHC) indicates that the Very-Low Income Limits are adjusted for high housing costs.

(LHC) indicates that the Very-Low Income Limits are adjusted for low housing costs.

MSA indicates an OMB-defined metropolitan core-based statistical area or CBSA.

HMFA indicates a HUD-defined metropolitan area consisting of part of an OMB-defined MSA.

HMFAs have one of two types of income limit basis:

(CBSA) indicates that the HMFA Very-Low Income Limits are based on CBSA-wide data.

(SA) indicates that the HMFA Very-Low Income Limits are based on the subarea's own data.

* Public comments have been requested on a proposed change in the FMR area definitions that would eliminate any change in income limits for these counties
