TERMS OF REFERENCE

Consultancy for Management Support Officer

Global Cluster Coordination Section, EMOPS

Location: Geneva, Switzerland, office-based, limited external travel expected.

Duration: 9 months

Expected start date: 1 May 2016

Background

UNICEF’s role in emergencies is to protect children and women, ensure the rigorous application of international standards covering their rights and provide them with assistance. UNICEF works with many partners to ensure that the assistance is reliable, effective and timely. UNICEF integrates approaches to emergency programmes and policies throughout its Headquarters divisions, but concentrates coordination within the Office of Emergency Programmes (EMOPS), based in New York and Geneva.

Humanitarian reform seeks to improve the effectiveness of humanitarian response by ensuring greater predictability, accountability and partnership. The cluster approach was developed as a way to address gaps and strengthen the effectiveness of humanitarian response through building effective partnerships and coordination mechanisms. The cluster approach aims to clarify the division of labor among organizations, and better define their roles and responsibilities within different sectors of the response.

The Global Clusters Coordination Unit moved to EMOPS at the beginning of January 2012. UNICEF leads/co-leads 5 Clusters and Areas of Responsibility (AORs). UNICEF is the Global Cluster Lead for Nutrition and WASH and co-lead of Education (with Save the Children). UNICEF is the Focal Point Agency for the Child Protection Area of Responsibility (AoR) and co-lead (with the United Nations Population Fund) of the Gender Based Violence AoR, under the Protection Cluster.

The aim of this consultancy is to support the day to day management of the GCCU, and support clusters in inter-cluster projects and initiatives.

Responsibilities

15% / Support the Chief GCCU with the day-to-day coordination, development and management of inter-cluster issues in the Global Cluster Coordination Unit / Supports and follows strategic initiatives. Organizes, sets the agenda and attends Global Cluster Coordinator weekly meetings.
20% / Supports the development and implementation of inter-cluster plans and strategies to establish common priorities and address bottlenecks. Ensure accurate donor reporting. / Focal point of consolidation of Mid-Year and Annual Reports. Supports the establishment of concrete targets for the GCCU based on agreed Management Response.
20% / Facilitates and strengthens preparedness and coordinated support from GCCs to countries in crisis situations through situation analysis and coordination within EMOPS. / Participates in Technical Emergency Management Team meetings and provides feedback to the Cluster/AORs on issues relative to coordination; Ensure preparedness plan is in place and regularly updated. In the event of an emergency, maintain list of employees to the field
5% / Monitors the work plans and strategies of the UNICEF-led Global Clusters providing updates to EMOPS management on a regular basis. Supports evaluations and recruitment processes as required. / Support the consolidation of inputs for donor reporting; Support through regular consultation budget monitoring.
20% / Develops communication tools, updates and analysis to inform UNICEF and partners about the activities of UNICEF-led clusters/AoRs and strengthens understanding of the cluster approach and UNICEF’s role. / Newsletter, support to the Cluster websites, regular communication on Clusters to UNICEF divisions
20% / Engage with Clusters/AoRs on knowledge management and work to support the IM strategy across the Clusters/ AoRs / Implementation of key IM activities

Minimum Qualifications

  • Advanced University degree in social sciences, international Relations/Affairs, Political Science, Communications, Business Administration or other related disciplines. Preferably a combination of management, administration, and relevant humanitarian fields.
  • 3-5 years of progressively professional work experience in national or international level inprogramme/project development. Experience in the humanitarian sector is an asset.
  • Good working knowledge of Microsoft Office suite (Word, Excel, Power Point, Outlook).
  • Fluency in English and another UN language. Knowledge of French is an advantage.
  • Technical: Very good analytical skills and ability to synthesize concepts and material into clear and concise thoughts (see also communication below)
  • Managing resources: Organizes and manages information to achieve defined goals and optimum results.
  • Communication: Effectively presents thoughts and ideas including complex technical concepts, in a clear, concise, and readily understood manner, both verbally and in writing. Listens to and acknowledges others' perspectives and views.
  • Flexibility: Works effectively on multiple assignments simultaneously and adapts to changing demands and circumstances.
  • Good communication and interpersonal skills: able to work well in a team environment.
  • Ability to work independently
