HUMAN RESOURCE PROFESSIONAL

DEFINITION:

The Human Resource Professional reports directly to the Superintendent of Schools. The Human Resource Professional works cooperatively with central office personnel, principals, and district employees on all human resource affairs of the District in accordance with local, state and federal laws.

QUALIFICATIONS:

1)Graduation from a regionally accredited or New York State college or university with an Associate’s Degree in Business Administration plus three (3) years of full-time or part-time equivalent paid experience involving human resources; OR

2)Graduation from a regionally accredited or New York State college or university with a Bachelor’s Degree in Business Administration and a concentration in Human Resources plus one (1) year of full-time or part-time equivalent paid experience involving human resources.

3)Such other qualifications as the Board of Education may deem appropriate and acceptable.

Human Resource Management Functions

Authority/Responsibility

Assists with all human resource matters for the district

Representative Activities

  1. Assists with interpretation and administration of the Collective Bargaining agreement, grievance evaluation and management response formulation.
  1. Confer with management/staff regarding contract/employee issues.
  2. Conducts employee fact intakes of various employee concerns (discrimination, harassment, retaliation, and policy violations).
  1. Advises employees on various leave policies in accordance with district policy.
  2. Develops recommendations for the resolution of employee concerns.
  3. Coordination of fitness for duty issues.
  4. Administers various benefit programs.
  5. Manages all personnel files to include but not limited to active employee, retiree, substitute, and applicant files.
  6. Administers new employee orientation.
  7. Manages pre-employment matters including fingerprinting.
  8. Manages FMLA and other leave policies and related tracking.
  9. Meets with employees to answer questions and assist with problem resolution.
  10. Maintains employee database.
  11. Coordinates district card access system.
  12. Assists with the development and modification of job descriptions.
  13. Coordinates employee evaluation system.
  1. Coordinates employment posting, application, advertisement and interviewing.
  1. Coordinates with the District Clerk to ensure that all required personnel items are processed through the Board of Education meetings and distributes necessary paperwork.
  1. Oversees substitute coverage for the district.
  1. Monitors teacher certification, tenure, and seniority records.
  1. Oversees faculty/staff attendance.
  1. Serves as the liaison between St. Lawrence County Civil Service Department and district.
  1. Coordinates clerical staff development.
  1. Coordinates compliance to regulatory concerns and reporting.
  1. Assists the Superintendent of Schools with special projects and all other assigned tasks.

EVALUATED BY:

Superintendent of Schools, at least annually.
