About Kensington & Chelsea TMO

The TMO was formed in 1996 when the Royal Borough's tenants and leaseholders voted to take over the management and improvement of their own homes. We were the first borough-wide tenant management organisation in the UK and the only tenant led ALMO - a not for profit company providing landlord services to almost 10,000 homes in Kensington and Chelsea.

We employ about 200 staff in offices situated around the Borough and were awarded ‘three stars – excellent prospects’ by the Audit Commission in 2006.

Over the last few years the TMO has undergone change in relation to its Constitution and Board, and more recently, in relation to the Executive Team. A new Chief Executive, Robert Black, joined the TMO in May 2009. Robert is committed to developing and continuously improving the TMO, in partnership with the TMO Board, residents, staff, the Royal Borough of Kensington and Chelsea (RBKC) and a range of external stakeholders to ensure that the TMO makes a real difference by providing excellent services and value for money.

Job Purpose /
1.To carry out payroll processing; and
2.To provide effective administrative support to the HR Team in relation to pay and reward, recruitment, employee relations, performance management and organisational development.
Salary / Range B (Scale 3/4): £19,032 - £22,422

Responsibilities /
  1. Responsible for the monthly payroll input and any other payroll administration as required, and respond to payroll queries.
  1. Provide recruitment administration support to the HR Advisor and Senior HR Advisors in respect of individual recruitment campaigns.
  1. Administer the recruitment process including liaising with shortlisted candidates to arrange interviews and assessments, booking rooms, drafting letters to successful and unsuccessful applicants.
  1. Responsible for administering all pre-employment checks for new starters and drafting contracts of employment.
  1. Ensure that all new starters undertake relevant induction programmes.
  1. Ensure that the HR payroll and personnel system remains accurate at all times, and update it as required.
  1. Maintain the HR filing system.
  1. Process all HR invoices as required.
  1. Provide advice to staff and managers on self service and update / amend records as required.
  1. Monitor probation end dates, end of fixed term contracts etc, and administer the relevant paperwork.
  1. Issue staff identity and security cards.
  1. Distribute the post across the HR Team.
  1. Provide administrative support to the Performance and Development Review Scheme.
  1. Provide administrative support in researching, sourcing, delivery and recording of training.
  1. Provide advice to staff on general HR queries relating to terms and conditions of employment, eg annual leave, notice periods, pay rates etc.
  1. Deal with general queries and requests from staff and managers, applicants and members of the public.
  1. Any other duties that may be reasonably necessary in support of the smooth running of the team.

Experience of working within an HR environment.

Terms and Conditions

Salary

You will be paid monthly - on the 15th of the month - and your pay is to be credited to your bank or building society.

Hours

A 36-hour week is worked, but you will be expected to work the hours necessary to discharge the duties of the position.

Annual leave

Your annual leave is dependent upon your conditions of service and length of continuous service. The annual leave for this position is 23 days per annum and 28 days after 5 years service.

Probation

All employees have a standard probationary period of six months.

Season Ticket Loan

Interest-free season ticket loans are offered from six months service, which are paid back in monthly instalments through the payroll.

Pension Scheme

The TMO is an admitted member of the Local Government Pension Scheme, which is a final salary pension scheme. The scheme provides for an employee contribution of either 5.9% on annual salaries from £15,801 to £20,400,6.5% on annual salaries from £20,401 to £34,000 or 6.8% on annual salaries from £34,001 to £45,500. An additional contribution is payable by the employer.

We are looking for an HR & Payroll Administrator with previous experience of working in a HR and Payroll environment to join a strong and friendly HR team.In this varied role, the focus will be on processing the monthly payroll and providing day to day administrative support in relation topay and reward, recruitment, employee relations andorganisational development.

With a good understanding of the role of Human Resources within an organisation, the successful candidate will be an excellent communicator with good organisational skills. With excellent attention to detail and the ability to work well under pressure, you will be able to work on your own initiative, whilst being able to prioritise a varied workload. Proficient IT skills (including Word & Excel) and practical experience of working with numerical data are also required.
