SALARY:£25488 - £27777, pro rata

PLACE OF WORK:home working with office bases in Taunton and Edington

Healthwatch Somerset Administrator

Aims of the Post:

To manage and develop Healthwatch Somerset.

Main tasks:

1 Development of Healthwatch Somerset

  • To work with the Executive Steering Group of Healthwatch Somerset to develop and implement the strategic workplan.
  • To develop and implement a Healthwatch Somerset “network of networks”.
  • To foster and sustain strong partnership working with Healthwatch Somerset stakeholders, and to advocate on areas of common concern.
  • To ensure competent, diverse Healthwatch Somerset volunteers are recruited, kept fully informed and enabled to influence developments within health and social care using a variety of methods, including promoting effective practice in representation.
  • To ensure that appropriate research is carried out and information and marketing materials, articles, reports, newsletters, briefings and monitoring reports are prepared and presented accessibly.
  • To develop business opportunities for Healthwatch Somerset relevant to a health and social care enterprise.
  • To engage Healthwatch Somerset volunteers in influencing, planning and monitoring services in the health and social care sectors, including identifying suitable enter and view activity and proactively promoting equality.
  • To support Healthwatch Somerset volunteers to participate effectively by ensuring they are representative of equalities and other communities and are fully conversant with their role, adequately trained, informed and supported.
  • To develop and manage the information and signposting, community engagement and outreach work, ensuring that equalities groups and seldom heard groups, individuals and communities have access to Healthwatch Somerset.

2 Finances

  • To support the Director of Community Services in the preparation of Healthwatch Somerset financial monitoring.
  • To oversee the Healthwatch Somerset community pot, ensuring mechanisms for accessing the community pot are in place and monitoring of activities is undertaken.

3 Staff Management

  • To line manage other Healthwatch Somerset staff as set out above, including responsibility for organising recruitment and providing induction, supervision and annual appraisal.
  • To ensure Healthwatch Somerset volunteers are recruited and trained as appropriate, contributing to the design and delivery of the volunteer training programme.

4 Accountability and systems management

  • To ensure all Healthwatch Somerset meetings are serviced, including that relevant papers are prepared and circulated within agreed timescales and subsequent actions taken.
  • To ensure intelligent information is captured, recorded, analysed, interpreted, summarised and disseminated.
  • To prepare meeting papers, etc, in plain English and other languages and formats as required; and that access arrangements are provided as necessary to enable Healthwatch Somerset volunteers to participate.
  • To develop and provide the monitoring and evaluation of activities related to Healthwatch Somerset, ensuring that the project meets targets and outcomes and works within budget.
  • To produce with Healthwatch Somerset volunteers the annual reports to the Secretary of State for Health.
  • To ensure that appropriate and effective IT software and systems are in place and utilised to support the operation of Healthwatch Somerset.
  • To produce written/verbal reports to the The Care Forum’s Management Team and its Board of Trustees as required, including quantitative and qualitative reports; and monitoring data and reports to relevant project managers and commissioners.

5 Communications

  • To prepare and implement communications strategies.
  • To manage the marketing and publicity arrangements for Healthwatch Somerset.
  • To issue press releases as appropriate.
  • To screen all press and publicity and ensure relevant information is circulated to Healthwatch Somerset volunteers as appropriate.
  • To ensure that data protection, conflicts of interest and other matters of probity are in place and managed at all times.

6 Other

  • To work within the aims and objectives, key values, anti-discriminatory and equal opportunities framework and other policies of The Care Forum.
  • To work within the wider staff team of The Care Forum, attend staff meetings and participate in training opportunities appropriate to the post.
  • To carry out such duties, in discussion with the Director of Community Services Manager as are consistent with the responsibilities of the post.

Person Specification

Essential Criteria

Experience / 1 / At least 3 years experience of working in or with the health and social care sector
2 / Current or recent experience of managing volunteer and staff teams, including staff supervision and performance improvement, and volunteer support.
3 / Experience of project planning and co-ordination, business planning, strategic development, and monitoring and evaluation
4 / Experience of outreach work with equalities groups and other seldom involved people and groups
5 / Experience of working with volunteers

9 / Experience of dealing with the media and issuing press releases
10 / (Commissioning services, either as provider, commissioner or representative on service planning, design or review groups as part of the commissioning cycle)

Providing and disseminating information and/or assisting a wide range of people, including professionals and/or disabled people to access information in a range of ways
Skills / 13 / Excellent IT skills including word processing, E-mail, spreadsheets, development and use of databases, social media and website administration
14 / A high level of organisational, planning and prioritisation skills including an ability to work to deadlines, use initiative and keep abreast of new policy developments in the health and social care field
15 / Ability to work effectively both as part of a team and on own initiative within service boundaries and to ensure that staff and volunteers do this as well

Excellent verbal and written communication skills, including sourcing, writing, producing and designing written and electronic material

Ability to represent the organisation and volunteers on a local, sub regional or regional basis

Knowledge / 18 /

Knowledge of central and local government policy towards health and social care services, including Healthwatch, patient and public involvement initiatives and the role of the voluntary and community sector

Understanding and experience of the support needs of an individual involved in consultation and feedback mechanisms
