Heritageand Culture

Hinckley & Bosworth Borough Council (HBBC) Commissioning Theme:

Maintaining and enhancing the heritage and cultural offer, in promoting community identity, pride and cohesion, within the Borough.

For the purposes of this brief, the definition of heritage can be described as: Those things from the past which are valued enough today to save for the people of tomorrow.

For the purposes of this brief, the definition of culture can be described as: An inclusive concept embracing a wide variety of activities, places, values

and beliefs that contribute to a sense of identity and wellbeing for everyone in our communities. It is about our way of life and our quality of life.

Evidence of Need:

It is evident that the Heritage and Cultural offer in our Borough, makes a significant contribution to supporting our local economy, but equally important is the impact it has on the health and wellbeing of our communities.

Therefore, HBBC through the VCS Commissioning Board, wish to invite proposals that enhance and complement the existing Heritage and Cultural offer within the Borough. We are particularly keen to support proposals that promote the inclusion of young people in this work, through intergenerational projects - provision of meaningful opportunities for people of different generations, to share knowledge, experience and skills, thereby improving empathy and improving community cohesion

Identifying need:

Has your organisation/community group become aware of problems, issues or gaps in your community that affectpeople’s lives?If the answer is yes, then you have identified a community need. Is there a need to change e.g. introduce an activity or service? If the answer is yes, then you have identified a need for change. Do you have a good/creative idea that can help improve the lives of people in your community to address these needs? If the answer is yes, then the VCS/HBBC partnership would like to hear your ideas to address these needs through our VCS Commissioning.

Project Brief

VCS organisations are invited to put forward project proposals that are about:

1). Growing/developing/expanding an existing area of successful work.

The submission must include evidence that the approach has been tested and evaluated. This can include a piece of work that has been previously funded through these commissioning arrangements.

and/or

2). Delivering a new piece of work. The submission must include evidence of need.

3).The project must involve direct practical activity engaging with peopleresiding within the Hinckley & Bosworth Borough, to deliver outcomes for them, which can be tested, evidenced and evaluated, not research or consultation pieces of work.

4).In delivering the work, VCS organisations are STRONGLY encouraged to work collaboratively with at least one other VCS organisation or Statutory partner e.g. Local Area Coordinator (LAC) Team, Community Houses, HBBC Service areas, Health Sector, etc.

5).HBBC are also very keen to get young adults involved in volunteering, therefore, if this is appropriate in relation to your proposed project, please include details of how this can be enabled.

Outcomes:

The commissioned piece/s of work must be able to evidence how outcomes contribute to enhancingthe heritage and cultural offer within the Borough of Hinckley & Bosworth,and would particularly welcome proposals that meet one or more of the Borough’s Heritage and Cultural priorities e.g. fostering a sense of pride, enriching the lives of residents, enhancing a sense of community cohesion; as well as the engagement of young people

Examples of Desired Outcomes:

To offer direct delivery projects which could include: intergenerational elements, encouraging young people to appreciate local heritage/history and culture, and gain volunteering opportunities.

Evidence of the creation of an enhanced sense of pride, belonging and wellbeing of community members as a result of engagement with a delivery project, for example, through a community choir, poetry group, book club, local history group, etc.

2017/18 Funding available and application process:

Total funding available - £5,000

Maximum funding per project –up to £2,000.

The Commissioning Board will determine the additional 1k spend on the successful projects.

You are required to complete an Application Form in full.

Timescales:

Closing date for applications is: 22nd September 2017

Projects to be commissioned by November 2017.

The delivery timescale for projects can be up to 12 months, but must be completed by end of October 2018 at the latest. If the project is longer than a 6 months duration then an interim progress report will be required, as well as the End of Commission Evaluation Report , to be submitted within one month of completion of the end of the project, detailing the positive change/impact/improvement/benefits for beneficiaries.
