PROGRAMME MANAGER

Salary: £40,000

Hours: Full time

Reporting to: CEO

Staff reporting: Engagement Coordinators; Project funded staff

Job purpose:

  • To lead and manage all day to day operations of Healthwatch Central West London (HWCWL) programmes
  • With the Board and CEO, identify and maximise the opportunities to use evidence to influence commissioners and practitioners in the drive for health and social care service improvement
  • With the Board and CEO inspire and lead a team to meet their own and organisational objectives; and to work with and challenge external and internal stakeholders
  • To work as part of a team to ensure that HWCWL achieves its strategic and operational objectives
  • To act as Deputy to the CEO

Key Responsibilities:

  1. Plan and lead a programme of work with the engagement team to maximise the organisation’s reach and its ability to capture quality feedback from local people about health and care services, in line with our priorities
  2. Support the CEO in designing new projects to meet identified needs
  3. Lead, inspire and motivate the staff team
  4. Scope and maintain a current plan for influencing service design and commissioning planning, building on the insight generated by our engagement programmes.
  5. Ensure appropriate influencing indicators are embedded in all engagement work plans and support effective team working with the CEO to achieve these.
  6. Develop key relationships with external stakeholders; including commissioners
  7. Actively promote the role of HWCWL and manage stakeholder relationships
  8. Supporting Engagement Leads to work with local committees, ensuring that they take on a key role in their local health and social care communities
  9. Be a champion and role model for quality and high standards in all the activities of the organisation and ensure a detailed quality assurance function for those same activities
  10. Pull together the work and learning across the three boroughs when reporting to commissioners, local authority scrutiny, Health and Wellbeing boards and other external stakeholders
  11. Play a lead role in communication, internally and externally
  12. Working with the CEO ensure effective systems are in place to support delivery
  13. Take part in supervision, and take up opportunities to learn within the team, organisation and externally
  14. Since job descriptions cannot be exhaustive, the post-holder may be required to undertake other duties which are broadly in line with above key responsibilities.
  15. The post-holder is expected to observe and comply with all HWCWL policies and regulations, for example the Code of Conduct, Health and Safety, Data Protection, and Equality and Diversity.

Person specification:

  • Educated to degree level with a commitment to on-going professional development or with equivalent experience
  • Extensive experience of managing and leading a team
  • Strong programme and project management skills, a qualification in project management would be desirable
  • Excellent communication skills, written and verbal
  • Experience of working within a target driven environment
  • Understanding and experience of community engagement
  • Expert in public and patient involvement
  • Experience of working with and supporting volunteers
  • In-depth understanding of the health and social care policy arena at a local level
  • Demonstrable experience of influencing and negotiation with a variety of stakeholders, and an ability to challenge appropriately, in particular the sometimes differing interests in a political environment
  • Understanding of a range of research methodologies as applied to small scale consumer research projects
  • Demonstrable commitment to equality and diversity and drive to eliminate health and social inequalities
  • Proficient in the use of databases and Microsoft office applications
  • Willing and able to work evenings, weekends as required
