East Dunbartonshire Health and Social CarePartnership (EDHSCP) isone ofthe firstofthenewintegrated arrangementstobe established in Scotland, havingbuilt on several successful yearsofbeing aCommunityHealthcare Partnership.Our integrated servicesencompasscommunityhealth andsocial care servicesfor adultsandchildren aswell ascriminal justice social workservices.

Weare writing toall GPstoinvite themtoapplytobe consideredforthepostof Clinical Director. The Clinical Directorisakeyrole in providingclinical leadership, advice and supporttotheircolleagueswithin theEDHSCP; andtoGPsand other NHS external contractorsworkingwithinEastDunbartonshire.Theywillhave a key clinical contributionto maketotheon-going developmentof multi-disciplinaryteam working;the integrationofhealthandsocial care; and aneffective primarycareand acute care interface.Thepost holderwill report directlytothe ChiefOfficer of EDHSCP; and liaise with theHealth Board'sMedical Directorwith respecttothe overall Clinical ServicesStrategyfor NHS GreaterGlasgowand Clyde.AllClinical Directors acrossNHSGGC also work tosupporta crosssystemprogramme ofwork to supportthis.

1.JOB DETAILS:

JobTitle:Clinical Director

Responsible to: ChiefOfficer,EastDunbartonshire HealthSocial Care Partnership (EDHSCP)

Location:EastDunbartonshireHSCP Headquarters(Kirkintilloch)

2.JOBPURPOSE:

Thepost-holderwill be a memberoftheEDHSCP managementteam and will report directlytothe EDHSCP ChiefOfficer.TheEDHSCP ManagementTeam ischarged with deliveringthe EDHSCP StrategicPlan throughthe effective and efficientuseofresources;andbyensuring that therange andstandardsofservice are ofthe highestqualitypossible.

TheClinical Directorwillbe expectedto provide clinical leadership,advice and supportto their colleagueswithinEDHSCP SeniorManagementTeam;multi-disciplinaryhealth staffworking within HSCP services,and particularlymedical practitionersworkingwithin thoseservices; and GPsandotherNHS external contractorsworking withinEast Dunbartonshire.The Clinical Director will be a strongadvocateofmulti-disciplinaryteamworking;the integration ofhealth andsocial care; and aneffective primarycareandacutecare interface.The Clinical Directorwill have an importantrole in contributing tostrategicplanningforEDHSCP,mostnotablyin relation totheon- goingdevelopmentoflocalityplanning;and intakingforward Health Boardclinical strategies.With regardsclinical and caregovernance,the Clinical Directorwill have a key rolein termsoftheon- goingdevelopmentofclinical qualityacrossEDHSCP services;and infacilitating clinical quality initiativeswithin NHS external contractorslocally. The post-holderwill advise theChiefOfficer and SeniorManagementTeamoncontractual mattersin relationtotheGeneral Medical Services contractandwill be theEDHSCP’smain contactwith theGeneralMedical Council.

Subjecttoapproval bytheEDHealthand SocialCare PartnershipBoard (theIntegrationJoint BoardforEastDunbartonshire),theClinical Directorwill be a non-voting memberofand professional advisortothatPartnership Boardin theircapacityasaregisteredmedical practitioner whose name isincludedin the listofprimarymedical servicesperformerspreparedbythe Health Board in accordancewith Regulationsmade undersection 17P oftheNational Health Service (Scotland) Act 1978(2).

•Supporting the developmentofclinical and caregovernance withinEDHSCP,including preparinganAnnual Clinical and Care Governance AnnualReportaspartofthoseintegrated arrangementsforquality.

•Encouraging thedevelopmentofclinical governance systemsandactivitieswithin local

GPS andotherNHS external contractors,includingcomplaintsmanagementandpatient feedback.

•Responding toSIGNGuidelinesand NQIS standards

•Contributing to SignificantClinical Incident and Clinical Riskreviews

6.ASSIGNMENTREVIEWOFWORK

Thepost isdirectlyaccountable totheHSCP ChiefOfficer.

Reviewofperformanceis throughthe agreementofPerformanceObjectivesand individual appraisal bythe ChiefOfficer. Formal appraisal isannual but informalreviewswill takeplace at regularintervals. In addition,the Clinical Directorwill be appraised professionallythroughthe systemarrangedbytheScottish Association ofMedical Directorsformedical managersor aspart ofthe National GP Appraisal system.
