2. / Notes of previous meeting and matters arising
Cllr Ross reported that the SID is still located onRushley Road. PS confirmed that utility checks needed to be completed before the SID can be placed on Baslow Road. Cllrs agreed that the SID should remain on Rushley Road until it is relocated rather than it being removed and put back into storage. Cllr Hill has received positive feedback from some residents on Rushley Raod and so he would support the SID being left where it is until the utility checks are complete on Baslow Road.
AC reported that detailed designs on the Abbeydale Road Southscheme should be completed by Jan/Feb.
AC stated that theSchool Road Crossing designs are now completed and that work will be happening during February half term holidays.
JB questioned the figure of £150kfor silt clearance quoted in the minutes of the previous meeting under the Forge Dam item. JB agreed to check the figure and confirm the accurate cost with Cllr Sangar. / PS

3. / Abbeydale Grange School/Bannerdale Site – Fiona Champion and Matthew Gregg
FC reported thatfollowing the closure of the Abbeydale Grange School Sheffield City Council has a large site which will be sold. The Council are required to realise the best possible receipt for the site whilst securing a sustainable future for the open space.
To develop options the Council needs to talk to local people, whilst being honest and realistic about the extent, boundaries, and constraints of the site. Options need to satisfy the need for the capital receipt alongside both local needs and other more strategic outcomes.
Members were informed about the consultation process for the site, this will include stakeholder groups, partner workshops and drop in sessions. A leaflet will be distributed to 3000 households in the area surrounding the site and information will also be available on the Community Assembly Blog, in the Library and in local notice boards.
FC confirmed that the workshops and drop in sessions would take place in November and December and that the consultation process should be completed by March 2012.
Councillors asked for clarification on the following questions:
  • When was the decision made to proceed with the application to demolish the school building and who made that decision? (Cllr Ross and Sangar felt that the cabinet report had said that a full master plan would be developed before the school was demolished)
  • Has planning permission been granted to demolish?
  • How the project has moved from being a 'Parks and Countryside led masterplan’ that had been endorsed by Cabinet to a 'pilot' to develop an approach and process do deal with this type of site across the city, technical appraisal, demolition and consultation.
  • Clarification on when the Abbeydale Grange and Bannerdale sites will be marketed, will they be marketed together or separately?
FC agreed to seek clarification from Nalin and provide a written response to Tammy to be shared with Councillors. / FC

4. / Climate Change Fund – Verbal Update
TB confirmed that the deadline for applications to the Climate Change Fund pot is Friday 25th November. A panel made up of a member from each ward will meet on 13th December at 2pm to agree the projects that will be recommended for funding. Recommendations made by the panel will be passed to the Leader for sign off because the timescales prohibit a decision at the next Community Assembly meeting.
TB informed members that the deadline for spending the climate change fund has been extended, as long as money is committed by 31st March 2011 spending can take place until March 2013.
TB will be on Annual leave from 26th November to 15thDecember, Matthew Rush will be leading on the Climate Change Fund process while Tammy is away.
5. / Older Peoples Funding – Grants Awarded/details of further bidding round – Tammy Barrass
TB informed Councillors that there is still approximately £3,000 left in the Older Peoples Fund. It was agreed that MR would re-advertise the fund in an attempt to generate applications from other groups. / MR
6. / 20mph Consultation – Tammy Barrass
Suzie Prior is in the process of developing consultation materials to be used at a Sheffield on the Move Forum meeting on 12th January that will be used to consult members of the forum and the public on the development of 20mph limits in Sheffield. Greg and Peter agreed to talk to Suzie about using the consultation materials for events to be run in the South West.
A series of consultation events will take place in the South West (at least one in each ward) towards the end of January. Matthew and Azra will organise suitable venues for hosting the consultation events and develop the publicity.
The Community Assembly will advertise the Sheffield on the Move consultation taking place on 12th January.
Members will be invited to a visit to view 20mph limit areas implemented in Barnsley.
Peter Bull will be presenting a report at the next Community Assembly public meeting on 15th December to update residents on the development of consultation for 20mph limits in the South West Community Assembly area. The report will also provide an update on how the Council is dealing with HGV routing in the city.
