Mr. Sauer requested the addition of additional budget amendments and Public Utilities request for approval of an amendment to the existing 2006 water capacity agreement with Johnston County.

Commissioner Burgin, in reference to the Lease Agreement with Shawtown High School Alumni Association, Inc., advised the Legal Department to get an updated copy of the Certificate of Insurance (COI) from the lessee yearly.

Commissioner House requested a correction to the June 4, 2010 special session minutes regarding the one percent COLA increase for employees. Commissioner House also asked about the locations of the two additional communication tower applications received by Planning Services noted in budget amendment 481.

  11. Legal Department, on behalf of Harnett County Sheriff’s Department, request adoption of a resolution authorizing disposition of four surplus motor vehicles to the Central Carolina Emergency Services Training Center.
  12. Legal Department, on behalf of the Tax Department, request approval of Services Agreement by and between County of Harnett and County Tax Services, Inc. for provision of auditing services on Business Personal Property Tax Listings.
  13. Planning Department request approval to accept $200,000 grant Planning Services/Community Development’s application to NC Housing Finance Agency for 2010 Single Family Rehabilitation grant program.
  14. Social Services Department request approval to transfer CAP-C Case Management to RHA Howell, Inc. RHA Howell provides residential and vocational services and care for disabled adults and disabled children in North Carolina.
  15. Finance Department request approval to deny a request to write-off an EMS billing for Alicia Jones, PAT-029358, in the amount of $618.87.
  16. Finance Department request approval of contract between 3HC and Harnett County Medical Services.
  17. Resolution recognizing Eagle Scout Jacob Roy Dunn
  18. Human Resources, on behalf of Public Buildings, request approval to reclassify the vacant Maintenance Worker Grade 58 position to a Facility Maintenance Technician Grade 63 position to assist in the maintenance of the new Law Enforcement Center. Funds exist to support this reclassification.

The following eight citizens from the Chalybeate Springs community shared their concern and spoke in opposition of the current unregulated practices of Drakes Landing, a shooting range located 3146 Chalybeate Springs Road, which they feel is a nuisance and a safety hazard to their community:

7.  Presentation of Letter of Conditions and Public Hearing regarding the proposed loan from U.S. Department of Agriculture, Rural Development, to construct a library in Western Harnett County, Lisa Talley, Area Loan Specialist with Rural Development, USDA

Chairman McNeill called to order a public hearing on the matter and opened the meeting for comments from the public. There being no comments, Chairman McNeill closed the public hearing.

Chairman McNeill called to order a public hearing on the matter and opened the meeting for comments from the public. Kent Jeffries of Chalybeate Springs spoke in support. There being no further comments, Chairman McNeill closed the public hearing.
