On Program for Emergency Financial Support for Agriculture
In order to regulate issues on allocation, usage and repayment of state credit, investment and other credits in agrarian sector, to approve programs, linked to finance, the Government of Kyrgyz Republic order:
1. To create State Commission on designe and realization of Program for Emergency Financial Support for Agriculture in the following composition:

2. To create an Agency of Kyrgyz Republic on implementation of Emergency Program for Financial Support for Agriculture with the personnel of 5 persons. To allow the Agency hire on a contract base 2-3 foreign consultants from foreign companies and firms. To consider Agency as independent entity, which implements directives of the Commission.
3. Ministry of Finance of the Kyrgyz Republic and General Directorate of State
Commission of the Kyrgyz Republic on Foreign Investments and Economic Assistance are to envisage in the republic budget for 1996 funds to finance activity of the Agency.

On Measures to Improve Activity of Enterprises
Dealing with Processing of Agricultural Products.
Governmental Resolution of Kyrgyz Republic # 432, September 17, 1996 noted, that the process of Land-Agrarian Reform in Kyrgyz Republic, the creation of peasant, private farms identify new tasks in issues of processing and marketing of produced agricultural products.
At present time the processing complex of the Republic is characterized by decrease of volume of production in main industries.
Enterprises dealing with the processing of agricultural products are not able to continue their operation because of the lack of raw materials, high purchase prices, huge transport expenses on it’s delivery from the places they’ve been produced, the shortage of working capital.
The production of important food products in the Republic in 1995 was decreased ten times in comparison with 1990. There is no processing of potatoes in the Republic, the volume of production of dry fruits and vegetables was reduced, the production of tinned goods from fruits and vegetables was minimised. The quality of products, their package do not correspond to the level of world standards, that’s why products are not in demand on domestic and external markets.
Many farms have to stop the production of agricultural raw materials due to the lack of guaranteed purchase of products by processing enterprises or organise their own mini-production. Mini-plants and plants, as usual, are created without serious economic investigations, calculations, feasibility study. Very often such kind of plants will be closed very quickly, so that’s just wasting of investments and the capital of producers.
It is necessary to keep the existing potential of production capacity in food processing industry from the complete destruction.
In order to improve the processing of agricultural products in the Republic, to increase it’s competitive ability, to extend the export to CIS and abroad.
O R D E R:
1. Deputy-Ministries, Heads of main directorates of the Ministry of Agriculture and Food and it’s dependent organizations, oblast, rayon administrations (departments) of agriculture are to accept the leadership and implementation of the Governmental Resolution of Kyrgyz Republic #432 September 17, 1996 “On Measures to Improve the Activity of Enterprises Dealing with the Processing of Agricultural Products".
2. Directorate on Agricultural Processing and Marketing (Abdrakhmanov A) is to be responsible for coordination of the activity of business entities independently of their forms of property, which are operating in food and processing industry, in the sphere of rendering them marketing, extension, technical services, for control of the quality of products, in accordance with the attached list.
- to carry out inventory of existing and new organised enterprises on processing of agricultural products within the whole territory of the Republic;
- to implement activity in the enterprises of food and processing industry on improvement of the quality of products, on designe of new kinds of products and normative-technical documentation, on implementation of activity in introduction of new kinds of package, which are correspond to the level of world standards:
3. Directorate on Agricultural Processing and Marketing (Abdrakhmanov A), Directorate on Crop (Smailov J), Directorate on Livestock (Jumabaev K.) are:
- to carry out work on creation of agroindustrial associations, were co-shareholders of enterprises of food and processing industry will be farmers and enterprises, producing agricultural raw materials.
- to carry out work on creation of network of processing enterprises in rural areas, especially in mountain and difficult of access rayons, it will facilitate for creation of conditions for development of competition on regional and republic levels.
4. Directorate on Economy (Jumabaev J), Directorate on Agricultural Processing and Marketing (Abdrakhmanov A) are to design project of flexible system for credit policy, to envisage in compulsory order the distribution of one part of credits to rural producers through the enterprises of food and processing industry in accordance with the contracts, which will be cocluded.
5. Directorate on Investment (Oskonbaev A), Directorate on Agricultural Processing (Abdrakhmanov A.) are to design the program on usage of foreign investments, being receiven by the Republic for reconstruction and modernization of existing promising enterprises, as well as for the construction of new lines, plants and mini-plants on processing of agricultural products in the places of their production.
6. Mr. Tynaev S.- I Deputy Minister of Agriculture and Food Kyrgyz Republic is to be responsible for the implementation of the current order.
