National Human Rights Commission of Korea

Background Information

The National Human Rights Commission of Korea (NHRCK) is an independent organization established in response to the international and domestic demands for the promotion and protection of human rights under the Paris Principles of the United Nations. Since its inception in 2001, the NHRCK has developed human rights mechanismsin order to remedy a wide range of human rights violations; to recommend the revision of laws and regulations incompatible with international human rights standards, and to promote public awareness of human rights.

The Commission’s mandate includes the following functions:

Investigation and research with respect to statutes, legal systems, policies and practices related to human rights, developing recommendations for improvements or presentation of related opinions;

Investigation and remedy with respect to human rights violations and discriminatory acts;

Survey on human rights conditions;

Education and raising public awareness on human rights;

Presentations and recommendations of guidelines for categories of human rights violations, standards for their identification and preventive measures;

Research and recommendation, or presentation of opinions with respect to the accession of any international treaty on human rights and the implementation of the treaty;

Cooperation with organizations and individuals engaged in any activity involving the protection and promotion of human rights;

Exchange and cooperation with international organizations related to human rights and human rights institutions of other countries;

Other matters deemed necessary to protect and improve human rights.

Recognizing that there are many best practices to learn from other countries to better carry out human rights activities, and realizing that capacity-building of national human rights institutions is of foremost importance in improving human rights situations in countries concerned, the NHRCK puts forwarda partnership program for human rights defenders of national human rights institutions in other countries.

The beneficiaries for the program would primarily be active human rights officers of national human rights institutions.

Objectives and Expected Outcomes

The goal of this program is to assist active human rights staff members of national human rights institutions and thereby to contribute to strengtheningthe capacity of their institutions. It purports to encourageprofessional development among NI staff members through learning from each other and forming network relations.

The objective of this program is to provide NI memberswith opportunities to experienceand examine thework of the National Human Rights Commission of Korea while at the same time have a chance to share common concerns with each other.They are to be invited to stay in Seoul, Korea for a certain period of time (2017.5.29– 2017.6.2).

The expected outcomes are as follows:

Mutualunderstanding oftasksand functions of national human rights institutions and affairs of international and regional cooperation of participatingcountries

Better understanding of newly arising human rights issues such as UN Sustainable Development Goals, UN Human Rights System, Business & Human Rights, and other HR Issues in participating Nis.

Thereby, laying the ground for future cooperation and network enhancement to establish personal relationships and facilitate future contacts to support the transfer of good practice.

Program Details and Logistics

The project will be carried out as follows:

Courseduration: 29 May to 2 June, 2017

Venue: Conference Room, Level 11, National Human Rights Commission of Korea

Visas: The NHRCK also strongly advises that you contact the Korean embassy or consulate in your home country, or the nearest to you, to check the visa requirements that apply to your nationality.The cost of the visa fees will not be covered by the NHRCK.

Travel and Medical Insurance: It is important to note that it is the sole responsibility of participants to arrange their travel and medical insurance. The NHRCK shall not cover expenses related to loss of luggage, illness, accidents or loss of property while attending the program. Please ensure that you have arranged travel insurance before your departure to Seoul.

Accommodation: Your accommodation at the Sejong Hotel has been booked and confirmed, according to your approved travel itinerary. Daily breakfast is included in the rate of your room and shall be served in the ‘Elysee Restaurant’ of the Sejong Hotel. Your accommodation costs, shall be billed directly to the NHRCK

Please note, however, that the NHRCK will cover the cost of your room and breakfast only. All other personal and miscellaneous costs (such as laundry, telephone calls, mini bar etc.) shall be at your own expense and will need to be settled directly with the hotel upon checking out. Please be advised that the hotel may require a deposit or a copy of your credit card as a guarantee for your miscellaneous costs (if any).

Check-in and check-out times

The check-in time for the President Hotel is 2:00 pm.

You will need to check out of your room by 12:00pm on the day of your departure. Additional rates shall apply should you wish to either check-in earlier or check-out at a later time, and this will need to be settled directly with the hotel.

Meals and Incidentals:The NHRCK shall provide participants with a per diem to cover meals and incidentals.

Air-flight:Participants are kindly requested to book the most direct and/or economical flights to/from Seoul through your institution’s local travel agent and to send their provisional itinerary and travel costs to Yunkul Jung at . Yunkul Jung will review this information and send an authorization to book flights. Reimbursements will be made within two days after you attend the meeting, once the NHRCK has received thereceipts and invoices. Reimbursements will be provided with Korean currency or US dollars according to your preference.
